Or two directly to our Public Advisor's Office 00:03:26.439 --> 00:03:32.620 at public.advisor@cpuc.ca.gov. More 00:03:32.620 --> 00:03:35.680 information about providing comments can be found on 00:03:35.680 --> 00:03:39.300 our website or you can call our Public Advisor's Office. 00:03:39.310 --> 00:03:43.949 At and again, that email address is public.advisor@ 00:03:43.960 --> 00:03:55.560 cpuc.ca.gov or you may call 1-866-849-8390. 00:03:56.590 --> 00:04:00.000 With that I would like to welcome everyone to the CPUC's 00:04:00.009 --> 00:04:05.349 First Voting Meeting of 2023. I want to start by recognizing 00:04:05.349 --> 00:04:09.659 that although we accomplished a great deal in 2022. 00:04:09.669 --> 00:04:12.560 There is so much more to be done on California's Clean 00:04:12.560 --> 00:04:15.969 Energy Climate Policy Broadband for All. And ensuring 00:04:15.969 --> 00:04:19.329 that our utility services are safe, reliable, affordable 00:04:19.329 --> 00:04:23.850 and equitable. So challenging, I'm very much looking 00:04:23.850 --> 00:04:26.519 forward to working together with my fellow Commissioners, 00:04:26.529 --> 00:04:31.180 Staff and stakeholders on these critical issues. Also, 00:04:31.180 --> 00:04:34.060 posing a challenge right now is the weather battering 00:04:34.060 --> 00:04:37.920 California. As we enter the third week of severe 00:04:37.920 --> 00:04:40.910 winter storms, I want to urge everyone to stay safe 00:04:40.920 --> 00:04:44.550 and vigilant. Stay informed and sign up for emergency 00:04:44.550 --> 00:04:48.110 alerts, including warnings and evacuation notices at 00:04:48.110 --> 00:04:52.500 calalert.org. Attention to weather advisories 00:04:52.509 --> 00:04:57.250 and warnings and calls, for evacuations and drive safely. 00:04:57.550 --> 00:05:01.269 And please be ready for power outages. Change batteries 00:05:01.269 --> 00:05:04.009 and other essential items in case of an outage and 00:05:04.009 --> 00:05:07.620 have flashlights ready. 00:05:07.620 --> 00:05:11.420 And uh, turning to another very important subject. 00:05:11.430 --> 00:05:15.550 I also wanted to take a moment to recognize the upcoming 00:05:15.550 --> 00:05:21.240 holiday um, next week. Um, and this holiday is meant 00:05:21.240 --> 00:05:25.500 to recognize the incredible life and legacy of Dr. Martin 00:05:25.500 --> 00:05:28.930 Luther King. Dr. Martin Luther King, was one of our 00:05:28.930 --> 00:05:32.379 most prominent civil rights leaders. Whose messages 00:05:32.389 --> 00:05:36.529 of nonviolence, equality and perseverance have inspired 00:05:36.529 --> 00:05:39.850 generations of Americans. To challenge the status quo, 00:05:39.850 --> 00:05:44.379 and seek racial justice. In the 11 year period between 00:05:44.379 --> 00:05:50.459 1957 and 1968, Dr. King traveled over 6 million miles 00:05:50.470 --> 00:05:55.079 and spoke over 2,500 times to spread his message of 00:05:55.089 --> 00:05:59.250 nonviolent resistance, in the quest for equality. At 00:05:59.250 --> 00:06:03.300 the age of 35, Martin Luther King, Jr was the youngest 00:06:03.300 --> 00:06:07.470 man to have received the Nobel Peace Prize. And while 00:06:07.470 --> 00:06:12.829 he was assassinated in 1968 at the age of 39. His teachings 00:06:12.839 --> 00:06:17.500 words and actions continue to inspire, motivate and 00:06:17.500 --> 00:06:21.949 drive all those seeking equality and justice. In his 00:06:21.959 --> 00:06:26.230 words, I will end my comments as we head into 2023, 00:06:27.610 --> 00:06:31.750 with a quote from Dr. King. "We must walk on in the 00:06:31.750 --> 00:06:39.079 days ahead with an audacious faith in the future." 00:06:39.079 --> 00:06:44.300 With that, I will now turn to public comment. 00:06:44.300 --> 00:06:48.019 I'm gonna start with some instructions and ground rules. 00:06:48.029 --> 00:06:51.850 If you wish to make a public comment by telephone and 00:06:51.850 --> 00:06:55.379 you have already dialed into the public comment telephone 00:06:55.379 --> 00:06:59.560 line. Please press *1 and unmute your phone, to 00:06:59.569 --> 00:07:03.769 enter the public comment queue. CPUC rules do not allow 00:07:03.779 --> 00:07:07.350 for parties and proceedings to speak about open proceedings. 00:07:07.360 --> 00:07:10.620 The public can make comments addressing items on the 00:07:10.620 --> 00:07:14.470 consent and regular agenda, as well as items not on 00:07:14.470 --> 00:07:18.490 the agenda. All speakers will have one minute to speak. 00:07:18.500 --> 00:07:21.689 You will hear a bell sound when your time is up. Please 00:07:21.730 --> 00:07:24.220 be mindful of other speakers, speakers in the queue, 00:07:24.220 --> 00:07:27.959 and keep to your allotted time. As a reminder also, please 00:07:27.970 --> 00:07:31.740 speak clearly and slowly to accommodate Spanish interpretation. 00:07:32.480 --> 00:07:35.089 And with that guidance in mind, I want to welcome today's 00:07:35.089 --> 00:07:38.759 speakers. And I will now ask the operator to open the 00:07:38.759 --> 00:07:45.089 public comment telephone line. Operator? 00:07:45.089 --> 00:07:47.649 Thank you. The public comment telephone line is now 00:07:47.660 --> 00:07:50.389 open, for those on the phone. If you wish to speak during 00:07:50.389 --> 00:07:53.319 the public comment period, please press *1. 00:07:53.319 --> 00:07:56.310 Unmute your phone and clearly record your first and last 00:07:56.310 --> 00:07:59.689 name when prompted. Our first caller is Mark Heckles, 00:07:59.699 --> 00:08:04.040 you may go ahead. Hello, hello. I'm kind of surprised that 00:08:04.050 --> 00:08:08.120 you've got to me so soon. I just want to speak to 00:08:08.120 --> 00:08:10.829 the nature of the beast that we're dealing with. And 00:08:10.839 --> 00:08:15.709 uh, I've been a resident of Pacifica for 30 years. 00:08:15.709 --> 00:08:19.290 And part of that, at I one time I lived in Felton. And 00:08:19.300 --> 00:08:23.709 this is uh, the first time around we were trying to uh, 00:08:23.720 --> 00:08:28.439 public by uh Cal Am. They paraded a woman from Felton 00:08:28.439 --> 00:08:30.660 saying what a bad deal it was. Well, if anyone goes 00:08:30.660 --> 00:08:33.519 to Felton they will tell you. That it was the best 00:08:33.519 --> 00:08:36.139 thing they could have done. And we are in the same 00:08:36.139 --> 00:08:39.360 position here. And we are faced with a three-legged 00:08:39.360 --> 00:08:43.480 stool of Cal Am lies like a (inaudible) woman. Delay of 00:08:43.490 --> 00:08:47.379 an obstruction and a propaganda, that leads to civil 00:08:47.379 --> 00:08:51.169 divisiveness. And we are in a long prolonged fight 00:08:51.179 --> 00:08:55.850 to uh, was really against an assault upon democracy. 00:08:55.860 --> 00:09:00.070 So I wish you to think deeply about what they've done 00:09:00.070 --> 00:09:02.799 and how they conduct themselves. As compared to the 00:09:02.799 --> 00:09:07.409 civil servants like they've told in (inaudible) quite 00:09:07.409 --> 00:09:12.549 a difference. And uh we need, thank you very much. 00:09:12.559 --> 00:09:18.409 Bye. Thank you. Operator, next caller please. 00:09:18.409 --> 00:09:23.669 Our next caller is Yona Young, you may go ahead. 00:09:23.669 --> 00:09:27.620 Thank you. Um yes, my name is Kiana Young. I live in 00:09:27.620 --> 00:09:32.059 Marina, and I've opposed the desal plant by Cal Am. 00:09:32.070 --> 00:09:35.149 To be built in Marina because it is wrong for Marina, 00:09:35.159 --> 00:09:38.750 and wrong for the Monterey Peninsula. The Pure Water 00:09:38.750 --> 00:09:42.299 Monterey Expansion is absolutely what needs to be started 00:09:42.309 --> 00:09:47.220 now. And Cal Am must be required to sign the water purchase 00:09:47.220 --> 00:09:51.549 agreement. Cal Am states it is not opposed to the expansion, 00:09:51.559 --> 00:09:55.330 but they are lying and stonewalling the project. Please 00:09:55.330 --> 00:09:58.809 require Cal Am to sign. They're holding this county 00:09:58.809 --> 00:10:02.929 hostage by their greed. Thank you for listening to 00:10:02.929 --> 00:10:08.320 our concerns and opinions. 00:10:08.320 --> 00:10:13.649 Thank you. Operator, next caller please. Our next caller 00:10:13.649 --> 00:10:17.460 is Melody Chrislocke, you may go ahead. 00:10:17.460 --> 00:10:22.019 Melody Chrislocke, Carmel. As a Cal Am ratepayer, I am 00:10:22.029 --> 00:10:25.679 outraged that Cal Am refuses to sign, the water purchase 00:10:25.679 --> 00:10:29.590 agreement for the Pure water Monterey Expansion. Cal Am's 00:10:29.590 --> 00:10:33.759 refusal is unreasonable and irresponsible. They are 00:10:33.759 --> 00:10:37.519 willing to starve our community of water to justify 00:10:37.519 --> 00:10:41.730 their profit driven desal dreams. The $60 million 00:10:41.730 --> 00:10:46.620 that you have authorized for the Pure Water Monterey Expansion infrastructure, is more 00:10:46.620 --> 00:10:51.000 than adequate. I hope you realize what Cal Am is doing. 00:10:51.009 --> 00:10:53.860 They have been blocking this public agency project 00:10:53.870 --> 00:10:57.850 for 3 years. Refusing to sign is just Cal Am's latest 00:10:57.850 --> 00:11:02.279 strategy. You have a bad actor here. Holding a community's 00:11:02.279 --> 00:11:05.639 water supply hostage, should not be tolerated. If you 00:11:05.639 --> 00:11:08.909 don't force Cal Am to sign, the Monterey Peninsula could 00:11:08.909 --> 00:11:13.470 face severe water scarcity within a year or two. Please 00:11:13.480 --> 00:11:17.659 force Cal Am to sign the water purchase agreement. Thank 00:11:17.659 --> 00:11:19.679 you. 00:11:19.679 --> 00:11:25.250 Thank you. Operator, next caller please. 00:11:25.250 --> 00:11:27.919 Our next caller is Jim Gagnon, you may go ahead. 00:11:29.029 --> 00:11:31.889 Good morning, my name is Jim Gagnon. I'm the co-chair 00:11:31.889 --> 00:11:34.269 of the Comptche Broadband Committee. We would like to thank 00:11:34.269 --> 00:11:37.309 the CPUC, for its consideration of draft Resolution 00:11:37.309 --> 00:11:42.039 T17769. Which will approve AT&T California's advice 00:11:42.039 --> 00:11:47.120 letter 49018A. We urge approval of consent Agenda Item 00:11:47.120 --> 00:11:51.370 18 today. So that we can bring modern and reliable telecommunications 00:11:51.370 --> 00:11:54.610 to Comptche. This up, this upgrade will greatly improve 00:11:54.610 --> 00:11:57.940 the safety and economic vitality of our little community. 00:11:57.950 --> 00:12:04.480 Thank you. Thank you. Operator, next caller please. 00:12:04.480 --> 00:12:08.230 Our next caller is Susan Schiavone, you may go ahead. 00:12:09.159 --> 00:12:12.980 Hi Susan Schiavone, Seaside ratepayer. Please exert 00:12:12.980 --> 00:12:15.720 your oversight powers. To make Cal Am sign the agreed 00:12:15.720 --> 00:12:18.460 upon a water purchase agreement for expansion of Pure 00:12:18.460 --> 00:12:21.700 Water Monterey. They are again delaying this process. 00:12:21.700 --> 00:12:24.049 Attempting to get even more reimbursement for which 00:12:24.049 --> 00:12:27.590 there is no evidence. Disregarding the all party agreement 00:12:27.600 --> 00:12:30.950 set forth by this agency. They have boldly stated they 00:12:30.950 --> 00:12:33.840 will over pump the adjudicated Seaside basin. If they 00:12:33.840 --> 00:12:36.990 don't get their way. An irresponsible and dangerous 00:12:37.000 --> 00:12:39.809 threat that must not be allowed. They are acting like 00:12:39.809 --> 00:12:43.264 mob bosses threatening revenge. If they don't get their shakedown 00:12:43.264 --> 00:12:47.774 ransom. This expansion process project is needed now. 00:12:47.784 --> 00:12:50.644 We must have additional water within the next couple 00:12:50.644 --> 00:12:53.845 of years or face severe shortages. They are directly 00:12:53.845 --> 00:12:57.044 responsible for delaying this water supply. Please 00:12:57.044 --> 00:13:00.034 make them sign the water purchase agreement now. Thank 00:13:00.034 --> 00:13:04.799 you very much. Thank you. Operator, next caller please. 00:13:06.610 --> 00:13:08.590 And before we go to the next caller again, if you would 00:13:08.590 --> 00:13:11.220 like to make a comment. Please unmute your phone, press 00:13:11.220 --> 00:13:14.850 *1 and record your first and last name when prompted. 00:13:14.860 --> 00:13:18.549 Our next caller is Robin Radzinsky, you may go ahead. 00:13:19.610 --> 00:13:22.779 Hi. Um, thank you for taking my call. I'm calling in 00:13:22.779 --> 00:13:27.139 regards to the water purchase agreement. Um, Cal Am 00:13:27.139 --> 00:13:30.799 needs to be forced to sign that agreement. They have 00:13:30.799 --> 00:13:33.990 been stalling and delaying and using all kinds of awful 00:13:33.990 --> 00:13:38.220 tactics. Um, they are just a for profit company from 00:13:38.220 --> 00:13:40.575 the other side of the country. That has no interest 00:13:40.575 --> 00:13:44.184 in this area and what the damage that'll do. Um, if 00:13:44.184 --> 00:13:46.684 they get their way with the desal plant, which I hope 00:13:46.684 --> 00:13:50.855 they don't. So please use your powers and force them 00:13:50.865 --> 00:13:54.024 to sign the water purchase agreement deal. And they 00:13:54.024 --> 00:13:58.990 can get this much needed project done. Thank you. Thank 00:13:58.990 --> 00:14:03.019 you. Operator, next caller please. 00:14:03.019 --> 00:14:06.259 Our next caller is Anna Bragantino, you may go ahead. 00:14:07.409 --> 00:14:10.840 Okay, thank you very much. Um, please compel Cal Am 00:14:10.840 --> 00:14:13.870 to sign the water purchase agreement for the Pure Water 00:14:13.870 --> 00:14:17.210 Monterey Expansion. This expansion has been ready to 00:14:17.210 --> 00:14:21.139 go and desperately needed for 3 years. Cal Am's 00:14:21.139 --> 00:14:24.909 refusal to sign the WPA, puts the public good 00:14:24.919 --> 00:14:28.500 at great risk. The longer the delay, the greater the 00:14:28.500 --> 00:14:32.299 chance for a calamity. As we won't be prepared, as we 00:14:32.299 --> 00:14:35.490 can be for the next round of drought. Which we know 00:14:35.500 --> 00:14:39.059 is a part of this feast or famine precipitation cycle. 00:14:39.139 --> 00:14:43.759 Thank you very much. Thank you. Operator, next caller 00:14:43.759 --> 00:14:47.009 please. 00:14:47.009 --> 00:14:49.909 Our next caller is on Ana Thompson, you may go ahead. 00:14:51.240 --> 00:14:56.330 Yes. Um, thank you for taking my call. I am a Cal Am 00:14:56.330 --> 00:14:59.629 ratepayer on the Monterey Peninsula. Please compel 00:14:59.629 --> 00:15:02.580 Cal Am to sign the water purchase agreement for the Pure 00:15:02.580 --> 00:15:06.730 Water Monterey Expansion. Cal Am has been stalling 00:15:06.730 --> 00:15:10.429 and blocking this urgently needed water project for 00:15:10.440 --> 00:15:15.809 over 3 years actually. And you already have authorized 00:15:15.820 --> 00:15:19.980 Cal Am to collect $60 million for the infrastructure. 00:15:20.899 --> 00:15:24.570 Requested additional funding, claiming that it's cost 00:15:24.570 --> 00:15:28.190 to an excess of the PUC allowance, without providing 00:15:28.190 --> 00:15:31.720 any evidence. The Commission has already reviewed and 00:15:31.720 --> 00:15:35.210 denied Cal Am's request for the additional funding. But 00:15:35.210 --> 00:15:39.360 Cal Am still refuses to sign the revised uh, I mean the 00:15:39.360 --> 00:15:42.940 water purchase agreement for Pure Water Monetary Expansion. 00:15:43.279 --> 00:15:47.570 Cal Ams refusal to sign the water purchase agreement 00:15:47.570 --> 00:15:52.129 is unreasonable and irresponsible. Cal Am could sign 00:15:52.129 --> 00:15:54.929 the water purchase agreement and continue to negotiate 00:15:54.940 --> 00:15:59.179 with the Commission for the additional funding. In 00:15:59.179 --> 00:16:04.159 hostages. Please support uh, the Monterey Peninsula 00:16:04.159 --> 00:16:10.899 (inaudible) District petition to compel Cal Am to sign the 00:16:10.909 --> 00:16:14.100 water purchase agreement for the expansion. Thank you 00:16:14.100 --> 00:16:18.269 very much. Thank you. Operator, next caller please. 00:16:20.110 --> 00:16:22.360 And again, before we go to the next caller. If you 00:16:22.360 --> 00:16:24.750 would like to make a comment, please unmute your phone 00:16:24.759 --> 00:16:27.470 press *1. And record your first and last name 00:16:27.470 --> 00:16:30.690 when prompted. Our next caller is Jennifer Haydu, 00:16:30.700 --> 00:16:38.950 you may go ahead. 00:16:38.950 --> 00:16:41.370 Again, Jennifer were not able to hear you. Please check 00:16:41.370 --> 00:16:44.039 your mute button. 00:16:44.039 --> 00:16:47.279 Can you hear me now? 00:16:47.279 --> 00:16:50.779 Yes, we can. Great thank you for taking my call. And 00:16:50.779 --> 00:16:54.129 I just wanted to call to reiterate and reinforce all 00:16:54.129 --> 00:16:57.940 the previous comments. And really encourage the agency 00:16:57.940 --> 00:17:02.179 to do their job. Which is to take the ratepayers and 00:17:02.179 --> 00:17:06.750 the public as their um, their constituents. And we're 00:17:06.750 --> 00:17:09.829 speaking with a voice very clear and strong. That we 00:17:09.829 --> 00:17:15.359 are really set up with not just, not being able to find 00:17:15.369 --> 00:17:18.549 solutions for our water issues on the peninsula. But 00:17:18.549 --> 00:17:22.710 not having honest players in the conversation. Cal Am 00:17:22.710 --> 00:17:25.890 has proven that over and over again. I spent 13 hours 00:17:25.890 --> 00:17:28.420 at the Coastal Commission meeting previous to this 00:17:28.430 --> 00:17:31.509 listening to them. They over and over again, that they 00:17:31.509 --> 00:17:35.640 had a three-legged stool for their water solution process. 00:17:35.650 --> 00:17:40.039 Which was the rivers, recycled water and desal. But 00:17:40.049 --> 00:17:44.329 that, that argument was clearly made so that they could 00:17:44.329 --> 00:17:47.289 get the desal project approved through the Coastal 00:17:47.289 --> 00:17:49.480 Commission. And as soon as that happened, they refused 00:17:49.480 --> 00:17:52.509 to sign the water purchase agreement. So there goes 00:17:52.509 --> 00:17:56.250 one of their three legs of their stool. It was really 00:17:56.250 --> 00:18:00.099 clear that, that was 00:18:00.099 --> 00:18:02.920 and we're really fed up with this. It's time for us 00:18:02.930 --> 00:18:05.759 to move forward with more sustainable solutions. We 00:18:05.759 --> 00:18:09.460 have them, they're proven. Let's move forward. Please 00:18:09.470 --> 00:18:13.670 compel Cal Am to do the right thing, and sign that water 00:18:13.670 --> 00:18:16.519 purchase agreement. 00:18:16.519 --> 00:18:21.170 Thank you. Operator, next caller please. 00:18:21.170 --> 00:18:23.589 We have no additional callers in queue at this time. 00:18:23.589 --> 00:18:25.769 But again, if you would like to make a comment, please 00:18:25.779 --> 00:18:29.170 press *1. Unmute your phone and record your name 00:18:29.170 --> 00:18:32.920 clearly. Thank you, operator. We'll pause for a couple 00:18:32.920 --> 00:18:35.119 of minutes to see if there's anyone else who needs 00:18:35.119 --> 00:19:27.859 to get in the queue. 00:19:27.859 --> 00:19:29.839 And President Reynolds, we have no additional callers 00:19:29.839 --> 00:19:32.910 on the public comment telephone line. Okay, thank you 00:19:32.910 --> 00:19:36.099 for checking. Thank you very much, operator. With no 00:19:36.099 --> 00:19:39.450 more callers on the line. The public comment period 00:19:39.460 --> 00:19:44.579 is now closed. I will now turn to the public agenda. 00:19:44.589 --> 00:19:48.730 And start with the following changes to today's agenda. 00:19:49.490 --> 00:19:58.960 Items 2, 3, 6, 7, 31, 41, 41A and 42 are held to the 00:19:58.970 --> 00:20:05.990 February 2, 2023 voting meeting. Item 16 and 25 have 00:20:06.000 --> 00:20:09.410 been moved to the regular agenda. We will now take 00:20:09.410 --> 00:20:12.910 up the consent items. Is there a motion on the consent 00:20:12.910 --> 00:20:19.099 items? Um, I move to adopt the consent items. 00:20:19.099 --> 00:20:22.640 Motion by Commissioner Houck. Thank you. Is there a second? 00:20:24.200 --> 00:20:27.990 I second. Thank you. Second by Commissioner Shiroma. 00:20:27.990 --> 00:20:31.140 With a motion and a second. Agenda Clerk, could 00:20:31.140 --> 00:20:34.380 you please call the roll? Commissioner John Reynolds? 00:20:35.680 --> 00:20:43.160 Yes. Commissioner Houck? Yes. Commissioner Shiroma? Yes. 00:20:43.779 --> 00:20:49.480 President Alice Reynolds? Yes. The vote is 4-0. The consent 00:20:49.490 --> 00:20:53.039 agenda items have been approved. I will now move to 00:20:53.049 --> 00:20:58.109 Item 16 on the regular agenda. Item 16 is Resolution 00:20:58.119 --> 00:21:05.589 T-17778. And it approved grant funding totaling uh, 00:21:05.599 --> 00:21:13.109 $10,333,173 from the California Advanced Services 00:21:13.119 --> 00:21:16.619 Fund Rural and Urban Regional Broadband Consortia 00:21:16.619 --> 00:21:21.019 Grant Account for 15 projects. I will now ask Robert 00:21:21.029 --> 00:21:23.839 Osborne, Director for the Communications Division to 00:21:23.849 --> 00:21:27.180 introduce this item. 00:21:27.180 --> 00:21:29.630 Thank you President Reynolds and Commissioners. For 00:21:29.630 --> 00:21:34.349 Agenda Item 16 - Communications Division Resolution T- 00:21:34.349 --> 00:21:40.250 17778. Staff recommend the Commission approve 15 applicant 00:21:40.259 --> 00:21:43.599 requests for California Advanced Services Fund Consortia 00:21:43.599 --> 00:21:50.329 Account Grant for $10,333,173. The Regional 00:21:50.329 --> 00:21:53.470 Consortia Grant, Consortia Account Grant funds are 00:21:53.470 --> 00:21:56.480 used to facilitate the deployment of broadband services. 00:21:56.490 --> 00:21:59.000 By assisting infrastructure grant applicants in the 00:21:59.000 --> 00:22:02.670 project development or grant application process or 00:22:02.670 --> 00:22:06.319 assisting broadband deployment projects. The consortia 00:22:06.319 --> 00:22:09.390 account has a competitive grant process based on established 00:22:09.390 --> 00:22:12.559 criteria, to ensure responsible use of public funds. 00:22:13.259 --> 00:22:18.130 Decision 2205029, the Commission made changes to the 00:22:18.130 --> 00:22:21.509 California Advanced Services Fund, Public Housing, Adoption 00:22:21.509 --> 00:22:23.930 and Regional Consortia sub-accounts. As well as to the 00:22:23.930 --> 00:22:26.619 program budget and sub-account budget allocations for 00:22:26.619 --> 00:22:30.789 fiscal year 2022-23. And that decision, the Commission 00:22:30.789 --> 00:22:33.630 made several key changes to the consortia account. 00:22:33.640 --> 00:22:37.910 First allowable consortia activities. The consortia 00:22:37.910 --> 00:22:41.259 account rules limited eligible consortia activities, 00:22:41.269 --> 00:22:44.829 to assistance with CSF infrastructure applicants. And 00:22:44.829 --> 00:22:47.940 the decision expanded the allowable activities to include 00:22:47.940 --> 00:22:50.789 those directly related to and in support of federal 00:22:50.789 --> 00:22:55.039 funding account applicants. MCSF infrastructure applicants 00:22:55.049 --> 00:22:57.789 and other programs including middle mile broadband 00:22:57.789 --> 00:23:00.690 loan loss, reserve and local agency technical assistance. 00:23:00.700 --> 00:23:03.619 Which were created under Senate Bill 156ab 00:23:03.619 --> 00:23:07.420 164. The second change the funding caps. The decision 00:23:07.420 --> 00:23:10.500 increased the annual funding cap from 150,000 per year 00:23:10.500 --> 00:23:14.339 to 200,000 per year. Finally, the consortia boundaries 00:23:14.349 --> 00:23:18.390 the Commission Awards grants to one consortia per 00:23:18.390 --> 00:23:21.380 geographic region. And the decision allowed the possibility 00:23:21.390 --> 00:23:24.710 for consortium regions not aligned exactly with county 00:23:24.710 --> 00:23:27.740 boundaries. Although the Commission prefers that applications 00:23:27.750 --> 00:23:30.799 serve an entire county or several entire counties as 00:23:30.809 --> 00:23:33.970 opposed to a portion of the county. The consortia 00:23:33.970 --> 00:23:36.549 account awards grants for a period of 2 to 3 years. 00:23:36.549 --> 00:23:40.210 Without the need for annual review, renewal. Staff reviewed 00:23:40.210 --> 00:23:42.920 all applications according to the guidelines requirements 00:23:42.930 --> 00:23:47.309 and criteria. Adopted Decision 220529, which 00:23:47.309 --> 00:23:51.299 considers regional consortia representation and endorsements. 00:23:51.309 --> 00:23:54.460 Regional consortia members experience work plan and 00:23:54.460 --> 00:23:58.150 performance metrics plan and budget. Applications from 00:23:58.150 --> 00:24:00.710 previously funded regional consortia were also considered 00:24:00.710 --> 00:24:03.259 in the context of past performance in implementing 00:24:03.259 --> 00:24:06.670 their action plan and work plan. Detailed work plan 00:24:06.670 --> 00:24:09.029 and performance metrics plan for each consortia are 00:24:09.029 --> 00:24:11.799 available on the California Events Services Fund Consortia 00:24:11.799 --> 00:24:15.220 Account website. There are 15 consortia included in 00:24:15.220 --> 00:24:17.670 this resolution. And I won't list them all in the interest 00:24:17.670 --> 00:24:20.680 of time, but I'm happy to have requested. Thank you. 00:24:22.069 --> 00:24:24.950 Thank you, Director Osborne. I'll now turn to comments 00:24:24.960 --> 00:24:28.650 from Commissioners. Um Commissioner Houck, would you like 00:24:28.650 --> 00:24:33.119 to go first? Thank you, President Reynolds. Um first, 00:24:33.130 --> 00:24:36.259 I want to recognize all of the amazing people and 00:24:36.259 --> 00:24:38.869 organizations that have served consortia groups since 00:24:38.869 --> 00:24:42.460 the program began. Consortia groups um, serve a pivotal 00:24:42.460 --> 00:24:45.160 role in our broadband programs, and contribute to so 00:24:45.160 --> 00:24:47.819 much more. Than just the basic statutory mandate of 00:24:47.819 --> 00:24:50.289 assisting infrastructure applicants in the project 00:24:50.289 --> 00:24:54.140 development or grant application process. Since I was 00:24:54.140 --> 00:24:57.500 assigned to the California Advanced Services Fund Rulemaking. 00:24:57.839 --> 00:25:00.750 I've seen firsthand how dedicated consortia groups 00:25:00.759 --> 00:25:04.140 make a difference. Groups like the Inland, and the Inland 00:25:04.150 --> 00:25:07.140 Empire Regional Broadband Consortia, and LA Deal 00:25:07.140 --> 00:25:10.420 contribute to our programs by doing extensive research 00:25:10.430 --> 00:25:13.160 and submitting party comments and our rulemakings. 00:25:13.170 --> 00:25:16.799 Consortia also directly advocate for and build broadband 00:25:16.799 --> 00:25:20.150 solutions for constituents. As we saw the Central Coast 00:25:20.160 --> 00:25:23.009 Broadband Consortia do. In its efforts to help bring 00:25:23.009 --> 00:25:25.859 broadband to the San Gerardo Cooperative Farm Worker 00:25:25.859 --> 00:25:29.559 Housing Development. Consortia groups serve as a backbone 00:25:29.559 --> 00:25:32.099 for the intense local and regional coordination. That 00:25:32.099 --> 00:25:35.299 closing the digital divide requires. And I'm very happy 00:25:35.299 --> 00:25:38.690 to support this resolution today, which will ensure 00:25:38.690 --> 00:25:41.539 funding for 15 consortium groups for the next 3 to 00:25:41.539 --> 00:25:44.700 5 years. I also want to thank all of our dedicated 00:25:44.710 --> 00:25:48.099 staff that worked on the resolution including Andrew 00:25:48.109 --> 00:25:52.730 al Abadi, Grace Liu, Elena de Guzman, Stacey Castro. 00:25:52.730 --> 00:25:56.759 From our legal department Supervisor James Tang, Manager 00:25:56.759 --> 00:26:00.039 Selina Wong, and of course Director Rob Osborne. For 00:26:00.039 --> 00:26:04.920 all of their work in um, moving these grants and programs 00:26:04.930 --> 00:26:07.539 forward. So um, I will definitely be supporting this 00:26:07.539 --> 00:26:10.099 resolution. 00:26:10.099 --> 00:26:12.829 Thank you, Commissioner Houck. Comments from other Commissioners? 00:26:15.220 --> 00:26:19.960 Commissioner Shiroma? Thank you, President Reynolds. Uh, I will 00:26:19.960 --> 00:26:25.180 also be supporting Item 16. Thank you to the team uh, 00:26:25.190 --> 00:26:29.829 that processed the review of the 15 grants. Thank you 00:26:29.839 --> 00:26:34.250 Director Osborne for the presentation. Also want to 00:26:34.250 --> 00:26:38.380 thank our colleague Commissioner Houck for your leadership. 00:26:38.390 --> 00:26:41.250 And providing the necessary updates through the California 00:26:41.250 --> 00:26:44.940 Advanced Services Fund program. Right to comport with 00:26:44.940 --> 00:26:49.099 Senate Bill 156 and the Assembly Bill 164. And voting 00:26:49.099 --> 00:26:52.220 yes on the resolution, these grants will facilitate 00:26:52.230 --> 00:26:57.039 the deployment of broadband services. Assisting with 00:26:57.049 --> 00:27:01.039 infrastructure grant applicants in the project development. 00:27:01.049 --> 00:27:04.440 And the grant application process is very important 00:27:04.440 --> 00:27:08.859 to take the mystery how to qualify for these important 00:27:08.859 --> 00:27:13.589 steps towards garnering the infrastructure itself. 00:27:13.599 --> 00:27:17.490 Thank you. Thank you, Commissioner Shiroma. Commissioner 00:27:17.490 --> 00:27:21.190 Reynolds. Thank you, President Reynolds. And I will 00:27:21.190 --> 00:27:23.930 echo the thanks of my colleagues to Director Osborne 00:27:23.940 --> 00:27:27.430 for introducing this item. As well, thanks to the communications 00:27:27.430 --> 00:27:30.839 division staff that is implementing this program and 00:27:30.849 --> 00:27:34.119 approving grants. Um, this is another great example 00:27:34.119 --> 00:27:36.720 of the work that we're doing to expand broadband access 00:27:36.730 --> 00:27:40.430 to underserved communities. By assisting advance to 00:27:40.430 --> 00:27:43.730 respond to applicants in the project development phase. 00:27:44.400 --> 00:27:47.089 Um I'd like to highlight that. This is, this is a great 00:27:47.089 --> 00:27:51.130 tool for the development of projects that will be subject 00:27:51.130 --> 00:27:55.900 to future consideration. Um, as we see applicants propose 00:27:55.910 --> 00:27:59.390 to allocate significant funds towards future applications. 00:27:59.400 --> 00:28:03.420 Um the consortia can play a pivotal role in helping 00:28:03.420 --> 00:28:06.759 to um, make sure that those those projects are developed 00:28:06.759 --> 00:28:10.190 in ways that best serve their communities. This funding 00:28:10.190 --> 00:28:13.730 is a critical step to bridging the digital divide. By 00:28:13.730 --> 00:28:15.839 providing the resources needed to successfully develop 00:28:15.839 --> 00:28:19.519 these projects. Thank you. Thank you, Commissioner 00:28:19.519 --> 00:28:24.920 Reynolds. Um, I am also happy to support this resolution. 00:28:24.930 --> 00:28:27.980 That will support the operations of 15 of our regional 00:28:27.980 --> 00:28:31.210 broadband consortium for years to come. I did want 00:28:31.210 --> 00:28:34.529 to recognize the work of the consortia to, to promote 00:28:34.539 --> 00:28:38.809 the CPUC broadband deployment programs. Um, they engage 00:28:38.809 --> 00:28:42.869 local government officials, ISPs, stakeholders and consumers. 00:28:42.880 --> 00:28:46.599 Better understand and identify regional broadband needs 00:28:46.599 --> 00:28:50.190 and solutions. They facilitate the identification of 00:28:50.200 --> 00:28:53.869 potential projects, assist potential applicants and 00:28:53.869 --> 00:28:57.640 provide technical support. This local engagement is 00:28:57.650 --> 00:29:01.140 invaluable and will assist the state and meeting its 00:29:01.150 --> 00:29:05.089 broadband for all objectives. The consortia ensure 00:29:05.089 --> 00:29:08.190 that local communities are aware of the state's programs. 00:29:08.200 --> 00:29:11.490 And help identify the unique needs of each region of 00:29:11.500 --> 00:29:15.730 the state. And in addition, they provide really vital 00:29:15.730 --> 00:29:19.319 assistance to prospective grant applicants in developing 00:29:19.329 --> 00:29:23.579 um, grant applications. So I look forward to the continued 00:29:23.579 --> 00:29:26.319 partnership with the consortia over the coming years. 00:29:26.329 --> 00:29:29.829 To bridge the digital divide in the state. And I also 00:29:29.829 --> 00:29:32.450 wanted to know that I echo the thanks of the other 00:29:32.450 --> 00:29:35.579 Commissioners for the great work of Staff on this item. 00:29:36.539 --> 00:29:47.089 Um, with that I will ask for a motion. 00:29:47.089 --> 00:29:50.690 (inaudible) the item. Okay. Thank you, Commissioner 00:29:50.690 --> 00:29:55.430 Shiroma. So we have a motion on Item 16. Uh, do we 00:29:55.430 --> 00:30:00.500 have a second? I'll second. Okay, we have a motion by Commissioner 00:30:00.509 --> 00:30:03.500 Shiroma and a second by Commissioner Randall, Reynolds. 00:30:03.509 --> 00:30:08.450 Agenda Clerk, could you please call the roll? Commissioner John Reynolds? 00:30:08.450 --> 00:30:14.799 Yes. Commissioner Houck? Yes. Commissioner Shiroma? 00:30:15.549 --> 00:30:20.769 Yes. President Alice Reynolds? Yes. 00:30:20.769 --> 00:30:25.549 The vote is 4-0. The item passes. I will now turn to 00:30:25.549 --> 00:30:34.869 Item 25. Item 25 is Resolution T-17779. And it is to 00:30:34.880 --> 00:30:39.430 approve 6 local agency technical assistance applications. 00:30:39.440 --> 00:30:43.819 Um turning again, to Director Rob Osborne who will present 00:30:43.819 --> 00:30:47.789 this item to you. Director Osborne. Thank you, President 00:30:47.789 --> 00:30:51.920 Reynolds and Commissioners. For Agenda Item 25 - Communications 00:30:51.930 --> 00:30:58.319 Division Resolution T-17779. Staff recommend the Commission 00:30:58.319 --> 00:31:01.630 approve 6 applicant requests for local agency technical 00:31:01.630 --> 00:31:08.289 assistance grants for $3,273,094. Technical 00:31:08.289 --> 00:31:11.579 assistance grants to local agencies and tribal governments 00:31:11.579 --> 00:31:15.079 in California. Reimburse preconstruction expenses in 00:31:15.079 --> 00:31:18.539 advance broadband deployment. To provide at a minimum 00:31:18.549 --> 00:31:21.569 100 megabits per second, symmetrical broadband service. 00:31:22.400 --> 00:31:27.289 In decision 2202026, the Commission granted 00:31:27.289 --> 00:31:30.990 the Communication Division Staff the authority to approve 00:31:31.000 --> 00:31:33.910 requests for local agency technical assistance grants. 00:31:33.920 --> 00:31:38.019 If the applications met the criteria for ministerial 00:31:38.019 --> 00:31:41.759 review. If an applicant service area overlaps with 00:31:41.759 --> 00:31:45.859 another applicant and/or the request exceeds $500,000. 00:31:45.869 --> 00:31:48.250 Communications Division Staff are required to prepare 00:31:48.250 --> 00:31:52.509 a resolution to resolve the applicants request. Of the 00:31:52.509 --> 00:31:55.549 6 grantees, 4 grants are 2 local agencies whose 00:31:55.549 --> 00:31:58.299 service territories overlap with another applicant 00:31:58.299 --> 00:32:01.920 or grantee. All 4 applicants agree to coordinate 00:32:01.930 --> 00:32:05.059 and avoid duplicating efforts. The other 2applicants 00:32:05.069 --> 00:32:09.430 submitted requests that exceed the $500,000 ministerial 00:32:09.430 --> 00:32:13.240 threshold cap. Specifically, Gateway City's Council 00:32:13.240 --> 00:32:16.230 of Government service area overlaps with Lynwood Unified 00:32:16.230 --> 00:32:19.000 School District Service. But each of the 2 requests 00:32:19.000 --> 00:32:22.549 will serve distinct populations. The city of Lancaster's 00:32:22.549 --> 00:32:25.359 request is to serve the entire Antelope Valley. Which 00:32:25.359 --> 00:32:27.710 overlaps with the service area of the city of Palmdale, 00:32:27.720 --> 00:32:30.680 Palmdale. But the two requests will target different 00:32:30.680 --> 00:32:34.079 geographical areas. Finally, the county of Inyo requests 00:32:34.089 --> 00:32:37.150 a million dollars in funding and the Yurok tribe requests 00:32:37.160 --> 00:32:42.809 $684,750 both exceeding the $500,000 cap. Thank you 00:32:42.809 --> 00:32:46.390 for your consideration. 00:32:46.390 --> 00:32:49.420 Thank you, Director Osborne. Turning now to Commissioner 00:32:49.420 --> 00:32:52.059 comments. Again, Commissioner Houck would you like to 00:32:52.059 --> 00:32:56.460 go first? Thank you, President Reynolds. The awards 00:32:56.470 --> 00:32:59.269 to local governments and tribes before us today. Are 00:32:59.269 --> 00:33:01.930 crucial components of our efforts to close the digital 00:33:01.930 --> 00:33:05.109 divide. Technical assistance grants support local 00:33:05.109 --> 00:33:07.559 leaders that have a clear understanding of the needs 00:33:07.569 --> 00:33:10.049 for their communities. And the desire to develop local 00:33:10.049 --> 00:33:13.210 solutions. And traveling to different areas across the 00:33:13.210 --> 00:33:16.079 state. To learn about what's needed from our programs 00:33:16.089 --> 00:33:18.849 and the barriers different locations have to assessing 00:33:18.849 --> 00:33:21.769 our programs. A crucial theme emerged. Closing the 00:33:21.769 --> 00:33:24.359 digital divide is going to require local broadband 00:33:24.359 --> 00:33:27.509 champions. And these awards lay a foundation for broadband 00:33:27.509 --> 00:33:30.259 champions. To build the networks that will improve economic 00:33:30.269 --> 00:33:33.369 development and health and safety in their communities. 00:33:33.960 --> 00:33:38.079 So I am wholeheartedly in support of the resolution 00:33:38.079 --> 00:33:40.509 before us. And I'd like to thank Staff that process 00:33:40.519 --> 00:33:43.119 the applications and develop the recommendations for 00:33:43.119 --> 00:33:47.059 the Commission. Including John Baker, Angela Bean, Brewster 00:33:47.059 --> 00:33:52.539 Fong, Lahia Cerpas, Stacy Castro from our legal division, 00:33:52.549 --> 00:33:56.109 Supervisor Chris Patial, Manager Jonathan Magrittes 00:33:56.119 --> 00:33:59.839 and um again, Director Rob Osborne. For all of their 00:33:59.849 --> 00:34:02.890 excellent work and moving these grants forward quickly. 00:34:02.900 --> 00:34:05.779 Um, I appreciate again all the work that went into 00:34:05.779 --> 00:34:08.449 this item and will very much be supporting adoption 00:34:08.449 --> 00:34:13.530 of it. Thank you. Thank you Commissioner Houck. Um comments 00:34:13.530 --> 00:34:17.820 from other Commissioners? 00:34:17.820 --> 00:34:20.539 Commissioner Reynolds? 00:34:20.539 --> 00:34:22.949 Thank you, President Reynolds and I'll again echo the 00:34:22.949 --> 00:34:28.980 thanks of Commissioner Houck. And for Director Osbourne's presentation 00:34:28.980 --> 00:34:32.019 of this topic. As well as to the Communication Division 00:34:32.019 --> 00:34:37.019 team that is preparing the resolution and um, managing 00:34:37.019 --> 00:34:41.699 this program. Last year it was one of my, my first voting 00:34:41.699 --> 00:34:47.829 meetings. That we adopted Decision 2202026, which established 00:34:47.829 --> 00:34:51.369 guidelines for the local technical, local agency technical 00:34:51.369 --> 00:34:54.489 assistance grant program. And authorized a total of 00:34:54.500 --> 00:34:58.730 $50 million dollars in funding. This resolution implementing 00:34:58.730 --> 00:35:02.860 that program and awarding grant funding to local agencies 00:35:02.869 --> 00:35:05.860 and governments. For work that will advance the goals 00:35:05.869 --> 00:35:10.800 of the Advanced Services Fund is tremendous to see. 00:35:10.809 --> 00:35:14.699 And to see it come along so quickly. Um, these grants 00:35:14.699 --> 00:35:17.360 will provide technical assistance to local governments 00:35:17.369 --> 00:35:20.599 and providers. That lead to or are likely to lead to 00:35:20.599 --> 00:35:24.630 equitable high speed last mile connections. It's gratifying 00:35:24.630 --> 00:35:26.550 to see the progress that's been made here in less than 00:35:26.550 --> 00:35:30.159 a year. Thank you again to the Communications Division 00:35:30.170 --> 00:35:33.429 for all of the work performed in making this grant 00:35:33.429 --> 00:35:36.400 program possible. I look forward to seeing these investments 00:35:36.400 --> 00:35:40.679 in action and I will be supporting this item today. 00:35:40.679 --> 00:35:42.949 Wonderful. Thank you, Commissioner Reynolds. Turning 00:35:42.949 --> 00:35:45.880 now to Commissioner Shiroma. 00:35:45.880 --> 00:35:48.639 Thank you, President Reynolds, I will also be supporting 00:35:48.639 --> 00:35:54.750 Item 25. My thanks to Director Osborne, your team and the 00:35:54.750 --> 00:35:58.360 overall team. That has brought forward uh, this proposal 00:35:58.360 --> 00:36:04.349 today. As Commissioner Reynolds uh, indicated. Very gratifying 00:36:04.360 --> 00:36:09.159 to see today's grant to be approved by us. Uh, they 00:36:09.170 --> 00:36:11.869 support the design and engineering plans for last mile 00:36:11.869 --> 00:36:15.480 broadband development and deployment, broadband feasibility 00:36:15.480 --> 00:36:19.539 studies, digital equity studies, and comprehensive mapping 00:36:19.550 --> 00:36:23.250 of unserved locations. I'm very pleased to see the 00:36:23.250 --> 00:36:27.000 Commission through these grants to support local entities. 00:36:27.130 --> 00:36:30.730 Extract to bring the development of broadband closer to 00:36:30.739 --> 00:36:33.860 rural communities, including local government, school 00:36:33.860 --> 00:36:38.000 districts and tribes. Very pleased to support the resolution. 00:36:38.000 --> 00:36:40.610 Thank you. 00:36:40.610 --> 00:36:45.380 Thank you. Um, I also wanted to note that I am happy 00:36:45.380 --> 00:36:49.909 to support this item. This program is a catalyst for 00:36:49.920 --> 00:36:53.949 public broadband in the state. And while we are approving 00:36:53.960 --> 00:36:57.019 6 more of these complex applications. I also wanted 00:36:57.019 --> 00:37:01.210 to note that the PUC has already awarded 69 applications. 00:37:02.170 --> 00:37:05.599 Um, out of the impressive 111 applications that we 00:37:05.599 --> 00:37:08.539 have received to-date, since the program rules were 00:37:08.550 --> 00:37:12.880 adopted about a year ago. The majority of the county's 00:37:12.889 --> 00:37:16.539 numerous cities, tribes and local planning organizations. 00:37:16.550 --> 00:37:19.659 From across the state have all applied for these grants. 00:37:19.670 --> 00:37:23.079 Local governments are eager to play a role in improving 00:37:23.079 --> 00:37:26.320 the essential services their constituents receive. 00:37:26.329 --> 00:37:29.500 And um, there are hundreds of public networks across 00:37:29.500 --> 00:37:32.659 the country. Many of which provide future proof services 00:37:32.670 --> 00:37:35.820 to ensure quality, affordability and access for the 00:37:35.820 --> 00:37:39.909 entire community they serve. My hope is that the grants 00:37:39.909 --> 00:37:44.409 we're giving out today, uh, will help to foster a new 00:37:44.409 --> 00:37:47.800 generation of public network throughout the state. To 00:37:47.800 --> 00:37:51.389 target unserved and underserved households and businesses. 00:37:52.030 --> 00:37:54.489 I look forward to partnering with local governments 00:37:54.500 --> 00:37:57.340 over the coming months and years. To help launch these 00:37:57.349 --> 00:38:01.710 networks and ensure success. I'm happy to support the 00:38:01.710 --> 00:38:04.900 resolution today. And I also wanted to acknowledge 00:38:04.909 --> 00:38:09.219 the hard work of Staff on this item With that um, I 00:38:09.219 --> 00:38:16.389 will ask for a motion on Item 25. 00:38:16.389 --> 00:38:20.289 Um, I move that we support item 25. Okay, so we have 00:38:20.289 --> 00:38:22.489 a motion by Commissioner Houck. Do we have a second? 00:38:24.340 --> 00:38:28.280 I'll second the motion. Second from Commissioner Shiroma. 00:38:28.289 --> 00:38:31.719 Agenda Clerk, could you please call the roll? Commissioner 00:38:31.719 --> 00:38:38.199 John Reynolds? Yes. Commissioner Houck? Yes. Commissioner 00:38:38.199 --> 00:38:44.840 Shiroma? Yes. President Alice Reynolds? Yes The vote 00:38:44.849 --> 00:38:52.150 is 4-0. The item passes. We'll now move to Item 43. Um, 00:38:52.159 --> 00:38:56.440 Item 43 is management report on administrative actions 00:38:56.440 --> 00:39:00.469 and consumer protection and safety activities. Customer service, quality improvements, 00:40:36.639 --> 00:40:40.369 leadership, innovation, and outstanding achievements. 00:40:40.380 --> 00:40:43.760 We also asked for volunteers each quarter to read the 00:40:43.760 --> 00:40:47.239 nominations and reach consensus about the awardees. 00:40:48.329 --> 00:40:54.019 All right onto the awards, next slide please. Okay. 00:40:54.030 --> 00:40:59.860 Um, the first recognition for collaboration goes to 00:40:59.869 --> 00:41:04.260 James Cho, and Mustafa Abou-Taleb from the Safety Policy 00:41:04.260 --> 00:41:09.250 Division. During the heat wave emergency, around before 00:41:09.250 --> 00:41:12.789 and during and after Labor Day, last Fall. The Commission 00:41:12.789 --> 00:41:16.570 was asked to embed Staff at the California Office of 00:41:16.570 --> 00:41:20.840 Emergency Services, State Operations Center or SOC. 00:41:20.849 --> 00:41:24.500 To support the state's response to the heat event. 00:41:24.530 --> 00:41:28.000 This call came midway through the Labor Day weekend. 00:41:28.010 --> 00:41:32.780 Mustafa deployed to the SOC for 12 hour operational 00:41:32.780 --> 00:41:37.099 shifts. To support coordination efforts across the 00:41:37.110 --> 00:41:41.880 CPUC and with the CAL OES. He served in this role 00:41:41.889 --> 00:41:44.730 through the Labor Day weekend and beyond, until the 00:41:44.730 --> 00:41:49.690 heat wave ended. At the CPUC front, Jim stepped 00:41:49.690 --> 00:41:53.179 up to support daily coordination calls with Commission 00:41:53.190 --> 00:41:56.849 Senior Staff leaders. To ensure that we were coordinated 00:41:56.849 --> 00:42:00.889 and could provide you detailed summaries. On key events 00:42:00.889 --> 00:42:04.130 and the status of our efforts to monitor and mitigate 00:42:04.130 --> 00:42:08.320 the impact. I was on those calls with about 20 or so 00:42:08.320 --> 00:42:11.840 other leaders from across the agency. And I can say 00:42:11.840 --> 00:42:15.880 that Jim and Mustafa provided the background collaboration 00:42:15.880 --> 00:42:19.750 and support. That made us better able to handle all 00:42:19.750 --> 00:42:24.300 of the multiple, fast moving, fast changing priorities 00:42:24.309 --> 00:42:28.050 and impacts of that emergency. Congratulations and 00:42:28.050 --> 00:42:30.849 thank you. 00:42:30.849 --> 00:42:35.079 For core values, we have an award for Melanie Wallace. 00:42:35.679 --> 00:42:39.469 Melanie is our Equal Employment Opportunity Officer 00:42:39.469 --> 00:42:43.449 here at the CPUC. Who upholds and embodies our core 00:42:43.449 --> 00:42:48.730 values every day at work. Melanie is an excellent collaborator 00:42:48.739 --> 00:42:53.469 and morale builder. She constantly expresses appreciation 00:42:53.469 --> 00:42:57.199 for the work of her peers, and she maintains tax when 00:42:57.199 --> 00:43:01.110 she needs to offer constructive feedback. Melanie further 00:43:01.110 --> 00:43:04.800 embodies the core values of the CPUC. 00:43:04.809 --> 00:43:08.690 In that she genuinely cares about diversity, equity, 00:43:08.690 --> 00:43:12.179 and inclusion. And shares her thoughts, information 00:43:12.179 --> 00:43:17.039 and ideas about equity with all of us. She shares it 00:43:17.039 --> 00:43:20.730 with management and employees alike. And that embodiment 00:43:20.739 --> 00:43:25.030 of her, of our core values. Is making the CPUC both a 00:43:25.030 --> 00:43:28.210 better workplace and helping us all better serve the 00:43:28.219 --> 00:43:31.610 people of California. 00:43:31.610 --> 00:43:36.059 For leadership, our recognition goes to Maria Masha 00:43:36.070 --> 00:43:40.349 Vorobievova in the Utility Audit Risk and Compliance 00:43:40.360 --> 00:43:44.800 division. Masha frequently exhibits numerous leadership 00:43:44.800 --> 00:43:48.809 quality. She cares deeply about improving operations 00:43:48.820 --> 00:43:53.079 in our Audits Division. And exhibits a positive attitude 00:43:53.079 --> 00:43:58.550 during her work. Back in Q3 of 2022, Masha volunteered 00:43:58.550 --> 00:44:01.860 to conduct an external peer review at another state 00:44:01.869 --> 00:44:06.590 agency with other state audit staff. This review required 00:44:06.599 --> 00:44:10.000 being out in the field performing testing and collaborating 00:44:10.000 --> 00:44:13.420 to prepare audit working papers. This is actually a 00:44:13.420 --> 00:44:16.269 collegial aspect of the auditing profession that I 00:44:16.269 --> 00:44:20.039 quite appreciate. But it definitely requires additional 00:44:20.039 --> 00:44:23.880 work, time and effort on the part of anyone like Masha 00:44:23.889 --> 00:44:29.000 who volunteers for it. So for Masha the volunteer peer 00:44:29.000 --> 00:44:32.409 review, provided her with some new knowledge and experience 00:44:32.420 --> 00:44:35.780 which she then brought back to the CPUC. And 00:44:35.780 --> 00:44:38.889 has been making improvements in our own quality control 00:44:38.889 --> 00:44:43.469 systems, as a result. Her dedication to improving the 00:44:43.469 --> 00:44:46.880 Utility Audits, Risk and Compliance division. And her 00:44:46.880 --> 00:44:50.860 leadership style is infectious. Encouraging others 00:44:50.860 --> 00:44:54.489 within our division to, within that division to also 00:44:54.489 --> 00:44:59.500 lead by example. Congratulations Masha. Next slide 00:44:59.500 --> 00:45:01.829 please. 00:45:01.829 --> 00:45:06.530 For customer service, we have two awardees. First, Jorge 00:45:06.539 --> 00:45:12.449 de Ocampo in the, in the IT Division. Jorge works in the 00:45:12.449 --> 00:45:15.909 Help Desk at IT. And this nomination I was really 00:45:15.909 --> 00:45:19.539 delighted to learn was submitted by a happy recent 00:45:19.539 --> 00:45:23.409 customer of his. Jorge helped this customer with some 00:45:23.409 --> 00:45:27.320 IT needs. And during that service he demonstrated 00:45:27.329 --> 00:45:32.130 friendly, seamless, and customer focused attention. Jorge 00:45:32.139 --> 00:45:36.199 regularly helps people around the CPUC. With computer 00:45:36.210 --> 00:45:40.050 equipment setup and troubleshooting. He's always eager 00:45:40.050 --> 00:45:43.880 to take on extra assignments. His politeness and helpful 00:45:43.880 --> 00:45:48.480 attitude positively contribute to CPUC Staff experiences 00:45:48.489 --> 00:45:53.159 with IT. Jorge's frequent demonstration of exemplary 00:45:53.159 --> 00:45:57.320 customer service is honorable, appreciated, and clearly 00:45:57.320 --> 00:46:01.019 from this customer's nomination does not go unnoticed. 00:46:01.570 --> 00:46:06.119 Thank you Jorge and congratulations. Bridget Davis 00:46:06.130 --> 00:46:09.570 in the Human Resources Division is also being recognized 00:46:09.579 --> 00:46:13.920 for customer service. Bridget is the space of H.R.'s 00:46:13.929 --> 00:46:18.079 Office in Sacramento. In our, in this era when most of 00:46:18.079 --> 00:46:21.309 (inaudible) teleworking most of the time. Bridget goes 00:46:21.309 --> 00:46:24.949 into the office several times a week. To provide centralized 00:46:24.960 --> 00:46:29.440 and in-person support within H.R. She's one of the first 00:46:29.449 --> 00:46:32.530 people that new employees meet when they join the 00:46:32.530 --> 00:46:36.840 CPUC, in the Sacramento area. She aids in completing 00:46:36.840 --> 00:46:40.369 portions of the onboarding process for new Staff face- 00:46:40.369 --> 00:46:45.489 to-face. And provides significant support to H.R. Sacramento 00:46:45.489 --> 00:46:48.760 leadership. She's always willing to lend a helping 00:46:48.760 --> 00:46:52.070 hand and does all of these things with a positive attitude 00:46:52.079 --> 00:46:55.769 and a smile on her face. H.R. could not successfully 00:46:55.769 --> 00:46:59.460 do some of what they do without her. Bridget is the 00:46:59.469 --> 00:47:03.550 definition of exceptional customer service. Thank you 00:47:03.550 --> 00:47:09.099 and congratulations Bridget. Next slide please. Quality 00:47:09.099 --> 00:47:14.320 improvement. This recognition is going to the Quality 00:47:14.329 --> 00:47:17.559 Assurance Unit within the News and Outreach Office. 00:47:18.300 --> 00:47:24.630 The team is Mary Seki-Appiah, Felicity Wood, Chee Lewis Ng, 00:47:24.650 --> 00:47:30.920 Bradley Branon, Sadoniah Sta Cruz, Elizabeth Reese, 00:47:30.929 --> 00:47:36.389 Abu Adam Jamil, and Brittany Berry. The Quality Assurance 00:47:36.389 --> 00:47:39.900 Unit recently implemented a process improvement that 00:47:39.909 --> 00:47:43.809 brought 18 cases of consumer complaints against utilities. 00:47:43.820 --> 00:47:50.980 Down from 407 at the start of July 2022 to 289 at 00:47:50.989 --> 00:47:56.159 the end of September 2022. That's a 41% drop achieved 00:47:56.170 --> 00:48:00.630 in one quarter. This happened because the QA unit produced 00:48:00.639 --> 00:48:03.719 a report for consumer affairs branch management called 00:48:03.730 --> 00:48:07.559 the Aging Cases Report. An aging case is one that has 00:48:07.570 --> 00:48:10.889 been open for 60 days or more with no activity for 00:48:10.889 --> 00:48:14.690 two weeks. In comparison, our standard closing time 00:48:14.690 --> 00:48:20.889 for cases is 45 days. And for context this was 407 cases 00:48:20.900 --> 00:48:25.650 out of the 2,800. That are Cavs team handled and closed 00:48:25.650 --> 00:48:29.579 in that same time period. So having this report allowed 00:48:29.579 --> 00:48:34.400 CAV to focus in on those 407 aging cases. Figure out 00:48:34.400 --> 00:48:37.090 what was not happening, such as the response that was 00:48:37.099 --> 00:48:40.570 needed from the utility or more information needed 00:48:40.579 --> 00:48:43.829 from the consumer. Allowed them to resolve the issue 00:48:43.829 --> 00:48:48.050 and close the case. Thanks to the QA unit and this quality 00:48:48.050 --> 00:48:51.980 improvement. The CPUC has been able to achieve improved 00:48:51.980 --> 00:48:55.980 outcomes for customers with complaints against utilities. 00:48:57.429 --> 00:49:02.989 Recognition for Innovation goes to the Client Solutions 00:49:03.000 --> 00:49:07.230 team within IT. This is Abdallah Mohammed, Patrick 00:49:07.230 --> 00:49:11.400 Wong and Brendan Fong. Since the Adoption of Service 00:49:11.409 --> 00:49:16.289 Now Act, the IT Service Now team and Client Solutions 00:49:16.300 --> 00:49:19.940 team has made great strides achieving considerable 00:49:19.940 --> 00:49:23.019 innovation. And thereby quality improvements for the 00:49:23.030 --> 00:49:27.599 CPUC. Specifically this team has successfully transitioned 00:49:27.610 --> 00:49:31.780 paper and manual processes to service now for automation. 00:49:32.409 --> 00:49:36.000 For example the team built the back end process. So 00:49:36.000 --> 00:49:39.280 that emails or voicemails to the IT Service desk, 00:49:39.289 --> 00:49:43.179 are now automatically generated into incidents. This 00:49:43.179 --> 00:49:47.070 has reduced missed follow-ups and ensured faster response 00:49:47.079 --> 00:49:51.679 times the CPUC employees with an IT issue. I can 00:49:51.679 --> 00:49:54.909 say I myself have used the voice mail system when my 00:49:54.909 --> 00:49:58.300 password expires. And I'm unexpectedly locked out of 00:49:58.300 --> 00:50:01.210 the system and need to make a phone call to the IT 00:50:01.210 --> 00:50:04.710 Desk. It's this team who responds with prompt follow 00:50:04.710 --> 00:50:09.820 up. Thank you very much to this team who works every 00:50:09.820 --> 00:50:13.960 day. On innovating new processes for the benefit of 00:50:13.960 --> 00:50:20.070 all CPUC employees. Alright and last slide please. 00:50:20.260 --> 00:50:25.809 We have two awards for building morale. First to Shuhua 00:50:25.820 --> 00:50:30.170 Lin within Administrative Services Division. Shuhua is 00:50:30.179 --> 00:50:34.170 a senior accounting officer. And she applies regular 00:50:34.170 --> 00:50:38.989 consistent effort to accomplish many tasks in our Accounting 00:50:38.989 --> 00:50:43.170 group. The CPUC manages numerous accounts and revenue 00:50:43.170 --> 00:50:47.159 streams. And our stewardship of these accounts and revenues 00:50:47.170 --> 00:50:52.000 relies on the people who perform our accounting processes 00:50:52.010 --> 00:50:57.050 and procedures. Shuhua is central to that effort. She records, 00:50:57.059 --> 00:51:00.559 tracks, and reports revenue that is due to the Commission. 00:51:00.570 --> 00:51:04.699 Which is the fiscal backbone of our ability to perform 00:51:04.710 --> 00:51:09.309 our regulatory mission. Shuhua approaches each day with 00:51:09.309 --> 00:51:13.019 a willingness to help, help others. Which builds morale 00:51:13.019 --> 00:51:17.369 within the CPUC. She helps research numerous pending 00:51:17.380 --> 00:51:21.809 accounts receivable items. She keeps track of employee 00:51:21.820 --> 00:51:25.539 accounts receivable and works with HR to ensure that 00:51:25.539 --> 00:51:30.329 employees are paid. Shuhua tracks the fines that you Commissioners 00:51:30.340 --> 00:51:34.429 um, impose on utilities through your formal decisions. 00:51:34.440 --> 00:51:38.280 And ensures that those are paid on time and in full. 00:51:39.050 --> 00:51:42.920 As she performs all of these duties, Shuhua will never 00:51:42.920 --> 00:51:46.659 turn colleagues down when asked for help. No matter 00:51:46.659 --> 00:51:50.539 how challenging her day or week has been. She always 00:51:50.539 --> 00:51:54.190 has a positive attitude when speaking with everyone. 00:51:54.199 --> 00:51:58.230 Shuhua's hard work and dedication is a frequent influence 00:51:58.239 --> 00:52:01.219 on building positive morale for all those who work 00:52:01.219 --> 00:52:05.030 with her. Congratulations and thank you so much Shuhua. 00:52:06.739 --> 00:52:11.929 The second recognition for Build Morale goes to Kyle 00:52:11.929 --> 00:52:16.289 Mavis in the Public Advocate's Office. Kyle started 00:52:16.289 --> 00:52:19.199 working in Public Advocates around the beginning of 00:52:19.199 --> 00:52:24.360 the COVID-19 pandemic. Immediately, we saw that he approached 00:52:24.369 --> 00:52:28.480 all of his work with curiosity and enthusiasm. Bringing 00:52:28.489 --> 00:52:32.679 a significant and welcomed level of energy. Specifically 00:52:32.679 --> 00:52:36.820 using Webex, Kyle set up a water cooler chat group for 00:52:36.820 --> 00:52:39.769 all of the employees in the electricity policy and 00:52:39.769 --> 00:52:43.699 planning branch. Providing a platform for Staff to discuss 00:52:43.699 --> 00:52:47.880 questions about work. But more importantly about themselves 00:52:47.880 --> 00:52:51.369 and how they were faring in the pandemic. Through Kyle's 00:52:51.369 --> 00:52:55.739 efforts, the water cooler was a welcome return to workplace 00:52:55.750 --> 00:53:01.360 camaraderie, fun and human connection. While uh, pivoting 00:53:01.360 --> 00:53:05.289 and then working in the virtual environment. Thank 00:53:05.289 --> 00:53:09.059 you so much Kyle, congratulations to you as well. And 00:53:09.070 --> 00:53:11.929 thank you again Commissioners. Um, for the opportunity 00:53:11.929 --> 00:53:19.610 to present some of the truly um uh, dedicated and enthusiastic 00:53:19.619 --> 00:53:22.260 work that our employees perform day in and day out 00:53:22.260 --> 00:53:28.429 at the CPUC. Back to you, President Reynolds. 00:53:28.429 --> 00:53:33.179 Thank you very much. Um, that was an extremely impressive 00:53:33.190 --> 00:53:37.099 report. Um, I really appreciate hearing about the great 00:53:37.099 --> 00:53:40.809 work of all of these employees. And um, it's really a 00:53:40.809 --> 00:53:44.710 fantastic way to start the year. So um, thank you Executive 00:53:44.710 --> 00:53:51.409 Director Peterson. Um, so now um, that is the conclusion 00:53:51.420 --> 00:53:55.769 of the management report. Um, so I will now turn to 00:53:55.780 --> 00:54:00.400 the Commissioner reports. Um, let's see who would like 00:54:00.400 --> 00:54:06.489 to go first with their Commissioner report. 00:54:06.489 --> 00:54:09.800 I'm gonna call on Commissioner Shiroma. Alright, thank 00:54:09.800 --> 00:54:13.829 you Commissioner Shiroma. Okay. Thank you, President Reynolds. 00:54:13.840 --> 00:54:21.210 But that was very inspiring, Director Peterson. Okay 00:54:21.210 --> 00:54:26.679 I have three brief reports. The first one is that next 00:54:26.679 --> 00:54:31.670 Friday, January 20, at 10 am. I'll be hosting an all- 00:54:31.670 --> 00:54:35.940 party meeting to discuss the Electric Program Investment 00:54:35.940 --> 00:54:40.630 Charge or EPIC program. It is our research and development 00:54:40.630 --> 00:54:44.340 program that drives investment in new and emerging 00:54:44.349 --> 00:54:48.090 energy technologies and solutions. That provide benefits 00:54:48.099 --> 00:54:52.639 to California. We have noticed relevant proceedings 00:54:52.650 --> 00:54:56.079 so I invite all Commissioners, if you were able to to 00:54:56.079 --> 00:55:01.059 join us. What I want to 00:55:41.599 --> 00:55:47.780 recognize that January 22 is Lunar New Year. Uh, it 00:55:47.780 --> 00:55:52.380 is celebrated substantially by people of Asian descent 00:55:52.380 --> 00:55:57.389 around the world, and many friends of the Asian community. 00:55:57.400 --> 00:56:01.239 In Chinese culture, each year corresponds to one of 00:56:01.250 --> 00:56:06.730 12 zodiac animals and one of five elements. So for 00:56:06.739 --> 00:56:10.510 2023, it is the year of the water rabbit. 00:56:11.199 --> 00:56:14.309 And the rabbit is said to represent peace and prosperity. 00:56:14.320 --> 00:56:18.269 While the water element is said to represent wisdom. 00:56:19.019 --> 00:56:22.110 In the spirit of the water rabbit, I wish everyone 00:56:22.119 --> 00:56:26.380 a year of tranquility, success and self-reflection. 00:56:26.380 --> 00:56:30.280 As we strive towards our goals, both at work and in 00:56:30.280 --> 00:56:35.659 our personal lives. And then my final report is uh, 00:56:35.670 --> 00:56:39.420 I have been invited to give a keynote address at the 00:56:39.429 --> 00:56:43.159 2nd Annual Electric Vehicle Charging Infrastructure 00:56:43.159 --> 00:56:47.570 West Coast Conference. It will be held on January 25 00:56:47.570 --> 00:56:51.159 and 26 in Burlingame, near the San Francisco Airport. 00:56:51.730 --> 00:56:54.849 Conference will highlight plans, opportunities, challenges 00:56:54.860 --> 00:56:58.570 and solutions. For developing a resilient, equitable 00:56:58.570 --> 00:57:01.159 and customer friendly charging infrastructure in the 00:57:01.159 --> 00:57:04.670 Western states. I'll be speaking on the first day. 00:57:04.679 --> 00:57:07.829 I will have the opportunity to highlight California 00:57:07.840 --> 00:57:11.820 suite of electric vehicle policies and investments. 00:57:11.829 --> 00:57:16.190 Including the recent work from this Commission. Uh, 00:57:16.199 --> 00:57:20.050 Commissioner Patty Monahan from the Institution. Will also be 00:57:20.050 --> 00:57:24.139 a keynote speaker. Overall, the panel speakers are a wide 00:57:24.139 --> 00:57:27.269 range of individuals from government, industry and 00:57:27.269 --> 00:57:30.289 nonprofit sectors. I'll be pleased to represent the 00:57:30.289 --> 00:57:34.639 Commission at this conference. Thank you. 00:57:34.639 --> 00:57:37.820 Wonderful, thank you Commissioner Shiroma. Turning now 00:57:37.820 --> 00:57:43.889 to other Commissioners for reports. 00:57:43.889 --> 00:57:47.989 Commission Houck? Thank you, President Reynolds. Um, 00:57:48.000 --> 00:57:51.210 I just want to recognize as we're going into the new 00:57:51.210 --> 00:57:53.969 year. All of the great work that our Staff have um. 00:57:53.980 --> 00:57:58.429 done over the last year. And I appreciate the employee 00:57:58.440 --> 00:58:01.260 recognition announcements today at this first meeting 00:58:01.260 --> 00:58:04.769 for 2023. And I'm really looking forward to working 00:58:04.769 --> 00:58:08.130 with our amazing Staff as we move forward um, with the 00:58:08.130 --> 00:58:10.719 challenges of the upcoming year. As well as all of 00:58:10.719 --> 00:58:14.630 the opportunities that, that we have. And with um, my 00:58:14.630 --> 00:58:17.239 fellow Commissioners including um, our soon to be new 00:58:17.239 --> 00:58:20.449 Commissioner um, Commissioner Douglas. So just looking 00:58:20.449 --> 00:58:23.769 forward to this year and continuing to work with everyone. 00:58:24.000 --> 00:58:28.090 Um, also just recognizing um the holiday on Monday, Martin 00:58:28.090 --> 00:58:31.389 Luther King Day. And the importance of continuing to 00:58:31.389 --> 00:58:34.159 strive to ensure equity in our work. Both inside the 00:58:34.159 --> 00:58:37.289 Commission as well as our work um, with constituents 00:58:37.300 --> 00:58:41.130 outside the Commission. Um and including to engage 00:58:41.130 --> 00:58:45.239 and ensure that our um, the ESJ action plan is meaningful. 00:58:45.239 --> 00:58:49.539 And applied um throughout our work. Uh and then I just 00:58:49.539 --> 00:58:52.929 wanted to note three events. We've got our Disadvantaged 00:58:52.940 --> 00:58:55.989 Communities Advisory Committee Meeting for January. 00:58:56.000 --> 00:59:00.440 Set for um, the 20th at 1pm. We also have a 00:59:00.440 --> 00:59:05.030 California Broadband Council Meeting at 930 on January 00:59:05.030 --> 00:59:10.349 25th. And then my I will be meeting um, with the Round 00:59:10.349 --> 00:59:13.289 Valley Tribe on February 1st to talk about our Tribal 00:59:13.289 --> 00:59:17.469 OIR and the Tribal Land Transfer Policy. Um, and again 00:59:17.469 --> 00:59:19.659 Happy New Year everyone. Looking forward to working 00:59:19.659 --> 00:59:21.760 with all of you. 00:59:21.760 --> 00:59:25.070 Thank you Commissioner Houck. Um, Commissioner 00:59:25.070 --> 00:59:28.179 Reynolds, do have a report? No report from me. Thank 00:59:28.179 --> 00:59:33.300 you, President Reynolds. Okay, great. Um, for my Commissioner 00:59:33.300 --> 00:59:37.920 report today, I would first like to comment on a very 00:59:37.920 --> 00:59:42.369 concerning situation in the natural gas market. Um, 00:59:42.380 --> 00:59:45.150 concurrently with the Storm Commission, storm conditions 00:59:45.159 --> 00:59:48.320 impacting California's electrical infrastructure, over 00:59:48.320 --> 00:59:51.800 the past few weeks. Our energy system is also being 00:59:51.800 --> 00:59:55.730 impacted by a less, in a less visible way. By a dramatic 00:59:55.739 --> 01:00:00.320 increase in natural gas prices. Natural gas price to 01:00:00.329 --> 01:00:04.099 natural gas price cost paid by utilities. Are passed 01:00:04.110 --> 01:00:07.989 through a cost directly to utility customers. Causing 01:00:07.989 --> 01:00:10.409 residents throughout the state to be faced with higher 01:00:10.409 --> 01:00:13.400 energy bills this winter. And these high costs could 01:00:13.400 --> 01:00:17.010 continue if market conditions persist. Additionally, 01:00:17.010 --> 01:00:20.150 given the role that natural gas plays in electricity 01:00:20.150 --> 01:00:23.039 production, especially during winter weather conditions. 01:00:23.050 --> 01:00:26.690 Um, that impact the availability of renewable resources. 01:00:26.699 --> 01:00:30.269 Higher gas prices, impact electricity bills as well. 01:00:31.190 --> 01:00:35.079 Every year we closely track natural gas prices in preparation 01:00:35.079 --> 01:00:38.860 for the winter. And this year, prices have tripled since 01:00:38.869 --> 01:00:43.309 early December. Upon seeing these price spikes in December. 01:00:43.320 --> 01:00:46.780 We promptly communicated with the investor and utilities 01:00:46.789 --> 01:00:50.369 to enhance customer communications via email. Social 01:00:50.369 --> 01:00:53.860 media, customer calls, bill inserts, community based 01:00:53.860 --> 01:00:57.710 organizations, television spots, and even text messages 01:00:57.719 --> 01:01:01.489 to those enrolled in text communications. The Commission 01:01:01.489 --> 01:01:04.179 has been amplifying these messages through our social 01:01:04.179 --> 01:01:08.409 media channels, channels. These messages include information 01:01:08.409 --> 01:01:12.219 on enrolling in income qualified programs like (inaudible) 01:01:12.230 --> 01:01:16.179 vera, enrolling in seasonal billing plans to stabilize 01:01:16.190 --> 01:01:20.909 monthly bills. Opting into rate forecast tools and strategies 01:01:20.920 --> 01:01:24.150 to safely conserve. While retaining health comfort and 01:01:24.150 --> 01:01:28.750 safety during the holidays. Unfortunately, these spikes 01:01:28.750 --> 01:01:32.190 in gas prices have persisted and actually increased 01:01:32.199 --> 01:01:35.949 in January. These prices could be caused by several 01:01:35.949 --> 01:01:39.920 factors. Including gas pipelines serving Southern California 01:01:39.929 --> 01:01:43.010 from the Permian basin that are under repair. Cold 01:01:43.010 --> 01:01:45.739 temperatures hitting the West earlier than usual. And 01:01:45.739 --> 01:01:48.309 coal plant retirements outside the state creating 01:01:48.309 --> 01:01:52.710 increased competition for natural gas. While the PUC 01:01:52.710 --> 01:01:55.920 does not regulate gas prices or gas producers. Given 01:01:55.920 --> 01:01:59.809 the impact of these high prices on ratepayers. We will 01:01:59.809 --> 01:02:03.269 be taking additional actions starting with the convening 01:02:03.280 --> 01:02:06.769 of an en banc meeting where the Commission will consider 01:02:06.769 --> 01:02:09.789 this issue. The date will be announced soon. And we'll 01:02:09.789 --> 01:02:12.619 be using this to bring in market experts to highlight 01:02:12.619 --> 01:02:16.340 publicly. What what we're seeing with gas price spikes 01:02:16.349 --> 01:02:21.360 and, and impacts on electric prices. And examining all 01:02:21.360 --> 01:02:24.489 the possible drivers behind the gas price spikes and 01:02:24.489 --> 01:02:28.079 exploring potential actions that can be taken. Our 01:02:28.079 --> 01:02:31.119 Staff will also be reaching out to the Federal Energy 01:02:31.119 --> 01:02:34.000 Regulatory Commission. To request that their market 01:02:34.010 --> 01:02:37.309 surveillance and enforcement staff take a serious look 01:02:37.320 --> 01:02:39.909 at what is going on in the gas and electric markets 01:02:39.909 --> 01:02:43.420 in the West. Given that this is the West wide issue. 01:02:43.429 --> 01:02:47.429 We have also already started communications with Western 01:02:47.429 --> 01:02:50.750 States. On opportunities to work together on this issue 01:02:50.760 --> 01:02:54.980 to bring stability to customers. In addition, we'll 01:02:54.980 --> 01:02:57.889 be considering shifting the disbursement of the California 01:02:57.889 --> 01:03:01.639 Climate Credit, which is usually distributed in April. 01:03:01.650 --> 01:03:05.469 To instead provide bill credits as soon as possible 01:03:05.480 --> 01:03:10.880 for immediate relief to customer bills. 01:03:10.880 --> 01:03:15.250 And uh finally, I wanted to end on a more positive 01:03:15.250 --> 01:03:19.860 note. Um with the recognition of my Chief of Staff to 01:03:19.869 --> 01:03:23.679 Carrie Fleischer. I'm extremely pleased to report that 01:03:23.690 --> 01:03:26.900 Carrie started as my new Chief of Staff on January 3rd. 01:03:27.530 --> 01:03:30.349 Many of you know, Carrie from previous positions at 01:03:30.349 --> 01:03:34.010 the Commission. She served as my interim Energy Policy 01:03:34.010 --> 01:03:38.329 Advisor in 2022. And she's also held multiple positions 01:03:38.340 --> 01:03:42.730 before that, including advisor to Commissioner (inaudible) 01:03:42.730 --> 01:03:46.320 Senior Analyst in the Energy division. Carrie was a 01:03:46.329 --> 01:03:49.670 senior program associate at the U.S. Energy Foundation 01:03:49.670 --> 01:03:53.329 before coming to the Commission. And she was a program 01:03:53.329 --> 01:03:58.179 coordinator at SF Community Power from 2007 to 2009. 01:03:58.190 --> 01:04:01.340 She has a Master in City Planning, a Master of City 01:04:01.340 --> 01:04:03.800 Planning degree from University of California-Berkeley. 01:04:03.809 --> 01:04:07.650 So please join me in welcoming, welcoming Carrie as 01:04:07.650 --> 01:04:09.920 she takes on this new role. I'm looking forward to 01:04:09.920 --> 01:04:12.920 a busy year and I'm very grateful to have her support. 01:04:12.929 --> 01:04:17.480 And her leadership in my office. That concludes my Commissioner 01:04:17.480 --> 01:04:22.440 report. And with that, we have concluded that section 01:04:22.449 --> 01:04:25.809 of the agenda. That is the last thing on our agenda 01:04:25.820 --> 01:04:30.159 for today. And so I am going to now adjourn this public 01:04:30.159 --> 01:04:33.300 meeting of the California Public Utilities Commission. 01:04:33.309 --> 01:04:34.309 Thank you.
