issued in July, 2019, 01:36:23.830 --> 01:36:26.340 which found that significant risks exist 01:36:26.340 --> 01:36:29.590 in CPU's handling of accounts receivable. 01:36:29.590 --> 01:36:32.173 Ms. Batjer showed no interest in that work, 01:36:33.560 --> 01:36:36.490 rather, she seemed fixated on personnel issues, 01:36:36.490 --> 01:36:38.380 with particular attention to how she could 01:36:38.380 --> 01:36:42.343 move more control to her office, a key division. 01:36:43.190 --> 01:36:44.840 I knew that the State Personnel Board 01:36:44.840 --> 01:36:46.390 was starting its audit, CPUC from private utility companies 01:38:17.070 --> 01:38:20.370 as of June 30th, 2019, 01:38:20.370 --> 01:38:23.430 with a significant portion of these accounts receivables 01:38:23.430 --> 01:38:50.010 --> 01:38:52.920 of demonstrating from the actual records of their hiring 01:38:52.920 --> 01:38:54.690 that these persons were, 01:38:54.690 --> 01:38:56.703 one, competitive and well qualified 01:38:56.703 --> 01:38:59.593 for the position they each applied to, 01:39:00.430 --> 01:39:04.760 B, or two, that compared to each other, 01:39:04.760 --> 01:39:06.020 to the other candidates, 01:39:06.020 --> 01:39:08.603 each was equal to or better than the candidates. 01:39:09.840 --> 01:39:12.830 Three, that I had properly exercised my discretion 01:39:12.830 --> audit focus on five employees? 01:39:51.850 --> 01:39:56.640 All of whom were experienced, well qualified 01:39:56.640 --> 01:39:59.230 by any objective standards, 01:39:59.230 --> 01:40:02.210 and competitive with the other candidates. 01:40:02.210 --> 01:40:06.210 The bottom line, is that the SPB investigation and report 01:40:06.210 --> 01:40:08.290 is deeply flawed and inaccurate, 01:40:08.290 --> 01:40:11.090 as I pointed out in several rebuttals, 01:40:11.090 --> 01:40:13.300 which the Commissioners did not see fit 01:40:13.300 --> 01:40:15.890 to provide to the SPB.
