Uh the California Legislature 01:48:11.347 --> 01:48:15.318 appropriated $30 million for capacity grants to Tribes 01:48:15.327 --> 01:48:20.008 and CBOs to participate in CPUC decision making processes. 01:48:20.057 --> 01:48:23.376 And to make certain clean energy programs are accessible 01:48:23.387 --> 01:48:26.686 to underserved and underrepresented communities. And 01:48:26.697 --> 01:48:29.706 the program I'm presenting today, the Equity and Access 01:48:29.717 --> 01:48:33.856 Grant Program was created to implement that Legislation. 01:48:35.376 --> 01:48:39.396 Yeah, now there are 3 grant accounts that make 01:48:39.407 --> 01:48:43.177 up the program: Public Participation Grant, and Equity 01:48:43.186 --> 01:48:47.048 Engagement and Education Grant and a Clean Energy Access 01:48:47.057 --> 01:48:49.758 Grant. And I'll be going into detail on all of those 01:48:49.767 --> 01:48:53.686 grant accounts. Now as we designed the program, we 01:48:53.697 --> 01:48:56.478 wanted to ensure that the program would meet the needs 01:48:56.488 --> 01:49:00.287 of CBOs and Tribes and we did a lot of stakeholdering. 01:49:00.626 --> 01:49:03.338 We held focus groups, we interviewed with community 01:49:03.347 --> 01:49:06.697 stakeholders. We held, we received public comment, 01:49:06.706 --> 01:49:10.307 we held a webinar with over 200 attendees. And we spoke 01:49:10.318 --> 01:49:12.617 with state agencies and boards, as well as many of the 01:49:12.626 --> 01:49:16.177 divisions here in the CPUC. And I will note, that the 01:49:16.186 --> 01:49:20.137 grant funding can be awarded up until June 30 of 01:49:20.146 --> 01:49:24.947 25. And but it must be spent or liquidated by June 30, 01:49:24.956 --> 01:49:28.258 2027. 01:49:28.258 --> 01:49:32.876 This is a brief summary of the funding across the three 01:49:32.887 --> 01:49:36.088 accounts. I'll be going into detail on all of them. 01:49:36.177 --> 01:49:38.936 But I would like to highlight two things. One, there's 01:49:38.947 --> 01:49:44.508 a $3 million Tribal reserve and two, we kept the administrative 01:49:44.517 --> 01:49:49.017 cost to a minimal at 5%. And I'll note, that the Public 01:49:49.028 --> 01:49:53.017 Participation Grant is 11% of the funds. Equity Engagement 01:49:53.028 --> 01:49:57.787 is 34% and the Clean Energy Access is 55% of the funds. 01:49:58.967 --> 01:50:01.577 Our first grant account is the Public Participation 01:50:01.588 --> 01:50:04.037 Grant. 01:50:04.037 --> 01:50:08.217 This grant is our smallest grant at 01:50:08.228 --> 01:50:12.818 $3,100,000. A Tribal reserve of $300,000 and a funding 01:50:12.827 --> 01:50:18.577 cap of $15,000 per organization. We expect to begin 01:50:18.588 --> 01:50:21.838 accepting applications at the end of the Summer on 01:50:21.847 --> 01:50:25.416 September 8. And I will note, for this grant as well 01:50:25.427 --> 01:50:29.606 as the other grants. Tribal applicants are eligible 01:50:29.617 --> 01:50:33.197 to apply for both the Tribal reserve and general funds. 01:50:36.287 --> 01:50:40.008 This grant is for immediate discrete activities with 01:50:40.017 --> 01:50:43.787 the Commission such as a panelist, a speaker, a focus 01:50:43.798 --> 01:50:47.146 group, serving on an advisory board or a working group. 01:50:47.807 --> 01:50:52.738 And we have capped the grant at $15,000 per organization, 01:50:52.896 --> 01:50:56.177 because we wanted to make sure that there was a proportional 01:50:56.186 --> 01:51:00.907 distribution um over time and across the organizations. 01:51:01.376 --> 01:51:03.936 We have streamlined the application, because we wanted 01:51:03.947 --> 01:51:06.697 to make sure that grant payments could be dispersed 01:51:06.706 --> 01:51:10.577 in a timely fashion, upon completion of project activities. 01:51:10.896 --> 01:51:15.117 And I will also note that uh, those organizations that 01:51:15.126 --> 01:51:20.287 have applied for intervener compensation may be eligible 01:51:20.298 --> 01:51:25.807 for this grant as well. Our second grant type is the 01:51:25.818 --> 01:51:31.376 Equity, Engagement and Education Grant. 01:51:31.376 --> 01:51:34.827 This is our second largest of the grant types that 01:51:34.838 --> 01:51:41.517 comes in at $9,750,000, with a Tribal reserve of $750,000. 01:51:41.767 --> 01:51:45.807 The maximum grant award is $200,000. We hope to open 01:51:45.818 --> 01:51:49.818 up the application cycle on September 8. And that 01:51:49.827 --> 01:51:53.646 the second cycle would be Summer or excuse me, Spring 01:51:53.747 --> 01:51:57.988 of 2024. 01:51:57.988 --> 01:52:02.217 Now these grants are up to $200,000 and they are intended 01:52:02.228 --> 01:52:06.387 to ensure that CBOs and Tribes have the capacity for 01:52:06.396 --> 01:52:09.907 sustained engagement with the CPUC decision making. 01:52:10.318 --> 01:52:13.197 And some of the activities that may, may be included 01:52:13.206 --> 01:52:16.588 in this category are community engagement and outreach 01:52:16.597 --> 01:52:19.478 related to our proceedings. Hiring a consultant or 01:52:19.488 --> 01:52:22.456 staff to be able to participate in our decision making. 01:52:22.967 --> 01:52:27.028 Uh, creating education training and curriculum programs. 01:52:27.037 --> 01:52:31.126 Um, and also partnership and coalition development to 01:52:31.137 --> 01:52:36.057 generate awareness around our programs. 01:52:36.057 --> 01:52:40.548 The third grant type is our Clean Energy Access Grant. 01:52:42.197 --> 01:52:46.028 Now this grant type is our largest of the programs. 01:52:46.037 --> 01:52:51.838 It comes in at $13,700,000. Uh $1 million, 01:52:51.847 --> 01:52:56.626 million, $1,950,000 for a Tribal reserve and the maximum 01:52:56.637 --> 01:53:00.728 grant amount is $500,000. Our first applications we're 01:53:00.738 --> 01:53:04.606 hoping to have ready by early 2024. We're aiming for 01:53:04.617 --> 01:53:07.637 January and our second applications would be ready 01:53:07.646 --> 01:53:18.387 for the December of 2024. 01:53:18.387 --> 01:53:22.126 These grants are tended to increase CBOs and Tribes 01:53:22.137 --> 01:53:25.617 access to Clean Energy Programs. And for the purpose 01:53:25.626 --> 01:53:28.396 of this grant, we are really focused on three programs: 01:53:28.407 --> 01:53:31.657 the Microgrid Incentive Program, the Self-Generation 01:53:31.666 --> 01:53:35.617 Incentive Program and TECH or the Technology Equipment 01:53:35.626 --> 01:53:39.166 and Clean Heating Initiative. Now some of the 01:53:39.177 --> 01:53:42.126 potential projects for this type of grant could be 01:53:42.137 --> 01:53:44.867 conducting outreach to gather the information to design 01:53:44.876 --> 01:53:47.947 a microgrid program. Hiring a technical assistant 01:53:47.956 --> 01:53:50.876 to get a developer for your microgrid program. Uh, 01:53:50.896 --> 01:53:55.456 getting a resource to help promote SGIP incentives. 01:53:55.467 --> 01:54:01.077 To get a better enrollment in helping a disadvantaged 01:54:01.088 --> 01:54:04.488 community develop ways to use the TECH program. To increase 01:54:04.497 --> 01:54:08.217 building decarbonization. Now this grant is really 01:54:08.228 --> 01:54:12.548 intended for planning. It's not to be used to fund 01:54:12.557 --> 01:54:16.327 the build out of these projects. So it's not for hardware 01:54:16.338 --> 01:54:19.097 or equipment. Again, it's to facilitate planning of 01:54:19.106 --> 01:54:23.747 projects. And I will note, that eligible projects do 01:54:23.758 --> 01:54:28.606 need to be in an investor-owned utility service territory. 01:54:31.927 --> 01:54:34.356 Now because of the complexity of some of our Clean, 01:54:34.367 --> 01:54:37.827 Clean Energy Programs. The program intends to have 01:54:37.838 --> 01:54:41.758 a Clean Energy subject matter expert. And this, this 01:54:41.767 --> 01:54:45.356 resource would be available to Tribes and CBOs. To help 01:54:45.367 --> 01:54:48.028 them with applications, to answer questions about the 01:54:48.037 --> 01:54:51.818 clean energy programs. And the SME would, would provide 01:54:51.827 --> 01:54:55.577 technical assistance based on the needs of our Tribes 01:54:55.588 --> 01:54:59.478 and CBOs. So that's going to be an excellent resource. 01:55:05.537 --> 01:55:09.728 And finally, in terms of being eligible to apply for 01:55:09.738 --> 01:55:13.126 these grants. Uh, there are three grant type, three 01:55:13.137 --> 01:55:16.407 categories. You need to be California tax exempt, um 01:55:16.416 --> 01:55:21.936 501C or a federally, a non-federally recognized Tribe 01:55:22.048 --> 01:55:26.827 or a Tribal entity. 01:55:26.827 --> 01:55:30.758 And I'd love to highlight some of our upcoming milestones. 01:55:31.166 --> 01:55:36.508 Our Public Grant application webinar should be on August 01:55:36.517 --> 01:55:39.717 9. And again, we're hoping to open up the Public 01:55:39.728 --> 01:55:43.146 Participation and the Equity, Engagement and Education Grant 01:55:43.157 --> 01:55:46.997 applications on September 8. Um, one thing I wanted to say is that. 01:56:48.488 --> 01:56:51.818 Um this program is, it's obviously new and it's unique 01:56:51.827 --> 01:56:54.798 in a couple of ways. One is that it's being funded 01:56:54.807 --> 01:56:59.217 by uh, State Budget General Fund money. Um not, it won't 01:56:59.228 --> 01:57:02.447 be charged through utility bills. So that gives us 01:57:02.456 --> 01:57:05.767 a progressive way to subsidize this critical engagement. 01:57:05.778 --> 01:57:09.367 By stakeholders who have traditionally been underrepresented, 01:57:09.927 --> 01:57:12.697 so that's the first point. The second point is the 01:57:12.706 --> 01:57:16.637 the way that this is designed is, is very comprehensive. 01:57:16.646 --> 01:57:20.927 So Stephanie defined it described the three pathways 01:57:20.947 --> 01:57:23.967 which makes it broad, and I think in my mind unique 01:57:23.978 --> 01:57:27.008 too. So we have lots of options here. We have the Public 01:57:27.017 --> 01:57:30.017 Participation option. Which is where what I think about 01:57:30.028 --> 01:57:34.427 is it's for a specific event or group, a working group. 01:57:34.436 --> 01:57:36.947 So kind of almost like a one time, although a group 01:57:36.956 --> 01:57:40.666 can have several engagements. Um and these are smaller 01:57:40.677 --> 01:57:43.717 grants. And so they're designed to get a wider range 01:57:43.728 --> 01:57:47.347 of voices and allow people to show up and have a seat 01:57:47.356 --> 01:57:51.747 at the table. Help educate us and inform policy. Um, 01:57:51.758 --> 01:57:56.338 the second category is the longer term capacity building 01:57:56.347 --> 01:58:00.488 at Tribes and CBOs. And so really having that ongoing 01:58:00.497 --> 01:58:04.767 to support. To build capacity, to be able to participate 01:58:04.778 --> 01:58:08.728 um, in a uh a more meaningful way. And, and to fill 01:58:08.738 --> 01:58:11.697 a gap, I think. That we've heard about for a long time 01:58:11.706 --> 01:58:16.247 from CBOs and Tribes. And then the third category, 01:58:16.258 --> 01:58:19.396 um you know, I think about is program access. So how 01:58:19.407 --> 01:58:22.298 do we make sure that we're getting. Making sure our 01:58:22.307 --> 01:58:25.327 programs the work the way they want them to do at the 01:58:25.338 --> 01:58:29.298 implementation phase. And so this will provide CBOs 01:58:29.307 --> 01:58:33.916 and Tribes with the ability to really get into communities. 01:58:33.927 --> 01:58:37.068 And make sure that communities are able to access the 01:58:37.077 --> 01:58:41.528 programs that are available to them. Um, so just taking 01:58:41.537 --> 01:58:45.508 together, I think these um these options provide great 01:58:45.517 --> 01:58:49.376 avenues for engagement. Um I'm really looking forward 01:58:49.387 --> 01:58:52.228 to seeing the first batch of applications. And I think 01:58:52.238 --> 01:58:54.478 you know, like everything we do. Um, and I think it's just 02:00:43.606 --> 02:00:46.666 really important as President Reynolds noted. This program 02:00:46.676 --> 02:00:49.846 is different than ICOM, it's different than party status 02:00:49.856 --> 02:00:52.935 and it's direct community engagement. Where it's gonna 02:00:52.947 --> 02:00:57.606 help facilitate funding. And, and bridge the gap between 02:00:57.615 --> 02:01:00.626 some of the CBOs that have engaged over the last several 02:01:00.637 --> 02:01:04.287 years. And learning our process, um which isn't always 02:01:04.296 --> 02:01:08.826 easy. And translating that into how it can um, the programs 02:01:08.835 --> 02:01:12.356 and the work that we do are really able to help communities 02:01:12.367 --> 02:01:15.656 on the ground. And so I'm really excited to watch, um 02:01:15.665 --> 02:01:18.846 and see where the applications come from. Public Participation Grant will implement the 02:05:19.276 --> 02:05:22.607 provision of AB179 calling for greater participation 02:05:22.617 --> 02:05:26.346 by CBOs and Tribes in our decision making process. 02:05:26.776 --> 02:05:29.586 The Equity, Engagement and Education Grant will implement 02:05:29.596 --> 02:05:32.966 the provision regarding entities conducting outreach 02:05:32.975 --> 02:05:35.956 and obtaining technical assistance for participation 02:05:35.966 --> 02:05:38.406 in our decision making process. And the Clean Energy 02:05:38.415 --> 02:05:41.406 and Access Grant has already been described. These three grants aim 02:05:47.875 --> 02:05:50.565 to reach different communities across California. And the initiative participants included the 02:27:32.225 --> 02:27:37.406 CPUC, Energy Commission, the CAISO, Pacific Gas & Electric, 02:27:37.416 --> 02:27:41.356 MCE and Sonoma Clean Energy. And the effort was facilitated 02:27:41.366 --> 02:27:45.146 by grid works. The participants spent several years 02:27:45.156 --> 02:27:48.537 learning alongside one another.
