these are just kind of an overview 01:36:15.700 --> 01:36:20.660 of the amount of violations that SED sounds. 01:36:20.660 --> 01:36:24.260 There were 33 violations of Commission safety rules that, 01:36:24.260 --> 01:36:26.710 this includes general order 95, 01:36:26.710 --> 01:36:28.667 and those general order of 95, 01:36:28.667 --> 01:36:30.420 for those that aren't familiar with it 01:36:30.420 --> 01:36:32.550 pertains to rules for overhead electric lines 01:36:32.550 --> 01:36:37.060 and construction resolution E4184 01:36:37.060 --> 01:36:40.282 that pertains to basically reporting 01:36:40.282 --> 01:36:42.780 of any reporting requirement 01:36:42.780 --> 01:36:45.110 that the utilities have to adhere to 01:36:45.110 --> 01:36:46.580 when there's incidents that occur 01:36:46.580 --> 01:36:49.070 and if they meet certain thresholds. 01:36:49.070 --> 01:36:52.840 And then also public utility goes code 451 01:36:52.840 --> 01:36:55.060 and that requires public utilities to furnish 01:36:55.060 --> 01:36:58.340 maintain adequate efficient just and reasonable service. 01:36:58.340 --> 01:37:02.530 So we found a total of 33 violations for some of the fires 01:37:02.530 --> 01:37:06.790 in 2017 and for the campfire about 12 violations. 01:37:06.790 --> 01:37:10.490 The 2017 and 2018 wildfires really resulted in 01:37:10.490 --> 01:37:12.860 unprecedented level of physical and economic harm. 01:37:12.860 --> 01:37:15.270 And it picked up very well apparent to those 01:37:16.330 --> 01:37:17.163 in present here. 01:37:17.163 --> 01:37:19.800 And in order for the penalties 01:37:19.800 --> 01:37:22.320 and the decision to have that appropriate punitive 01:37:22.320 --> 01:37:24.620 and deterrent impact the Commission determined 01:37:24.620 --> 01:37:26.790 through that decision, that rate payers, 01:37:26.790 --> 01:37:28.960 rather than the shareholders should receive the benefit 01:37:28.960 --> 01:37:30.980 of the tax savings of the --> 01:37:51.390 and that approved the settlement 01:37:51.390 --> 01:37:52.863 but with modification. 01:37:53.970 --> 01:37:57.280 This decision resolved the issues that were related 01:37:57.280 --> 01:38:00.690 to those 2017 and 2018 fires of PG&E, 01:38:00.690 --> 01:38:04.580 how PG&E electrical facilities played a role it in, 01:38:04.580 --> 01:38:06.213 in the ignition of these fires. 01:38:07.310 --> 01:38:10.160 As Rachel mentioned also the total penalties assessed 01:38:10.160 --> 01:38:12.940 against PG&E that was determined in that decision 01:38:12.940 --> 01:38:16.310 were amounted to 2.137 billion. 01:38:16.310 --> 01:38:18.240 And I provided this breakdown. 01:38:18.240 --> 01:38:23.240 So 1.823 billion was a disallowance related to wildfire 01:38:23.320 --> 01:38:24.520 expenditures. 01:38:24.520 --> 01:38:28.840 114 million was focus or allocated to the system 01:38:28.840 --> 01:38:30.070 enhancement initiatives. 01:38:30.070 --> 01:38:33.610 And that's what I'll be talking about more in detail today. 01:38:33.610 --> 01:38:36.050 And then there was a $200 million fine 01:38:36.050 --> 01:38:37.900 that was payable to the general fund. effort 01:39:01.399 --> 01:39:06.399 between PG&E, SED, the office of safety advocates 01:39:07.090 --> 01:39:10.870 which has now their role has been replaced 01:39:10.870 --> 01:39:13.060 by the safety policy division at the Commission 01:39:13.060 --> 01:39:15.750 and then the coalition of California utility employees. 01:39:15.750 --> 01:39:17.900 So those were the parties that were involved 01:39:17.900 --> 01:39:20.640 in designing and basically creating 01:39:20.640 --> 01:39:22.670 the System Enhancement Initiatives. 01:39:22.670 --> 01:39:24.550 These initiatives, they include things 01:39:24.550 --> 01:39:27.830 from vegetation management and electrical operations 01:39:27.830 --> 01:39:30.640 to analysis of reports and studies 01:39:30.640 --> 01:39:33.520 and root cause analysis suck kind of out of 01:39:33.520 --> 01:39:36.190 the PG&E is required to undertake. 01:39:36.190 --> 01:39:38.450 There's community engagement, focused initiatives, 01:39:38.450 --> 01:39:39.870 that it includes like town halls 01:39:39.870 --> 01:39:42.950 and more public participation meetings 01:39:42.950 --> 01:39:45.820 between PG&E executives, as well as the public 01:39:45.820 --> 01:39:50.820 on some of their wildfire initiatives. 01:39:52.230 --> 01:39:54.660 And then there's also transparency and accountability 01:39:54.660 --> 01:39:58.290 focused ones that include like requiring PG&E, 01:39:58.290 --> 01:40:00.160 like a manager or director to sign off 01:40:00.160 --> 01:40:02.840 on all the filings that they do are those 01:40:02.840 --> 01:40:03.800 before the Commission. 01:40:03.800 --> 01:40:08.400 So it's a broad spectrum of requirements 01:40:08.400 --> 01:40:11.740 that PG&E state here to undertake 01:40:11.740 --> 01:40:15.520 and making up for some of the destruction 01:40:15.520 --> 01:40:17.510 and stuff that was caused by those fires. 01:40:17.510 --> 01:40:19.430 So the settling parties initially agreed 01:40:19.430 --> 01:40:21.740 to a total amount of about 50 million 01:40:21.740 --> 01:40:24.150 of shareholder funding monies to be set aside for these, 01:40:24.150 --> 01:40:29.150 what we call SEI, but in the final decision 2005019 01:40:30.520 --> 01:40:32.410 that was increased by 64 million. 01:40:32.410 --> 01:40:35.500 So there's a total of almost $115 million 01:40:35.500 --> 01:40:37.350 allocated to these activities. 01:40:37.350 --> 01:40:40.000 And as I mentioned, there were four parties that were 01:40:40.000 --> 01:40:43.390 involved in crafting and developing these system 01:40:43.390 --> constant conversations. 01:41:31.530 --> 01:41:34.030 Like I'm emailing with PG&E on a, 01:41:34.030 --> 01:41:35.120 maybe not a weekly basis, 01:41:35.120 --> 01:41:37.270 but we're having monthly meetings and whatnot. 01:41:37.270 --> 01:41:39.170 And there's others that are really just 01:41:39.170 --> 01:41:40.310 for them to carry out. 01:41:40.310 --> 01:41:42.200 And the parameters are
