Please note, 00:02:16.169 --> 00:02:18.840 that the audio and visual feed of the public hearing 00:02:18.849 --> 00:02:22.210 is being recorded and accessible on the CPUC's website. 00:02:22.219 --> 00:02:24.919 If you do not wish to be recorded, please disconnect 00:02:24.919 --> 00:02:28.840 now. My name is Brian Stevens and I'm the assigned 00:02:28.840 --> 00:02:31.860 Administrative Law Judge on this proceeding. I am here 00:02:31.860 --> 00:02:35.020 with Ms. Sotero, the Advisor to the assigned Commissioner 00:02:35.020 --> 00:02:38.280 John Reynolds. At this time, I would like to ask Ms. Sotero, 00:02:38.280 --> 00:02:40.539 if she has any remarks that she would like to make. 00:02:43.009 --> 00:02:48.639 Thank you Judge Stevens. Hi everyone, I am Maria Sotero 00:02:48.639 --> 00:02:52.129 and I am an Energy Advisor to Commissioner John Reynolds. 00:02:52.830 --> 00:02:57.039 He was at today's 2pm hearing for this case, but 00:02:57.039 --> 00:03:00.240 could not be here this evening. So he asked me to deliver 00:03:00.240 --> 00:03:04.009 his remarks for him. Also, like many of us, I have a kid 00:03:04.009 --> 00:03:07.139 in the house. So hopefully we hear no comments from 00:03:07.139 --> 00:03:12.150 her. Um, anyways here are Commissioner Reynolds remarks. 00:03:13.439 --> 00:03:17.060 Welcome everyone. I would like to share some of what 00:03:17.060 --> 00:03:20.599 I learned last week in Santa Nella. Where we had a community 00:03:20.599 --> 00:03:24.919 meeting and first got to hear directly from Santa Nella 00:03:24.919 --> 00:03:29.669 residents. I will be brief since our purpose today 00:03:29.669 --> 00:03:33.289 is to listen, but some very important issues were identified 00:03:33.300 --> 00:03:36.460 at that meeting. And I want to highlight them for the 00:03:36.460 --> 00:03:41.219 record here. It was clear to me and to our Staff, that 00:03:41.219 --> 00:03:45.319 Santa Nella residents are close knit, active and very 00:03:45.319 --> 00:03:49.340 involved with issues affecting the community. We heard 00:03:49.340 --> 00:03:52.599 a lot of very good questions and attendees spoke about 00:03:52.610 --> 00:03:56.300 some of the most important issues related to this case. 00:03:57.770 --> 00:04:01.819 This proceeding is about deciding what energy options 00:04:01.830 --> 00:04:05.240 should be selected for the future. And you all ask 00:04:05.250 --> 00:04:09.599 the most relevant questions. How will each option affect 00:04:09.599 --> 00:04:13.219 our bills? Which will be the most reliable? Who will 00:04:13.219 --> 00:04:17.069 ensure our service won't be affected, while the selected 00:04:17.069 --> 00:04:20.540 option is being built? Are you really going to replace 00:04:20.540 --> 00:04:25.220 our appliances for free? Why are you encouraging electrification, 00:04:25.230 --> 00:04:28.930 while at the same time telling us via flex alerts to 00:04:28.930 --> 00:04:32.970 use less electricity? How are you really considering 00:04:32.980 --> 00:04:36.610 our input? And at the end of the day whose choice is 00:04:36.620 --> 00:04:40.399 this really, who decides? 00:04:40.399 --> 00:04:44.420 We did our best to answer all these questions and more. 00:04:44.430 --> 00:04:47.990 I will note that for one of the most important ones, 00:04:48.509 --> 00:04:51.819 The ones about how each option will affect your overall 00:04:51.819 --> 00:04:56.250 energy costs. We do not yet have the best data to answer 00:04:57.550 --> 00:05:01.180 that is because we do not have individual, household 00:05:01.180 --> 00:05:04.759 level, historical data about residents, natural gas 00:05:04.759 --> 00:05:08.600 usage. Getting better data on this to better inform 00:05:08.600 --> 00:05:12.540 a transition is one of my priorities as we move forward. 00:05:12.550 --> 00:05:16.959 And I can answer one question again now. We absolutely 00:05:16.970 --> 00:05:21.060 are listening to your input and it matters. And I want 00:05:21.060 --> 00:05:24.540 to emphasize that whichever option is chosen, it will 00:05:24.540 --> 00:05:29.769 come at no cost to residents. It was clear as well 00:05:29.779 --> 00:05:34.790 that each option whether preserving gas service, upgrading 00:05:34.800 --> 00:05:39.029 both gas and electric service or fully electrifying 00:05:39.040 --> 00:05:43.129 had support. There were some folks who did not want 00:05:43.139 --> 00:05:47.000 to lose their gas stove. And there were others who really 00:05:47.000 --> 00:05:50.230 liked the idea of getting needed wiring improvements, 00:05:50.240 --> 00:05:55.180 a new, all electric-efficient appliances. 00:05:55.180 --> 00:05:57.949 So my Staff and I will be listening closely to your 00:05:57.949 --> 00:06:00.769 input today and all of your questions you want us to 00:06:00.769 --> 00:06:04.759 address. I am very interested to hear particularly 00:06:04.769 --> 00:06:08.860 about why you prefer a specific option. Or what your 00:06:08.860 --> 00:06:13.800 main concern is. Is it mainly cost, safety, reliability 00:06:13.810 --> 00:06:17.920 something else? Are there other ideas that might change 00:06:17.920 --> 00:06:21.290 your preferences such as a discount on your bill or 00:06:21.300 --> 00:06:23.980 other bill protection? 00:06:23.980 --> 00:06:27.629 Finally, I would like to briefly share an update about 00:06:27.629 --> 00:06:30.959 a very informative site visit I attended. Along with 00:06:30.970 --> 00:06:34.649 other Commission and PG&E Staff. The day of the 00:06:34.649 --> 00:06:37.980 community meeting, we were able to walk around your 00:06:37.980 --> 00:06:41.519 neighborhood. And see several electric commuter banks, 00:06:41.529 --> 00:06:45.709 a gas main and meter, and other parts of the energy 00:06:45.720 --> 00:06:48.970 infrastructure. We were also welcomed by a great number 00:06:48.970 --> 00:06:52.670 of your dogs. One of which accompanied us for almost 00:06:52.680 --> 00:06:55.860 the entire visit. PG&E 00:06:55.860 --> 00:06:59.029 Staff who work on our other existing programs. The 00:06:59.029 --> 00:07:01.860 Mobile Home Park Conversion Program and the San Joaquin 00:07:01.860 --> 00:07:05.949 Valley Affordable Energy Pilot Program. Pointed out 00:07:05.949 --> 00:07:10.269 a lot of small and large issues. That are different 00:07:10.269 --> 00:07:13.310 from the modern standard, and that speak to the need 00:07:13.319 --> 00:07:17.629 for upgrades. While no decision has been made, a few 00:07:17.629 --> 00:07:21.189 things are clear. Through no fault of its own and as 00:07:21.189 --> 00:07:25.220 a result of a long history of under investment. The 00:07:25.230 --> 00:07:28.339 Santa Nella community is in need of improved energy 00:07:28.350 --> 00:07:32.529 access service and reliability. Regardless of the options 00:07:32.529 --> 00:07:35.819 that we choose, I am confident it will meet those needs. 00:07:37.040 --> 00:07:39.379 Thank you. And I look forward to hearing more from 00:07:39.379 --> 00:07:42.459 you today. Thank you Judge Stevens, that concludes 00:07:42.470 --> 00:07:46.430 my remarks on behalf of the Commissioner. Great, thank 00:07:46.430 --> 00:07:50.000 you Ms. Sotero for the, for those remarks on behalf of Commissioner 00:07:50.000 --> 00:07:52.149 John Reynolds. 00:07:52.149 --> 00:07:55.459 The purpose of today's hearing is for the California 00:07:55.459 --> 00:07:59.959 Public Utilities Commission or CPUC. The CPUC is the state agency 00:08:07.259 --> 00:08:10.870 that has regulatory authority over PG&E. The current 00:08:10.870 --> 00:08:14.220 provider of gas service to the master meter. That serves 00:08:14.220 --> 00:08:17.500 the impact of community in Santa Nella. The CPUC has 00:08:17.509 --> 00:08:20.329 five commissioners, who are appointed by the Governor 00:08:20.339 --> 00:08:24.269 confirmed by the California State Senate. The Commissioners 00:08:24.279 --> 00:08:26.519 are the ones who will determine on the outcome of this 00:08:26.519 --> 00:08:30.810 investigation. As the ALJ on this proceeding. My role 00:08:30.810 --> 00:08:33.549 is to evaluate the evidence in this proceeding and 00:08:33.549 --> 00:08:36.669 to write a proposed decision based on that evidence. 00:08:37.480 --> 00:08:40.309 The Commissioners can vote to adopt my proposed decision 00:08:40.320 --> 00:08:43.480 or they can vote to adopt their own alternate decision. 00:08:45.090 --> 00:08:47.509 If you want to participate today and provide public 00:08:47.509 --> 00:08:50.519 comment to this investigation. We have separate phone lines 00:09:38.940 --> 00:09:41.929 for customers to ask questions about the investigation 00:09:41.940 --> 00:09:44.649 for their bill. If you have any questions regarding 00:09:44.649 --> 00:09:48.990 the investigation. So PG&E may not be 00:10:04.720 --> 00:10:08.029 able to answer specific questions about your gas bill. 00:10:08.039 --> 00:10:10.629 Um, they may be able to answer questions about your 00:10:10.639 --> 00:10:14.519 electric bill. Um and questions about how this investigation 00:10:14.519 --> 00:10:17.240 will interact with your energy service going forward. 00:10:18.360 --> 00:10:21.159 If you cannot call in today, you may also submit written 00:10:21.159 --> 00:10:24.809 comments by visiting the link you see on the screen. 00:10:24.820 --> 00:10:27.909 make sure you click on public, on the public comment 00:10:27.909 --> 00:10:35.399 tab at apps.cpuc.ca.gov/ 00:10:35.399 --> 00:10:43.330 c /i2209011. As of today, we 00:10:43.330 --> 00:10:46.929 have received one written public comment. 00:10:46.929 --> 00:10:49.779 We will begin with a brief summary of the investigation. 00:10:50.610 --> 00:10:55.340 Santa Nella is an unincorporated community of 1,981 00:10:55.340 --> 00:10:58.720 people. Located on the Western edge of Merced County. 00:10:58.730 --> 00:11:01.809 within PG&E service territories. The community's 00:11:01.809 --> 00:11:06.070 electricity is provided directly by the PG&E. SMNE 00:11:06.080 --> 00:11:08.919 is a private corporation that owns the underground 00:11:08.929 --> 00:11:12.990 gas pipeline. And customer meters that serve sub meter 00:11:12.990 --> 00:11:18.230 gas to all 280 watts in the affected subdivision. On 00:11:18.230 --> 00:11:22.460 which 270 manufactured homes are located. In addition, 00:11:22.460 --> 00:11:26.539 to 10 vacant lots. Currently 47 of the manufactured 00:11:26.539 --> 00:11:30.070 homes belong to a mobile home park. While the remaining 00:11:30.080 --> 00:11:36.039 233 parcels are individually owned. SMNE received 00:11:36.039 --> 00:11:40.509 gas from a PG&E master meter. Located in the center 00:11:40.509 --> 00:11:44.159 of the subdivision, in the area that is not part of 00:11:44.159 --> 00:11:49.029 the officially registered mobile home park lot. 00:11:49.029 --> 00:11:52.730 SMNE believes that most community members typically 00:11:52.730 --> 00:11:57.570 use gas as opposed to electricity for cooking, water 00:11:57.570 --> 00:12:02.279 heating, space heating and clothes drying. On May 19, 00:12:02.289 --> 00:12:07.049 2022 SMNE incorporated. Which provides the sub metered 00:12:07.049 --> 00:12:12.509 natural gas service. Informed the CPUC, and PG&E that 00:12:12.519 --> 00:12:16.590 SMNE will need to transition operations to another 00:12:16.600 --> 00:12:21.889 gas system operator. The CPUC opened this proceeding 00:12:21.899 --> 00:12:25.620 to explore safe and reliable energy options for Santa Nella 00:12:25.620 --> 00:12:27.750 residents. 00:12:27.750 --> 00:12:30.460 Who may lose gas service necessary for heating and 00:12:30.460 --> 00:12:37.259 cooking. Santa Nella falls within census tract 604700 00:12:37.269 --> 00:12:41.669 2100 and is designated as a disadvantaged community. 00:12:41.679 --> 00:12:45.240 In the 85th percentile under cal virus screen 4.0. 00:12:45.240 --> 00:12:48.990 Uh more than half of all homes in the subdivision 00:12:49.000 --> 00:12:52.019 currently participate in either the California Alternative 00:12:52.019 --> 00:12:56.350 Rates for Energy or Family Electric Rate Assistance 00:12:56.360 --> 00:13:00.399 Programs. So more may qualify who are not aware of their 00:13:00.399 --> 00:13:04.279 eligibility. So at this point in time, I will turn it 00:13:04.279 --> 00:13:08.490 over to PG&E to make a brief presentation. Um, if you 00:13:08.490 --> 00:13:12.169 could please bring PG&E to the front view. Um, and 00:13:12.169 --> 00:13:16.289 a quick friendly reminder for the PG&E presenters. To 00:13:16.299 --> 00:13:20.159 try to speak slowly, so the court reporters and translators 00:13:20.159 --> 00:13:24.100 are, are able to fully digest, um what you're saying. 00:13:24.110 --> 00:13:30.299 So um, once PG&E is ready, go ahead. 00:13:30.299 --> 00:13:33.110 Thank you Judge Stevens. Good evening everybody. My 00:13:33.110 --> 00:13:36.779 name is Felix Chan, Program Manager with Special Projects 00:13:36.779 --> 00:13:41.320 and Programs team at PacificGas and Electric. I want 00:13:41.320 --> 00:13:43.870 to thank the Commission and residents of Santa Nella 00:13:43.879 --> 00:13:46.179 for this opportunity to present these options. It's 00:13:46.179 --> 00:13:48.269 an honor to collaborate with the Commission on this 00:13:48.279 --> 00:13:52.610 subject. PG&E's presentation today is a high level 00:13:52.610 --> 00:13:55.519 review of the three options. That we presented in our 00:13:55.519 --> 00:13:58.990 opening brief. Additional data, potential constraints, 00:13:59.000 --> 00:14:03.129 assumptions and insights can be found um, in our filings. 00:14:04.220 --> 00:14:06.370 I'll take care of the first two options tonight and 00:14:06.370 --> 00:14:09.820 then go ahead and give it over to my colleague for 00:14:09.830 --> 00:14:17.269 options three. Next slide please. 00:14:17.269 --> 00:14:21.129 So Option No. 1 um, named Gas Service Upgrade and 00:14:21.129 --> 00:14:25.009 Transfer. This option is essentially installing a new 00:14:25.009 --> 00:14:28.360 gas distribution system to serve the community. This 00:14:28.360 --> 00:14:31.490 slide details the five main portions of that installation. 00:14:32.179 --> 00:14:35.889 Starting with point number one, install new main gas 00:14:35.889 --> 00:14:39.289 pipelines. Generally PG&E will come in and excavate 00:14:39.299 --> 00:14:41.909 in the middle of the subdivision road. We will lay 00:14:41.909 --> 00:14:46.230 gas pipeline in the ground. Point No. 2 states install 00:14:46.230 --> 00:14:49.750 new gas distribution lines to the home. From the middle 00:14:49.750 --> 00:14:52.529 of the road again we will excavate into the ground. 00:14:52.529 --> 00:14:55.279 To make a room so we can install gas service lines. 00:14:55.289 --> 00:14:58.490 From the middle of the road, uh to the home itself. 00:14:59.509 --> 00:15:01.789 It's important to note that these first two points, 00:15:01.799 --> 00:15:05.100 that the lines we'll be installing to the ground. Will 00:15:05.100 --> 00:15:08.289 only be seen during construction. Um, when we're done 00:15:08.289 --> 00:15:11.120 construction, this will not be visible to the naked 00:15:11.120 --> 00:15:15.419 eye or to the residents. Moving on to point number three. 00:15:15.429 --> 00:15:18.809 Um, PG&E will install new gas meters at the home. 00:15:18.820 --> 00:15:21.990 So this will be the visible portion. When construction 00:15:21.990 --> 00:15:25.529 is done, you the resident will have a PG&E gas meter 00:15:25.529 --> 00:15:30.080 adjacent to your home. Point No. 4 install new gas 00:15:30.080 --> 00:15:33.480 plumbing from new meter to exterior of home under skirting 00:15:33.490 --> 00:15:37.809 of home. So when were once we've installed the PG&E 00:15:37.809 --> 00:15:42.409 gas meter, uh we need to connect to your, the gas meter. 00:15:42.409 --> 00:15:45.889 To a point just outside your home and that'll be done 00:15:45.899 --> 00:15:50.389 through gas plumbing under, under your home. And then moving 00:15:50.389 --> 00:15:53.330 on to the final point number five. Cut over from SMNE 00:15:53.330 --> 00:15:57.159 any service to PG&E. We want to ensure a smooth transition 00:15:57.159 --> 00:15:59.940 between the existing system and the new system. That 00:15:59.940 --> 00:16:03.039 will be installing. This will generally take a day and 00:16:03.039 --> 00:16:05.600 PG&E crews and contractors will ensure that we safely 00:16:05.600 --> 00:16:14.159 transition you over to the new PG&E gas system. 00:16:14.159 --> 00:16:17.289 Moving on to Option No. 2. This option is labeled 00:16:17.289 --> 00:16:21.870 gas service upgrade and transfer, and transfer and electric 00:16:21.870 --> 00:16:24.940 service upgrade. This option is very similar to Option 00:16:24.940 --> 00:16:28.169 No. 1 and actually builds on it. The difference 00:16:28.169 --> 00:16:31.519 is that we're adding an electric system upgrade. Again, 00:16:31.519 --> 00:16:35.149 going over the first point. Install new main gas pipeline, 00:16:35.159 --> 00:16:37.509 new electric transformers and underground electric 00:16:37.509 --> 00:16:40.759 lines. And the second point, install new gas and electric 00:16:40.759 --> 00:16:44.220 lines from the main line to the home. Just like the 00:16:44.230 --> 00:16:46.059 first option, we will excavate in the middle of the 00:16:46.059 --> 00:16:49.799 road this time. Uh, we not only have a gas one but 00:16:49.799 --> 00:16:52.529 a few feet away right beside it. We have electric conduit 00:16:52.529 --> 00:16:56.399 and cable which will lay into the ground. And then point 00:16:56.399 --> 00:16:59.710 number, Point No. 2, as I previously stated. Option 00:16:59.710 --> 00:17:03.029 will excavate from the middle of the road itself, um 00:17:03.039 --> 00:17:06.190 up to your home. And um, that will involve laying gas 00:17:06.190 --> 00:17:08.630 pipes, and electric conduit, and cable right beside each 00:17:08.630 --> 00:17:11.779 other. Again, important to note that these will not 00:17:11.779 --> 00:17:14.930 be visible to the public after construction. Uh, once 00:17:14.930 --> 00:17:18.109 construction is complete, um, you will not be able 00:17:18.109 --> 00:17:22.160 to see any of this. Moving on to Point No. 3. 00:17:22.170 --> 00:17:25.490 Um, install new gas and electric meter at the home. 00:17:25.500 --> 00:17:29.119 So this will be the visible portion of our construction. 00:17:29.130 --> 00:17:32.190 After construction is done adjacent to your home. You'll 00:17:32.200 --> 00:17:35.309 be able to see a PG&E gas meter and then right beside 00:17:35.309 --> 00:17:37.819 it a few feet away, you'll be able to see PG&E 00:17:37.819 --> 00:17:40.529 electric meter. 00:17:40.529 --> 00:17:42.930 Point No. 4, install new gas plumbing and new 00:17:42.930 --> 00:17:45.940 electrical wiring. To exterior junction from new meters 00:17:45.950 --> 00:17:49.740 to exterior of home. On the gas side, there needs to 00:17:49.740 --> 00:17:53.549 be a way to connect our PG&E gas meter to an external point, 00:17:53.559 --> 00:17:56.529 before it enters your home. So we'll be installing 00:17:56.529 --> 00:17:59.279 gas plumbing and then on the electric side we'll need 00:17:59.279 --> 00:18:02.819 to connect the PG&E electric meter, uh to a junction 00:18:02.819 --> 00:18:07.240 box just, just outside your home. 00:18:07.240 --> 00:18:10.430 And then finally, Point Nos. 5 and 6. Cut over 00:18:10.430 --> 00:18:14.509 of gas service from SMNE service to PG&E. And then cut 00:18:14.509 --> 00:18:16.910 over of electric service from existing service lines 00:18:16.920 --> 00:18:20.180 to new underground service lines. And again, we want 00:18:20.180 --> 00:18:22.619 to make sure there's a smooth transition between the 00:18:22.619 --> 00:18:24.980 existing system that you have now, and then the new 00:18:24.980 --> 00:18:28.799 PG&E system that we'll be installing. And our PG&E crews and 00:18:28.799 --> 00:18:32.630 contract individuals. Will do everything we can to ensure 00:18:32.640 --> 00:18:36.720 an outage is not long and, um and ensure that it's smooth. 00:18:38.099 --> 00:18:40.779 So this sums up Option Nos. 1 and 2. And I'll 00:18:40.779 --> 00:18:43.670 hand it over to my colleague Lynn Spencer, who will overview 00:18:43.670 --> 00:18:46.339 Option No. 3. 00:18:46.339 --> 00:18:50.109 Thank you Felix. Next slide please. This slide is going 00:18:50.109 --> 00:18:52.349 to cover the electric service upgrades. As well as full 00:18:52.349 --> 00:18:56.099 electrification to your home. Uh, as Felix was referring 00:18:56.099 --> 00:18:59.299 to. We will do a complete replacement of electric infrastructure 00:18:59.299 --> 00:19:01.990 as explained by Felix. Taking all of the current overhead 00:19:01.990 --> 00:19:04.890 distribution and moving all the electrical infrastructure 00:19:04.900 --> 00:19:10.700 underground. In addition, we will be replacing and removing 00:19:10.710 --> 00:19:14.210 gas appliances or non-energy efficient-electric appliances 00:19:14.220 --> 00:19:17.539 with new energy-efficient appliances. This to the point 00:19:17.549 --> 00:19:20.140 that the new appliances will be installed in placement 00:19:20.140 --> 00:19:24.299 of your existing gas appliances. Home repairs as needed 00:19:24.299 --> 00:19:27.980 will be done as support of the full electrification 00:19:27.990 --> 00:19:31.430 support. We will be doing home repairs that support 00:19:31.430 --> 00:19:34.779 the new appliances. This also includes electric panel 00:19:34.789 --> 00:19:37.809 and rewiring upgrades needed. To specifically support 00:19:37.809 --> 00:19:40.930 the new appliances coming in. In addition, we'll be 00:19:40.930 --> 00:19:44.160 adding some energy efficient measures, such as gap ceiling 00:19:44.170 --> 00:19:47.589 lighting, etcetera. That we provide either through our 00:19:47.599 --> 00:19:50.230 Energy Savings Assistance Program or we will do direct 00:19:50.230 --> 00:19:52.619 through this electrification program installation. 00:19:53.910 --> 00:19:56.869 The four appliances you can anticipate with full electrification 00:19:56.869 --> 00:19:59.369 are shown here. The first being a heating and cooling 00:19:59.369 --> 00:20:04.049 system, a hot water heater, a cooking range and a clothes 00:20:04.049 --> 00:20:10.390 dryer. Next slide please. 00:20:10.390 --> 00:20:13.349 Customers will be impacted in various ways with all three 00:20:13.349 --> 00:20:16.490 options. Some of the advantages and benefits include 00:20:16.500 --> 00:20:19.269 easier access to bill assistance programs, such as the 00:20:19.269 --> 00:20:21.789 California Ultimate Rates for Energy otherwise known 00:20:21.789 --> 00:20:24.980 as CURE. The Family Electric Rate Assistance, also 00:20:24.980 --> 00:20:27.710 known as FERA and medical baseline programs, as well 00:20:27.710 --> 00:20:31.650 as others offered through PG&E. You can also count on 00:20:31.650 --> 00:20:34.420 increased safety and reliability through PG&E needs 00:20:34.420 --> 00:20:37.940 regular and routine maintenance of these assets. You'll 00:20:37.950 --> 00:20:41.339 also gain access to PG&E resources in the event of an 00:20:41.339 --> 00:20:44.450 outrage of an outage, and improved customer service and 00:20:44.450 --> 00:20:49.359 support. With PG&E taking over all of your existing 00:20:49.369 --> 00:20:52.440 fuel services. You'll have access to our online tools. 00:20:52.450 --> 00:20:55.509 Where customers can do energy usage history, pay your 00:20:55.509 --> 00:20:58.839 bill and access energy savings tools, as also discussed 00:20:58.849 --> 00:21:03.269 prior. Installations of safe and protected meter locations 00:21:03.269 --> 00:21:06.009 as Felix described. We will be moving meters directly 00:21:06.009 --> 00:21:10.349 to each premise. Timelines for all three options for 00:21:10.349 --> 00:21:12.930 the first option of gas service upgrades and trans, 00:21:12.940 --> 00:21:16.690 transfer. We're looking at one year and 10 months. Once 00:21:16.690 --> 00:21:20.029 the decision has been issued. For the electric upgrades, 00:21:20.039 --> 00:21:23.299 gas service upgrades, and transfer or the electric upgrade 00:21:23.299 --> 00:21:26.069 with full electrification. We're looking at approximately 00:21:26.069 --> 00:21:30.589 two years. All options will be at zero cost to you. 00:21:32.819 --> 00:21:38.380 Next slide please. 00:21:38.380 --> 00:21:41.319 Some things to expect. As Felix was talking about the 00:21:41.319 --> 00:21:44.089 construction. So when construction services are going 00:21:44.089 --> 00:21:47.140 on for the upgrades. You will notice heavy operations 00:21:47.140 --> 00:21:49.769 equipment within your neighborhood. We'll have traffic 00:21:49.769 --> 00:21:52.049 control present to direct traffic and ensure that you 00:21:52.049 --> 00:21:56.809 residents have easy enter and exit access to your home 00:21:56.819 --> 00:22:00.359 and safely. Heightened sound levels, dust 00:22:00.359 --> 00:22:02.849 restrictions in movement during our working hours, 00:22:02.859 --> 00:22:06.569 and open trenches. When we move on to the meter and 00:22:06.569 --> 00:22:08.640 service installation. You'll start to see personnel 00:22:08.640 --> 00:22:13.089 needing access around and under your home. For the electrification 00:22:13.089 --> 00:22:17.349 offsets, electrification option installation will include 00:22:17.359 --> 00:22:21.119 internal and external assessments of your home. Internal 00:22:21.119 --> 00:22:24.690 and external home repairs, construction as needed. Again, 00:22:24.690 --> 00:22:27.769 to support the appliances being provided. We will also 00:22:27.769 --> 00:22:31.109 be removing and installing those new appliances and 00:22:31.109 --> 00:22:34.759 removal of your gas appliances. 00:22:34.759 --> 00:22:38.059 So in conclusion, PG&E appreciates the careful consideration 00:22:38.069 --> 00:22:40.559 of multiple solutions. For the affected portion of the 00:22:40.569 --> 00:22:44.150 Santa Nella community. It's important that PG&E reminds 00:22:44.150 --> 00:22:46.250 the Commission. That once the solution is selected, 00:22:46.259 --> 00:22:49.950 PG&E will still need guidance on issues raised related 00:22:49.950 --> 00:22:53.220 to implementation and cost recovery. Some of those are 00:22:53.220 --> 00:22:56.670 PG&E needing guidance on the obligation to serve 00:22:56.680 --> 00:23:00.019 if electrification is no longer, if electrification 00:23:00.019 --> 00:23:03.349 is a long term solution. PG&E has not conducted a 00:23:03.349 --> 00:23:05.950 full assessment and confirmation of the state of the 00:23:05.950 --> 00:23:09.309 homes. Therefore, our findings provide best estimates 00:23:09.319 --> 00:23:14.250 of design, preliminary timeframes and costs. To electrify 00:23:14.250 --> 00:23:16.750 the Santa Nella community and the most cost effective 00:23:16.750 --> 00:23:20.019 manner possible. PG&E prefers to deactivate the 00:23:20.019 --> 00:23:24.500 existing gas pipeline system entirely. When SMNE 00:23:24.509 --> 00:23:28.230 ceases to provide service, rather than investing additional 00:23:28.230 --> 00:23:32.390 capital into rebuilding the SMNE gas system on an interim 00:23:32.390 --> 00:23:35.740 basis. While also funding the infrastructure for future 00:23:35.740 --> 00:23:39.809 electrification. One additional issue that PG&E wants 00:23:39.819 --> 00:23:43.789 to flag is cost. The cost for anything other than replacement 00:23:43.789 --> 00:23:46.569 of gas infrastructure should be addressed through creative 00:23:46.569 --> 00:23:49.829 solutions or Legislative solutions. That allow for cost 00:23:49.829 --> 00:23:53.450 sharing and not rate, and non-rate funding. To avoid 00:23:53.460 --> 00:23:57.059 undue affordability impacts on other non benefiting 00:23:57.059 --> 00:24:01.200 customers. And for the record, I am Lynn Spencer. I 00:24:01.200 --> 00:24:04.609 am a PG&E Program Manager for Pilots in the Income Qualified 00:24:04.609 --> 00:24:07.190 and Disadvantaged Community Programs Department. Thank 00:24:07.190 --> 00:24:10.299 you. 00:24:10.299 --> 00:24:14.470 Great, thank you to the folks from PG&E. Um, so at 00:24:14.480 --> 00:24:17.299 this point we are ready to hear from the public on 00:24:17.299 --> 00:24:21.480 any opinions regarding this investigation. Ms. Sotero, 00:24:21.490 --> 00:24:24.420 uh Advisor to Commissioner John Reynolds and I will 00:24:24.420 --> 00:24:26.799 pay close attention to the opinions expressed during 00:24:26.799 --> 00:24:30.140 today's public hearing. The court reporter will be 00:24:30.140 --> 00:24:33.180 transcribing everything that is said today. They are 00:24:33.180 --> 00:24:36.359 also on the line today. If you speak, I ask that you 00:24:36.359 --> 00:24:40.059 speak slowly and clearly. So that the reporter can capture 00:24:40.069 --> 00:24:43.930 everything you say. Before you begin, please spell your 00:24:43.940 --> 00:24:46.500 first and last name and let us know which city you 00:24:46.500 --> 00:24:50.619 are from, presumably Santa Nella. The written transcript 00:24:50.619 --> 00:24:53.380 of today's hearing will be posted publicly on the docket 00:24:53.380 --> 00:24:57.109 card of this proceeding. I want to remind the audience 00:24:57.119 --> 00:24:59.710 that if you want to provide comment, we ask that you 00:24:59.710 --> 00:25:11.380 call 1-800-857-1917.
