I stated at that voting meeting that we were 01:14:40.297 --> 01:14:43.966 committed to taking actions to examining the to examine 01:14:43.976 --> 01:14:47.586 the causes behind these price spikes and to consider 01:14:47.596 --> 01:14:51.047 potential mitigation measures to protect customers 01:14:51.057 --> 01:14:55.897 from price volatility in the future. We hosted an on 01:14:56.168 --> 01:15:00.418 meeting with our fellow state energy agencies along 01:15:00.427 --> 01:15:04.447 with market experts and rate pair advocacy groups. 01:15:04.937 --> 01:15:08.608 This was a preliminary fact finding effort to sunlight 01:15:08.618 --> 01:15:11.488 all the known drivers of the price spikes and to reckon 01:15:11.498 --> 01:15:14.517 with the possibility that other variables were driving 01:15:14.527 --> 01:15:19.387 these unusually extended gas high prices as the next 01:15:19.397 --> 01:15:23.517 step following the ABA meeting today, we are considering 01:15:23.527 --> 01:15:26.476 a proposed order to open a proceeding to investigate 01:15:26.488 --> 01:15:29.988 these issues. If this proposed order is adopted, the 01:15:29.998 --> 01:15:36.037 C PC will be formally examining five key issues. One 01:15:36.608 --> 01:15:39.748 uh what were the causes and impacts of this winter's 01:15:39.758 --> 01:15:43.706 gas price spike? Two, what were the impacts on gas 01:15:43.716 --> 01:15:49.238 and electric prices and customer bills? Three, whether 01:15:49.248 --> 01:15:53.027 the utility, communications to customers were sufficient 01:15:53.037 --> 01:15:58.927 or require modifications for future incidents or what 01:15:58.937 --> 01:16:02.897 were the potential threats to gas and electric reliability 01:16:02.907 --> 01:16:08.637 and price volatility in summer 2023 and beyond? This winter burke possesses broad powers 01:16:43.907 --> 01:16:47.346 under the Natural Gas Act to investigate and penalize 01:16:47.358 --> 01:16:50.608 anti competitive behavior in the interstate natural 01:16:50.618 --> 01:16:54.147 gas transportation pipelines under its jurisdiction 01:16:55.258 --> 01:16:58.637 In March. Burk responded to the governor's letter stating 01:16:58.647 --> 01:17:01.897 that it is conducting surveillance to determine whether 01:17:01.907 --> 01:17:05.437 any market participants engaged in behavior that contributed 01:17:05.447 --> 01:17:09.776 to or took advantage of the high gas prices. And so I think it's essential 01:18:40.877 --> 01:18:45.217 that we better understand what happened. I think it's 01:18:45.227 --> 01:18:49.798 very important that we look into the question of whether 01:18:49.808 --> 01:18:54.937 there was any market manipulation 01:18:54.937 --> 01:19:01.617 in what happened. Today, the commission is adopting 01:21:02.127 --> 01:21:06.707 this O I I will be moving expediently to address this 01:21:06.717 --> 01:21:10.887 issue as we listen to the public concerns through voting 01:21:10.897 --> 01:21:13.786 meeting comments, the gas and electric price on that 01:21:13.798 --> 01:21:17.736 was recently held on the SOCAL gas and S G E general 01:21:17.746 --> 01:21:22.348 rate case public participation hearings. They can also undermine the public's trust 01:23:13.588 --> 01:23:15.776 in the everyday systems and institutions that they 01:23:15.786 --> 01:23:20.026 rely on. We can't prevent events like this in the future 01:23:20.117 --> 01:23:23.677 That trust will be further undermined. Customers need 01:23:23.687 --> 01:23:27.256 to have a resemble expectation of disability and clarity 01:23:27.266 --> 01:23:30.147 about their energy bills. And for 01:23:53.098 --> 01:23:55.536 that reason, this investigation rightly focuses on 01:23:55.548 --> 01:23:59.068 learning why this happened, what role regulated entities 01:23:59.078 --> 01:24:02.266 and their unregulated affiliates played and how we 01:24:02.276 --> 01:24:04.397 can prevent the same situation from happening again 01:24:05.887 --> 01:24:08.617 while we do not have control over the cost of natural 01:24:08.627 --> 01:24:11.506 gas, and we cannot change the fact that California 01:24:11.516 --> 01:24:14.657 is at the end of the natural gas pipeline network, 01:24:15.006 --> 01:24:17.937 there are things that we could do. I hope that this 01:24:17.947 --> 01:24:20.986 proceeding considers cost recovery, safeguards that 01:24:20.996 --> 01:24:24.016 we could implement in the future. For example, by setting 01:24:24.026 --> 01:24:27.147 a cap on the amount of an increase that can be directly 01:24:27.157 --> 01:24:31.437 implemented in rates and instead of and instead advertising 01:24:31.447 --> 01:24:34.377 amounts above that cap over a longer period of time 01:24:35.907 --> 01:24:39.246 I certainly appreciate that price signals work prices 01:24:39.256 --> 01:24:42.137 encourage people to change behavior in line with system 01:24:42.147 --> 01:24:46.127 needs. But the customer affordability experience also 01:24:46.137 --> 01:24:49.588 matters here. And I'm also concerned about the adequacy 01:24:49.598 --> 01:24:53.246 of price transparency for customers before their bills 01:24:53.256 --> 01:24:56.407 hit the mail. Customers don't even know about a price 01:24:56.418 --> 01:24:59.078 bike. They don't really have an opportunity to change 01:24:59.088 --> 01:25:02.927 the behavior. What's more there is a point at which 01:25:02.937 --> 01:25:05.766 prices go so high that there's no reasonable way to 01:25:05.776 --> 01:25:09.397 respond and avoid a very high bill. Our energy use 01:25:09.407 --> 01:25:13.838 can only go so low. I also appreciate the focus on 01:25:13.848 --> 01:25:16.427 electricity prices in this item because we are already 01:25:16.437 --> 01:25:20.818 seeing those impacts. We are going to issue a proposed 01:25:20.828 --> 01:25:24.187 decision addressing Southern California, Edison's Energy 01:25:24.197 --> 01:25:28.048 resources recovery accounts or era under collection 01:25:28.786 --> 01:25:32.117 which is the mechanism for utility electric providers 01:25:32.477 --> 01:25:35.887 to recover their energy costs, which are a pass through 01:25:35.897 --> 01:25:38.746 to electric customers famous for gas customers for 01:25:38.756 --> 01:25:42.617 those natural gas prices. Edison experienced a large 01:25:42.627 --> 01:25:45.707 under question due to the very high gas prices in December 01:25:46.457 --> 01:25:49.367 But I would note the difference in the process for 01:25:49.377 --> 01:25:53.736 gas and electric recovery for the electric side. Edison 01:25:53.746 --> 01:25:57.217 has to file for approval of an unexpected increase 01:25:57.227 --> 01:26:00.246 in costs and we can consider amortization of those 01:26:00.256 --> 01:26:03.877 higher costs in a proceeding. The workshop will include discussion 01:56:20.508 --> 01:56:25.046 of programs used by the three large electric IOS. These 01:56:25.057 --> 01:56:28.418 programs are informally known as fast trip programs 01:56:28.428 --> 01:56:31.778 which are designed to reduce the risk of catastrophic 01:56:31.787 --> 01:56:35.347 wildfires by automatically de energizing power lines 01:56:35.468 --> 01:56:39.948 that are struck by foreign objects, but of course catastrophic 01:56:39.957 --> 01:56:43.278 wildfires are only one piece of the electricity reliability 01:56:43.287 --> 01:56:47.106 puzzle and as we know all too well, especially since 01:56:47.117 --> 01:56:49.836 we are still experiencing the impacts of the recent 01:56:49.847 --> 01:56:53.267 atmospheric river events. Extreme events are becoming 01:56:53.278 --> 01:56:57.028 more frequent ranging from extreme heat events to torrential 01:56:57.037 --> 01:57:00.497 downpours and these events are posing a broader and 01:57:00.508 --> 01:57:05.137 broader array of new reliability concerns. So against 01:57:05.146 --> 01:57:08.557 this backdrop, tomorrow's workshop will examine a range 01:57:08.566 --> 01:57:12.528 of types of outages, both the unplanned and planned 01:57:12.537 --> 01:57:16.918 including public safety power shut offs or P SPS um 01:57:16.928 --> 01:57:20.617 as well as distribution system reliability issues. 01:57:20.626 --> 01:57:24.238 And the associated impacts on customers during the 01:57:24.247 --> 01:57:27.497 workshop.
