WEBVTT 00:00:09.880 --> 00:00:14.034 We'd like to welcome everyone to the November 15, 2019, 00:00:14.046 --> 00:00:15.978 meeting of the Texas State Board of 00:00:15.990 --> 00:00:18.378 Education. As we frequently do during the 00:00:18.390 --> 00:00:20.748 school year, we have a student performance 00:00:20.760 --> 00:00:22.799 to begin our meetings, and I'm going 00:00:22.811 --> 00:00:26.845 to call on Miss Perez Diaz to introduce the Judson High School Mariachi. 00:00:39.970 --> 00:00:42.534 Good morning, Chair. 00:00:42.546 --> 00:00:44.938 Good morning, fellow board members and 00:00:44.950 --> 00:00:47.151 our our wonderful audience. It is my 00:00:47.163 --> 00:00:49.991 pleasure to introduce the Judson High School 00:00:50.003 --> 00:00:52.632 Mariachi Band. Judson High School Mariachi 00:00:52.644 --> 00:00:55.039 has been in existence for three years, 00:00:55.051 --> 00:00:59.729 starting as an after school program in 2016. And there was so much interest 00:00:59.741 --> 00:01:02.614 that a formal class was launched the following 00:01:02.626 --> 00:01:05.020 year. This group consists of orchestra 00:01:05.032 --> 00:01:09.646 students branching out into mariachi, as well self-taught musicians. These 00:01:09.658 --> 00:01:12.411 young adults are extremely talented, they're 00:01:12.423 --> 00:01:14.696 incredible, and always inspirational 00:01:14.708 --> 00:01:19.574 to listen to music. Director Robert Sabo supervises both the orchestra and the 00:01:19.586 --> 00:01:24.548 mariachi agents in high school and is in his seventh year of teaching in the San 00:01:24.560 --> 00:01:29.411 Antonio area. Mr. Sabo began teaching at Edgewood ISD in 2013 where he started 00:01:29.423 --> 00:01:31.925 orchestra programs at each of the middle 00:01:31.937 --> 00:01:34.636 schools and restarted the orchestra program 00:01:34.648 --> 00:01:39.505 at the Fine Arts Academy, where he led students to win the first UIL awards in 00:01:39.517 --> 00:01:42.080 the district's history. In 2016, Mr Szabo 00:01:42.092 --> 00:01:44.482 took over the award winning program at 00:01:44.494 --> 00:01:49.348 Judson High School, where he started the school's Mariachi program. Along with 00:01:49.360 --> 00:01:52.171 teaching, Mr. Sabo also performs with several 00:01:52.183 --> 00:01:54.638 professional Mariachi groups and string 00:01:54.650 --> 00:01:59.510 quartets in the San Antonio area. So, without further ado, the Judson mariachi 00:01:59.534 --> 00:06:24.234 (mariachi music plays) 00:06:24.258 --> 00:07:23.958 (sound cuts out) 00:07:23.982 --> 00:07:26.520 I wanna begin by 00:07:26.532 --> 00:07:29.754 thinking you all, our young adults from Judson 00:07:29.766 --> 00:07:32.848 High School Mariachi. You all are phenomenal. 00:07:32.860 --> 00:07:35.618 Thank you. And this is a perfect example 00:07:35.630 --> 00:07:38.439 of why the arts should and continue to be 00:07:38.451 --> 00:07:41.138 very, very important for our education. 00:07:41.150 --> 00:07:43.966 We recognize that when we are cultivating 00:07:43.978 --> 00:07:46.806 young artists and musicians, this is good 00:07:46.818 --> 00:07:49.760 for everybody. So thank you so much for the 00:07:49.772 --> 00:07:52.526 work that you do. I I also want to think 00:07:52.538 --> 00:07:55.083 tha Director Robert Sabo. On behalf of 00:08:00.958 --> 00:08:03.714 the Texas State Board of Education State 00:08:03.726 --> 00:08:06.745 Board of Education District Three, I want to 00:08:06.757 --> 00:08:09.654 provide you with this certificate from the 00:08:09.666 --> 00:08:15.103 state board thanking you for all of your work and thanking you for bringing your 00:08:15.115 --> 00:08:17.861 students this morning. And they got they 00:08:17.873 --> 00:08:20.766 got in cars and made the trek up here this 00:08:20.778 --> 00:08:23.924 morning at 6 a.m. So thank you for being here. 00:08:23.936 --> 00:08:26.692 And then before we run to take pictures, 00:08:26.704 --> 00:08:29.992 I also wanted just to acknowledge Superintendent 00:08:30.004 --> 00:08:32.294 Jenette Ball, who was not able to 00:08:32.306 --> 00:08:37.678 be here, but for through her leadership, was was quick to jump at this exciting 00:08:37.690 --> 00:08:40.977 opportunity. I also wanted to recognize Director 00:08:40.989 --> 00:08:43.883 of Fine Arts, Mr Keith Witt. The principal 00:08:43.895 --> 00:08:46.774 of Judson high school, Mr Jesse Hernandez. 00:08:46.786 --> 00:08:49.543 And then last but certainly not least my 00:08:49.555 --> 00:08:55.080 husband Rafael Diaz, who is a Judson ISD board trustee. So thank you all so much. 00:08:55.080 --> 00:08:59.660 If Grab a quick picture of everybody in the middle. Perfect. 00:10:07.234 --> 00:10:11.073 And I'm so sorry, I meant to do this, I had to thank 00:10:11.085 --> 00:10:14.834 the parents that are in the audience that came to support their students. 00:10:14.858 --> 00:10:24.858 (continues in Spanish) 00:10:24.882 --> 00:10:30.482 (applause) 00:11:45.459 --> 00:11:49.151 That was outstanding. Thank 00:11:49.163 --> 00:11:52.788 you, Miss Perez Diaz for having them come and 00:11:52.800 --> 00:11:56.499 an incredible performance. And we always, it's 00:11:56.511 --> 00:12:00.063 always, I think, the highlight of our entire 00:12:00.075 --> 00:12:03.750 week is to have the students come in and visit 00:12:03.762 --> 00:12:07.291 with us and provide that for us. So now I'll 00:12:07.303 --> 00:12:10.512 ask Miss Boharich to please bring us the 00:12:10.524 --> 00:12:14.217 invocation and also to lead us in the pledges. 00:12:14.242 --> 00:12:17.219 Well, I thought today I 00:12:17.231 --> 00:12:20.012 would share a little bit because we had 00:12:20.024 --> 00:12:22.659 a wonderful reception last night about 00:12:22.671 --> 00:12:25.806 leadership. And so I thought I'd bring some 00:12:25.818 --> 00:12:29.077 words of in my indication regarding leadership 00:12:29.089 --> 00:12:31.803 that I know we all believe in and want 00:12:31.815 --> 00:12:37.464 to remember. Lord, leadership's hard to find. Lord, let us be the ones to define 00:12:37.476 --> 00:12:40.176 it with integrity. Leadership is like a 00:12:40.188 --> 00:12:43.388 handful of water. Lord, let us be the people 00:12:43.400 --> 00:12:46.594 to share it with those who thirst. Leadership 00:12:46.606 --> 00:12:49.255 is not about watching and correcting. 00:12:49.267 --> 00:12:52.318 Lord, let us remember, it's about listening 00:12:52.330 --> 00:12:55.046 and connecting. Leadership's not about 00:12:55.058 --> 00:13:00.639 telling people what to do. Lord, let us align with what people desire for their 00:13:00.651 --> 00:13:03.695 children. Leadership is less about the love 00:13:03.707 --> 00:13:06.693 of power and more about the power of love. 00:13:06.705 --> 00:13:09.267 Lord, as we continue to undertake the 00:13:09.279 --> 00:13:12.271 role of leader, let us be affirmed by the 00:13:12.283 --> 00:13:14.981 servant leadership we witnessed in your 00:13:14.993 --> 00:13:18.051 son, Jesus. Let us walk in the path he set 00:13:18.063 --> 00:13:20.977 and let us let those who will follow. Let 00:13:20.989 --> 00:13:23.705 our greatest passion be compassion and 00:13:23.717 --> 00:13:26.692 understanding, our greatest strength Love, 00:13:26.704 --> 00:13:29.622 our greatest victory the reward of peace. 00:13:29.634 --> 00:13:32.615 In leading let us never fail to follow. In 00:13:32.627 --> 00:13:35.412 loving let us never fail. I asked today 00:13:35.424 --> 00:13:38.541 that you give a very special blessing to our 00:13:38.553 --> 00:13:41.405 new chair, Dr. Kevin Ellis. May Dr Ellis 00:13:41.417 --> 00:13:44.262 guide us by the power of your wisdom and 00:13:44.274 --> 00:13:47.340 with your love. In your name we pray, amen. 00:13:47.365 --> 00:13:51.571 All right now pledges. First 00:13:51.583 --> 00:13:55.625 the American flag. I pledge allegiance to the 00:13:55.637 --> 00:13:59.585 flag of the United States of America, and to 00:13:59.597 --> 00:14:03.557 the Republic for which it stands, One nation 00:14:03.569 --> 00:14:07.754 under God, indivisible with liberty and justice 00:14:07.766 --> 00:14:11.701 for all. Now the Texas flag. Honor the Texas 00:14:11.713 --> 00:14:15.817 flag. I pledge allegiance to Texas, one state, 00:14:15.829 --> 00:14:19.420 one and indivisible. Thank you, Members. 00:14:29.420 --> 00:14:32.059 Thank you, Miss Bahorich, 00:14:32.071 --> 00:14:34.722 for that. Will staff, please, call the roll. 00:14:34.747 --> 00:14:40.844 Miss Perez. Mr. Cortez. Miss Perez 00:14:40.856 --> 00:14:46.743 Diaz Allen. Mr. Mercer. Mrs. Boharich. Dr. Robinson. 00:14:46.755 --> 00:14:52.858 Mrs Cargill. Mr. Maynard. Miss Hardy. Mrs Little. Thank you. we do have 00:15:07.149 --> 00:15:10.922 a core in presence of the first business to be 00:15:10.934 --> 00:15:14.620 considered his approval of the minutes of the 00:15:14.632 --> 00:15:18.490 State Board of Education meeting from September 00:15:18.502 --> 00:15:22.024 13th 2019. Are there any corrections to the 00:15:22.036 --> 00:15:25.972 minute? There are none. The minutes are approved 00:15:25.984 --> 00:15:29.593 next business and orders the presentation of 00:15:29.605 --> 00:15:33.547 resolutions. Miss Hardy, I believe you are first 00:15:33.572 --> 00:15:37.046 Good morning. As a teacher and 00:15:37.058 --> 00:15:40.692 as a coordinator in the State of Texas in social 00:15:40.704 --> 00:15:44.035 studies, it was my pleasure, for many years, 00:15:44.047 --> 00:15:47.465 to be a in charge of the state finals for the 00:15:47.477 --> 00:15:51.325 National Geography Bee, and so I started doing this 00:15:51.337 --> 00:15:54.826 in the last 10 years, and I have to say, every 00:15:54.838 --> 00:15:58.395 child that was a part of the geography has been 00:15:58.407 --> 00:16:01.977 extremely successful. The first one to graduate 00:16:01.989 --> 00:16:05.307 from college graduated this last year with a 00:16:05.319 --> 00:16:09.019 degree in economics and is now working in London. 00:16:09.031 --> 00:16:12.429 He went to Harvard. So all the kids have been 00:16:12.441 --> 00:16:16.073 very, very successful. This is one of the things 00:16:16.085 --> 00:16:19.776 that many students will participate in throughout 00:16:19.788 --> 00:16:22.898 their school time period. Well, we have a 00:16:22.910 --> 00:16:26.311 very special person here today that is a part 00:16:26.323 --> 00:16:29.810 of that. Nahar, would you please come forward. 00:16:29.810 --> 00:16:34.641 Good. This young man is a superstar. Not only did he 00:16:34.653 --> 00:16:39.496 win the National Geographic Society’s geography bee. He also won the 00:16:39.508 --> 00:16:44.766 Script’s Spelling bee. I mean, that's a double, that's what we call double 00:16:44.778 --> 00:16:49.556 hitter. Anyway, his parents are here today. Sushma, is that how you 00:16:49.568 --> 00:16:54.262 say it? And how do you say your dad’s name? Nariano? Okay. And the 00:16:54.274 --> 00:16:59.471 representatives are here from Leander. I was trying to find them. Leander 00:16:59.483 --> 00:17:04.463 ISD. Oh, back here, okay? You split up on me, Dr. Gary and the, which, 00:17:04.475 --> 00:17:09.397 who's the principal, you're just all supporters of the program. And I 00:17:09.409 --> 00:17:14.382 appreciate the social studies people, Kipp Harmon, and you'll see Kipp 00:17:14.394 --> 00:17:19.449 Harmon because he represents the Texas Social Studies Group. So he's in 00:17:19.461 --> 00:17:24.440 the ???. He's not a spy. He's a real guy. One of his assistants who is 00:17:24.452 --> 00:17:29.302 also very active with the social studies world. Nahar is, at the age 00:17:29.314 --> 00:17:34.290 of 11, became the co-champion of the 2016 Script Spelling bee. To this 00:17:34.302 --> 00:17:39.079 day, he remains the bee's youngest champion in its 92 year history. 00:17:39.091 --> 00:17:44.354 Did you know that? Then last May, he won the National Geographic Geography 00:17:44.366 --> 00:17:48.868 Bee, which used to be called the National Geographic Bee. He is 00:17:48.880 --> 00:17:53.852 the fifth Texas student to win this competition in 10 years. Yeah, and 00:17:53.864 --> 00:17:58.707 you can see photos of, are they doing the photos? They were gonna do 00:17:58.719 --> 00:18:03.416 some photos of the previous winners. Some of you may remember them 00:18:03.428 --> 00:18:08.418 because they were very memorable students, I can tell you that. Uh-oh, 00:18:08.430 --> 00:18:13.335 there’s, yeah, that was the most recent. So this is an incredible, an 00:18:13.347 --> 00:18:18.545 incredible honor here. Nahar is the only person, though, to have actually 00:18:18.557 --> 00:18:23.679 won the spelling bee and the geography bee. We have a resolution in your 00:18:23.691 --> 00:18:28.473 honor and I'm gonna read this resolution and I'm gonna bring up the 00:18:28.485 --> 00:18:33.389 two representatives from the Governor's Office. Marianne and Madison, 00:18:33.401 --> 00:18:38.316 would y’all come forward because we have a beautiful certificate from 00:18:38.328 --> 00:18:43.307 the governor and a resolution. I’m gonna read the resolution. I've put 00:18:43.319 --> 00:18:48.241 this in large print. They know me. Whereas knowledge of the world and 00:18:48.253 --> 00:18:53.299 the ability to express oneself, oneself, skills, excuse me, oneself are 00:18:53.311 --> 00:18:58.019 important skills for a well-educated person. And whereas not Nahar 00:18:58.031 --> 00:19:02.662 Jenga, a ninth grade student at Vandegriff High School in Leander 00:19:02.674 --> 00:19:07.809 Independent School District, developed a love for spelling and geography 00:19:07.821 --> 00:19:12.653 at an early age. And whereas last May, at the age of 14, Nahar Jenga 00:19:12.665 --> 00:19:17.789 became the first student to win both the National Geographic Geo Bee and 00:19:17.801 --> 00:19:22.849 the Script's National Spelling Bee. And whereas Nahar was just 11 years 00:19:22.861 --> 00:19:27.640 old when in 216, he became the co-champion of the National Spelling 00:19:27.652 --> 00:19:32.415 Bee. And whereas he remains the youngest winner of, in the Bee’s 92 00:19:32.427 --> 00:19:37.414 year history, whereas after achieving this honor, he began to focus on 00:19:37.426 --> 00:19:42.266 geography, you know, he couldn't do two things at once. I don't know 00:19:42.278 --> 00:19:47.412 what that's about. Whereas he entered the geography bee with an academic 00:19:47.424 --> 00:19:52.397 competition that helps improve students’ knowledge of world geography, 00:19:52.409 --> 00:19:57.183 world cultures, and physical features of history and Earth science. 00:19:57.195 --> 00:20:02.315 Whereas more than 120 million students have participated in the National 00:20:02.327 --> 00:20:07.389 Geographic Geography Bee, formerly known as the National Geographic Bee 00:20:07.401 --> 00:20:12.025 since it began in 1988. Whereas fierce competition in this year's 00:20:12.037 --> 00:20:17.307 championship lead to a five tiebreaker rounds. I was worn out watching it. 00:20:17.319 --> 00:20:22.020 I mean, you just can't imagine. Now, Nahar took top honors when he 00:20:22.032 --> 00:20:27.237 correctly answered this question. More than 1\/3 of Norway's northernmost 00:20:27.249 --> 00:20:32.011 county is located on what plateau? Anyone venture a guess? Whereas, 00:20:32.023 --> 00:20:36.937 oh, well, if you're struggling for the answer, this Texas student can 00:20:36.949 --> 00:20:42.208 tell you the answer is the Finmark Plateau, and I could actually pronounce 00:20:42.220 --> 00:20:46.930 it. Last time, I had to have the student pronounce what the answer 00:20:46.942 --> 00:20:51.776 was. Whereas in this extensive knowledge of the Earth and its people 00:20:51.788 --> 00:20:56.776 earn Nahar a trip to the Galapagos Islands as a part of the expedition 00:20:56.788 --> 00:21:01.840 aboard the ship, the National Geographic Endeavor, as well as a $25,000 00:21:01.852 --> 00:21:06.634 college scholarship. And whereas Nahar joins an elite group of five 00:21:06.646 --> 00:21:09.788 Texans who won this prestigious competition. 00:21:09.800 --> 00:21:12.112 Now and therefore be it resolved 00:21:12.124 --> 00:21:17.040 that the State Board of Education extends its warmest congratulations 00:21:17.052 --> 00:21:21.680 to Nahar Jenga, his family and his school district for a job well 00:21:21.692 --> 00:21:26.403 done, and be it further resolved that the State Board of Education 00:21:26.415 --> 00:21:31.322 expresses its hope that Nahar Jenga will continue to his education in 00:21:31.334 --> 00:21:36.041 such an exemplary manner, bringing honor to himself and his state. 00:21:36.053 --> 00:21:40.825 Witness our signatures. 15th day of November 2019 in Austin, Texas, 00:21:40.837 --> 00:21:45.762 Kevin Ellis, Chair, and Georgina Perez, secretary So congratulations. 00:21:54.798 --> 00:22:04.530 I think you, you want to vote on it before we go any further? 00:22:04.555 --> 00:22:07.691 Yes. I would like to say congratulations. Nahar. And all 00:22:07.703 --> 00:22:09.430 those in favor of adopting the resolution 00:22:09.442 --> 00:22:10.850 presented by Miss Hardy, say aye. 00:22:10.850 --> 00:22:12.285 Aye 00:22:12.310 --> 00:22:14.263 This resolution is adopted. 00:22:14.288 --> 00:22:16.982 Thank you. I think he's gonna have a few 00:22:16.994 --> 00:22:19.842 words for you, so I'm going to let you take the podium here 00:22:19.867 --> 00:22:25.521 Okay, so first of all, I just want to say thank you for inviting me 00:22:25.533 --> 00:22:31.420 here. I mean, it's always been a dream of mine to come like to see, like, a big 00:22:31.432 --> 00:22:37.091 Texas State Board meeting like this, like LISD has invited me to their board 00:22:37.103 --> 00:22:43.143 meetings. But obviously, the Texas State Board is much bigger. In school, all the 00:22:43.155 --> 00:22:45.853 time, when we do like work sheets and 00:22:45.865 --> 00:22:49.014 stuff, all my teachers always tell me the 00:22:49.026 --> 00:22:54.824 Texas State Board makes us do this. The Texas State Board make us. But I think 00:22:54.836 --> 00:22:57.903 that's very good of you guys, because all 00:22:57.915 --> 00:23:00.701 my friends from other states are very 00:23:00.713 --> 00:23:06.370 disappointed in their state board. And clearly I'm not disappointed in mine. 00:23:06.370 --> 00:23:12.993 I think like you guys doing all this has really brought me support 00:23:13.005 --> 00:23:18.942 for winning my competitions. I mean, it's just not myself doing it. 00:23:18.954 --> 00:23:25.365 It's would be, like, close to impossible for me to win those competitions 00:23:25.377 --> 00:23:31.800 without you guys getting me the support. So thank you for doing all this. 00:23:31.825 --> 00:23:38.246 Thank you for those kind words, we needed them. This is the 00:23:38.258 --> 00:23:41.886 resolution here. Get a couple of copies of 00:23:41.898 --> 00:23:45.285 that one for your mom. And here is your 00:23:45.297 --> 00:23:49.091 thing from the governor's office. And by the 00:23:49.103 --> 00:23:52.486 way, right, bring that in. The governor 00:23:52.498 --> 00:23:58.938 could not be here today, but he did say he would like to set up a time when 00:23:58.962 --> 00:24:00.962 (pause for photo) 00:24:02.363 --> 00:24:07.269 Where he could come over to the governor's 00:24:07.281 --> 00:24:12.449 office and have his picture taken. Did they get that working? 00:24:12.461 --> 00:24:17.623 These are the ladies that will work that out for you. because 00:24:17.635 --> 00:24:22.643 he could not be here today. All right, thank you very much. 00:24:22.668 --> 00:24:25.237 Thank you, Miss Hardy. 00:24:25.249 --> 00:24:27.768 I don't think it's an order right now to 00:24:27.780 --> 00:24:32.707 make a amendment to our world geography teach to add a certain plateau to that. 00:24:32.719 --> 00:24:35.230 Maybe next meeting. We'll, yeah, we work 00:24:35.242 --> 00:24:37.826 on that. I would now like to call on Mary 00:24:37.838 --> 00:24:40.662 Lynn Pronetta from the office of the Governor 00:24:40.674 --> 00:24:43.018 to present a very special resolution. 00:24:46.843 --> 00:24:49.777 Good morning, everyone. My name 00:24:49.789 --> 00:24:52.462 is Mary Lynn Pronetta, and I'm Governor Abbott's 00:24:52.474 --> 00:24:55.523 educational policy adviser. I'm here with my colleague, 00:24:55.535 --> 00:24:58.105 Madison Yendale, to present the recognition to 00:24:58.117 --> 00:25:00.726 Donna Bahorich on behalf of our office. Donna's 00:25:00.738 --> 00:25:03.796 tireless service to the SBOE for the past six years has 00:25:03.808 --> 00:25:06.806 been simply incredible. Her commitment to transparency 00:25:06.818 --> 00:25:09.554 and stakeholder feedback has improved the board's 00:25:09.566 --> 00:25:12.440 processes. She's initiated the educator round tables 00:25:12.452 --> 00:25:15.120 and furtherance of this school. In addition, she 00:25:15.132 --> 00:25:18.121 works to ensure that every single member of this board 00:25:18.133 --> 00:25:20.916 has their voice heard and that things that they're 00:25:20.928 --> 00:25:23.532 passionate about become the focus of the board. 00:25:23.544 --> 00:25:26.324 We're so grateful for Donna and her service in the 00:25:26.336 --> 00:25:29.219 governor's office. So please join me in saying thank 00:25:29.231 --> 00:25:32.235 you to Donna and the presentation of this recognition. 00:25:32.259 --> 00:25:34.259 (applause) 00:25:39.860 --> 00:25:42.218 AS present that I would 00:25:42.230 --> 00:25:44.601 also like to present her with a ceremonial 00:25:44.613 --> 00:25:47.143 gavel. You are not allowed to use this during 00:25:47.155 --> 00:25:49.587 this meeting. For ceremonial purposes only. 00:25:49.611 --> 00:26:29.929 (inaudible photo and audience chatter) 00:26:29.929 --> 00:26:31.897 Okay. The next item of business is public 00:26:31.909 --> 00:26:33.890 testimony. I'll call on staff to bring forth our testifiers. 00:26:41.210 --> 00:26:44.328 Peyton Walcott, followed by Mary Lynn Gerstenschlager, 00:27:08.900 --> 00:27:12.223 Good morning, everybody. 00:27:12.235 --> 00:27:14.794 What a great performance and how 00:27:14.806 --> 00:27:21.178 wonderful to be in a room full of people who love and care about our Texas public 00:27:21.190 --> 00:27:27.323 schools and our Texas school Children. I'm here as a person, as a grandmother. 00:27:27.335 --> 00:27:32.935 My husband's a decorated war hero. Vietnam and Korea. He's one of those 00:27:32.947 --> 00:27:38.844 guys with the baseball caps that people come up to every time we go out. My 00:27:38.856 --> 00:27:44.842 daughters are public service oriented. Also, one is a healer. The other does 00:27:44.854 --> 00:27:50.756 humanitarian aid in different places in the world. My granddaughter teaches 00:27:50.768 --> 00:27:56.683 school in South America. We, I feel this is, this public services the price 00:27:56.695 --> 00:28:00.096 we pay for occupying space on planet Earth. 00:28:00.108 --> 00:28:03.057 I'm glad to be here, and I appreciate 00:28:03.069 --> 00:28:08.976 everybody who has made a comment in the past about public schools and about 00:28:08.988 --> 00:28:11.538 charter schools. I understand the 00:28:11.550 --> 00:28:14.889 beginning of the charter school movement, 00:28:14.901 --> 00:28:18.157 20 years ago, was to help are underserved 00:28:18.169 --> 00:28:20.814 children who were certainly being 00:28:20.826 --> 00:28:26.490 underserved. But we have many challenges with the charter operation now, 00:28:26.502 --> 00:28:32.412 Mary Lynn Gerstenschlager and I tramped the ledge yesterday. We were at the 00:28:32.424 --> 00:28:35.675 Senate and house. Tell me when I'm almost 00:28:35.687 --> 00:28:38.484 out of time. Please. We were at the 00:28:38.496 --> 00:28:44.490 Leg trying to find out who authorized the CMO-based lease revenue bonds that 00:28:44.502 --> 00:28:47.822 the charter schools are moving into. Where 00:28:47.834 --> 00:28:50.624 we taxpayers pay the bond payments, 00:28:50.636 --> 00:28:53.886 say for a new high school or whatever but 00:28:53.898 --> 00:28:56.849 unlike Leander and Judson or whatever 00:28:56.861 --> 00:29:00.107 the school district would own them. These 00:29:00.119 --> 00:29:02.912 lease revenue bonds are set up such 00:29:02.924 --> 00:29:08.598 that the CMO owns them, and then once we pay for them, then we also have 00:29:08.610 --> 00:29:14.502 the privilege of paying rent on them. And this is something only taxpayers, 00:29:14.514 --> 00:29:20.108 or only tax driven. But we have no say in it because the boards are all 00:29:20.120 --> 00:29:26.096 appointed. I sent, we sent y'all some information earlier, I got the Harmony 00:29:26.108 --> 00:29:29.440 Check Register, and thank them so much for 00:29:29.452 --> 00:29:32.407 for giving me that. TEA's PEIMS shows 00:29:32.419 --> 00:29:38.232 Harmony spending for the last reporting period as being, I think, 4 or 500 00:29:38.244 --> 00:29:43.992 million. When you add up and I had to have an IT guy add it for me. Their 00:29:44.004 --> 00:29:47.251 check register totals 1.9 billion, so say 00:29:47.263 --> 00:29:50.212 400, 500 million at TEA on the books, 00:29:50.224 --> 00:29:55.899 and the 1.9 billion that's non payroll. How do we have this going on? So 00:29:55.911 --> 00:30:01.805 anyway, I'll stop. I would love to talk to any of you. I live an hour north 00:30:01.817 --> 00:30:07.879 of here. I will come meet you just about anywhere. Georgina Perez is a little 00:30:07.891 --> 00:30:14.024 bit farther than everybody else, but I would still meet anybody who would like 00:30:14.036 --> 00:30:19.870 to talk about any of this because I love our schools. God bless everybody. 00:30:19.870 --> 00:30:24.990 Mary Lynn Gerstencchlager 00:30:31.815 --> 00:30:36.843 Good morning, everyone. My name's Mary Lynn 00:30:36.855 --> 00:30:42.240 Gerstenschlager, and I'm here for myself as a concerned citizen and taxpayer. 00:30:42.252 --> 00:30:47.355 My two children graduated from Texas public schools and universities. I'm 00:30:47.367 --> 00:30:52.551 also a grandmother. For full disclosure, I'm the former vice president and 00:30:52.563 --> 00:30:57.663 education liaison for Texas Eagle Form. I'm here today regarding the lack 00:30:57.675 --> 00:31:02.856 of accountability and transparency for Harmony Public Schools. The Harmony 00:31:02.868 --> 00:31:07.766 Public Schools have been my focus since 2011 when Texas passed the law 00:31:07.778 --> 00:31:12.965 that allowed charter schools to use the permanent school fund to guarantee 00:31:12.977 --> 00:31:18.144 school construction bonds. At the time, I and another grandmother you just 00:31:18.156 --> 00:31:22.990 met, Peyton Walcott, supported two bills that would have required all 00:31:23.002 --> 00:31:28.037 charter operators to be American citizens and all school check registers 00:31:28.049 --> 00:31:33.165 to be placed online. Both bills failed to pass. The Texas Charter Schools 00:31:33.177 --> 00:31:38.140 Association claimed that this was quote, the largest legislative reform 00:31:38.152 --> 00:31:43.265 for charters in a decade, unquote. And quote, allowing charter schools to 00:31:43.277 --> 00:31:48.315 have access to the permanent school fund helps highly effective charters 00:31:48.327 --> 00:31:53.378 meet their demand, helps direct taxpayer money back into the classrooms, 00:31:53.390 --> 00:31:58.345 and costs nothing to the state, unquote. In my 20 years experience as a 00:31:58.357 --> 00:32:01.311 self-funded, full-time volunteer lobbyist, 00:32:01.323 --> 00:32:03.738 I learned that most citizens don't 00:32:03.750 --> 00:32:08.918 know that charter schools are taxpayer funded. This has been confirmed for 00:32:08.930 --> 00:32:13.834 almost nine years while presenting dozens of speeches all across Texas 00:32:13.846 --> 00:32:19.218 about the Harmony Schools. While the Harmony Public Schools have dramatically 00:32:19.230 --> 00:32:24.062 increased in the number of campuses and student enrollment, as Peyton 00:32:24.074 --> 00:32:29.176 reported today, the Harmony public schools have used millions of taxpayer 00:32:29.188 --> 00:32:33.819 dollars for things outside the classroom. I don't see the taxpayer 00:32:33.831 --> 00:32:38.925 dollars have been directed, quote, back into, unquote, the classroom as a 00:32:38.937 --> 00:32:41.893 result of the 2011 PSF School Construction 00:32:41.905 --> 00:32:44.044 Bond Guarantee law. How tragic 00:32:44.056 --> 00:32:49.018 that it is two grandmothers who are here today reporting on the Harmony 00:32:49.030 --> 00:32:53.936 Public Schools when our tax dollars paid the Texas Education Agency to 00:32:53.948 --> 00:32:59.045 oversee our charter schools, including their check registers. In closing, 00:32:59.057 --> 00:33:04.167 I implore you to put the Harmony Public Schools and their check registers 00:33:04.179 --> 00:33:09.006 under the microscope and also hold the TEA to accounts, so the public 00:33:09.018 --> 00:33:14.065 knows how our tax dollars are actually being spent. Thank you very much. 00:33:15.690 --> 00:33:19.358 Thank you, testiefiers. Are there any questions 00:33:19.370 --> 00:33:22.666 for the members? And I would remind our members, as this is 00:33:22.678 --> 00:33:26.104 public testimony, and we're not posted for any specific topic, 00:33:26.116 --> 00:33:29.500 that should just be for any clarifying questions. Mr. Mercer? 00:33:29.525 --> 00:33:31.856 Just a question to counsel. 00:33:31.868 --> 00:33:34.160 The tuition's I'm hearing, are all charters 00:33:34.172 --> 00:33:36.457 schools, the board members are not elected. 00:33:36.469 --> 00:33:38.453 And the question would be, do we have 00:33:38.465 --> 00:33:40.747 purview of that or is that Legislature? And 00:33:40.759 --> 00:33:42.793 second question about the online check 00:33:42.805 --> 00:33:45.093 register, is that a purview we have or does 00:33:45.105 --> 00:33:47.458 that belong to the House and Senate? And the 00:33:47.470 --> 00:33:49.640 first question being, the charter schools 00:33:49.652 --> 00:33:51.781 not having elected board members is that 00:33:51.793 --> 00:33:54.074 something we have authority over? Is a bond 00:33:54.086 --> 00:33:56.169 that belongs to Legislature? The second 00:33:56.181 --> 00:33:58.719 question about the online check register because 00:33:58.731 --> 00:34:00.864 I think it's a great thing that have but 00:34:00.876 --> 00:34:03.055 is not required. That requirement will be 00:34:03.067 --> 00:34:05.310 with us or belong to the House and Senate? 00:34:05.335 --> 00:34:08.263 So, the first one, the governance 00:34:08.275 --> 00:34:11.216 of the charter schools, that is a Legislative 00:34:11.228 --> 00:34:14.034 prerogatives. That's that's what set up. As 00:34:14.046 --> 00:34:16.736 far as the check register, I believe that 00:34:16.748 --> 00:34:19.408 is also legislative. But you do have some 00:34:19.420 --> 00:34:22.347 authorities in Chapter 44 about finances. I'd 00:34:22.359 --> 00:34:25.152 like to do that. A little more research for 00:34:25.164 --> 00:34:27.969 you on that before giving you a definitive. 00:34:27.969 --> 00:34:32.277 Questions from members. Mr. Maynard. 00:34:32.302 --> 00:34:33.851 Mary Lynn. 00:34:33.877 --> 00:34:40.000 Can we call the testifiers back up? 00:34:40.012 --> 00:34:46.036 I think there are some questions for you. Testifiers? 00:34:49.161 --> 00:34:52.232 Okay, in your testimony that 00:34:52.244 --> 00:34:55.262 you referenced millions of dollars outside of 00:34:55.274 --> 00:34:58.088 the classroom. Can you elaborate on that a 00:34:58.100 --> 00:35:01.321 little bit with what you're referencing on that? 00:35:01.345 --> 00:35:05.031 Mrs. Walcott is the one who has scrutinized 00:35:05.043 --> 00:35:08.640 the check registers. And she would be the one to answer that question. 00:35:08.640 --> 00:35:10.204 Okay, I'm just curious what that, 00:35:10.228 --> 00:35:13.574 For example, 00:35:13.586 --> 00:35:17.583 yesterday we (inaudible from audience) Thank you, 00:35:17.595 --> 00:35:21.427 Barbara. For instance, they have spent money on 00:35:21.439 --> 00:35:25.442 bouncy houses, and usually in my school district, 00:35:25.454 --> 00:35:29.261 Weatherford, the PTA will raise, you know, have 00:35:29.273 --> 00:35:32.694 a bake sale or something to raise money to 00:35:32.706 --> 00:35:36.440 pay for something like a bouncy house to award 00:35:36.452 --> 00:35:39.799 children for something they've done well. 00:35:39.799 --> 00:35:44.261 Something big if I can interject. Harmony 00:35:44.273 --> 00:35:48.673 has had a bouncy house for kindergarten graduation for the 00:35:48.685 --> 00:35:53.228 girls basket, things that are pretty routine. In a regular I 00:35:53.240 --> 00:35:57.720 S D, taxpayers are paying for. But we've had no vote in it. 00:35:57.745 --> 00:36:00.819 Expensive lunches for staff, for Harmony's staff. 00:36:00.819 --> 00:36:06.311 a $6800 lunch, one lunch, another one 700 and something 00:36:06.323 --> 00:36:11.604 with almost no backup explaining why we spent so much money on a meal. 00:36:11.629 --> 00:36:15.720 Paying for H1B visas. Peyton has an excellent 00:36:15.732 --> 00:36:19.562 example for someone who was not even employed at the Harmony schools. 00:36:19.587 --> 00:36:23.436 He's in prison in Turkey being 00:36:23.448 --> 00:36:27.151 questioned for his terrorist, and that's their 00:36:27.163 --> 00:36:30.860 word, not mine, his terrorist ties. He doesn't 00:36:30.872 --> 00:36:34.739 work here. He doesn't live here. He doesn't live 00:36:34.751 --> 00:36:38.524 in Texas. And yet we paid his $3330 USCIS green 00:36:38.536 --> 00:36:42.242 card fees. And that doesn't include the legal, 00:36:42.254 --> 00:36:45.954 I haven't even looked at the legal fees yet. I 00:36:45.966 --> 00:36:49.758 have the Harmony check register for 2018, 2019. 00:36:49.783 --> 00:36:54.929 Any other questions from members? Okay, thank 00:36:54.941 --> 00:36:59.783 you very much. Yeah, Mr. Maynard. You have another question? 00:36:59.808 --> 00:37:02.787 Von just, I'm just curious and 00:37:02.799 --> 00:37:05.546 course, there's several of us who are former 00:37:05.558 --> 00:37:08.299 school board members and we're familiar with 00:37:08.311 --> 00:37:11.125 in terms of you audit standards and financial 00:37:11.137 --> 00:37:13.997 standards. But are the charter schools held to 00:37:14.009 --> 00:37:17.003 the same financial standards as the I S D? Is it 00:37:17.015 --> 00:37:20.065 different? You know? Can you opine on that? Or do 00:37:20.077 --> 00:37:22.955 you need to look? I'm just curious about that. 00:37:22.980 --> 00:37:28.443 Well, I mean, there would be some things that are different. 00:37:28.455 --> 00:37:31.593 Necessarily. For instance, charters don't 00:37:31.605 --> 00:37:34.230 have a tax. So, they do have, like 00:37:34.242 --> 00:37:37.376 in our financial accountability standards 00:37:37.388 --> 00:37:39.786 resource guide, FASRAG, they do 00:37:39.798 --> 00:37:45.504 have that, that applies to charters. We do look at. They are subject to the 00:37:45.516 --> 00:37:51.637 financial accountability system, so they have a little bit of different standards 00:37:51.649 --> 00:37:57.034 on them because of their different makeup. So I think I mean, the broad 00:37:57.046 --> 00:38:02.799 answer is yes. And then the question would be on the specifics about whether 00:38:02.811 --> 00:38:08.052 there is something analogous or it just doesn't apply to the charter. 00:38:08.077 --> 00:38:12.388 But I mean, I mean, broad concepts, things such as 00:38:12.400 --> 00:38:16.535 gift of public funds and things like that would always apply to a 00:38:16.547 --> 00:38:20.834 charter school the same way that they would apply to any entity. You 00:38:20.846 --> 00:38:25.331 know, a school district, a city, whatever, those those would all apply. 00:38:25.356 --> 00:38:30.243 Correct,bBut a charter, you have to remember that 00:38:30.255 --> 00:38:34.759 a charter is going to have several sources of funds. One 00:38:34.771 --> 00:38:39.427 is from the state, and they are, they hold that funding in 00:38:39.439 --> 00:38:43.949 trust for the students, but they also have a significant 00:38:43.961 --> 00:38:48.693 amount of philanthropy, so that is local funds, not subject 00:38:48.705 --> 00:38:53.054 to state regulation, and can be used however the board 00:38:53.066 --> 00:38:57.725 determines, but there may be some trust laws that apply to 00:38:57.737 --> 00:39:02.487 that as well, but that's not something the state regulates. 00:39:02.512 --> 00:39:05.924 Yeah, well, Von, if somebody gives a 00:39:05.936 --> 00:39:10.106 contribution to a school district, it becomes the property of that 00:39:10.118 --> 00:39:13.910 school district. And at that point, it becomes public funds. 00:39:13.922 --> 00:39:17.600 But that's not necessarily the case with a charter school? 00:39:17.625 --> 00:39:22.654 I don't believe so, but let me firm that up for you. 00:39:22.679 --> 00:39:25.085 Okay. Thank you, 00:39:25.110 --> 00:39:29.856 Just a real, other question on the auditing, 00:39:29.868 --> 00:39:34.551 because I thought that was the point of Mr Maynard's question, 00:39:34.563 --> 00:39:39.498 was, do on, you know, how does that work for auditing? Traditional 00:39:39.510 --> 00:39:43.719 versus charter/ Is there like annual independent audits? 00:39:43.719 --> 00:39:48.070 State law requires an annual audit be performed by 00:39:48.082 --> 00:39:52.376 school districts and charters. Those annual audits have to be 00:39:52.388 --> 00:39:56.815 signed off by an independent auditor, and then that information 00:39:56.827 --> 00:40:00.919 often then feeds into our financial accountability system. 00:40:00.944 --> 00:40:06.451 Okay, good. Thank you. 00:40:06.476 --> 00:40:09.130 Any other questions from 00:40:09.142 --> 00:40:11.748 members? Seeing none. The next business in 00:40:11.760 --> 00:40:14.238 order is approval of the Consent Agenda. 00:40:14.250 --> 00:40:16.983 Consent Agenda is on page 32 of your agenda. 00:40:16.995 --> 00:40:19.713 Consent agenda includes the approval of cost 00:40:19.725 --> 00:40:22.515 administrators for 2019, 2020 state developed 00:40:22.527 --> 00:40:24.826 assessment to private school students, 00:40:24.838 --> 00:40:27.756 ratification of the purchases and sales of the 00:40:27.768 --> 00:40:30.485 investment portfolio of the Permanent School 00:40:30.497 --> 00:40:33.164 Fund for the months of August and September 00:40:33.176 --> 00:40:35.777 2019. Adoption of Review of 19 TAC Chapter 00:40:35.789 --> 00:40:38.098 33, statement of investment objective 00:40:38.110 --> 00:40:40.951 policies and guidelines of the Texas Permanent 00:40:40.963 --> 00:40:43.513 School Fund, Subchapter A, State Board of 00:40:43.525 --> 00:40:46.068 Education rules. Authorization to issue a 00:40:46.080 --> 00:40:48.878 request for qualifications for Bond Guarantee 00:40:48.890 --> 00:40:51.723 Program counsel for the Permanent School Fund. 00:40:51.735 --> 00:40:54.338 Review of the Permanent School Fund liquid 00:40:54.350 --> 00:40:56.946 account. Recommendation of appointments to 00:40:56.958 --> 00:40:59.384 the Fort Sam Houston Independent School 00:40:59.396 --> 00:41:01.869 Board trustees. And I would point out to 00:41:01.881 --> 00:41:04.729 members that there was an additional item that 00:41:04.741 --> 00:41:06.915 was added in the Committee of School 00:41:06.927 --> 00:41:09.964 Initiatives, which is the proposed amendments to 00:41:09.976 --> 00:41:12.810 19 TAC Chapter 61, School district, Subchapter 00:41:12.822 --> 00:41:15.183 A, board of trustees relationships. Is 00:41:15.195 --> 00:41:18.036 there any items to be removed from the consent 00:41:18.048 --> 00:41:20.658 agenda for separate consideration? Hearing 00:41:20.670 --> 00:41:23.447 none, that consent agenda is adopted. We will 00:41:23.459 --> 00:41:25.945 then move on to the next business, which 00:41:25.957 --> 00:41:28.679 in order, in order, which is a report of the 00:41:28.691 --> 00:41:31.122 Committee of the Full Board. Mr Rowley. 00:41:33.019 --> 00:41:38.863 Members, if you'll turn your attention to the 00:41:38.875 --> 00:41:44.732 minutes from Wednesday's meeting, November 13th. First item is 00:41:44.744 --> 00:41:50.639 on page five of those minutes. It's official agenda item three, 00:41:50.651 --> 00:41:56.097 board agenda Page I-4. The motion is on page 6, I believe. 00:41:56.122 --> 00:42:01.759 Yes, it is on page six. It's recommended the State Board of 00:42:01.771 --> 00:42:07.273 Education approve for second reading and final adoption proposed revisions 00:42:07.285 --> 00:42:13.295 to 19 TAC Chapter 66, State adoption and distribution of instructional materials, 00:42:13.307 --> 00:42:18.595 Subchapter B, state adoption of instructional materials as amended, and 00:42:18.607 --> 00:42:21.661 making affirmative finding that immediate 00:42:21.673 --> 00:42:24.375 adoption of proposed revisions to 19 00:42:24.387 --> 00:42:29.947 TAC Chapter 66, State adoption and distribution of instructional materials, 00:42:29.959 --> 00:42:35.514 Subchapter B, adoption of instruction material is necessary, and shall have 00:42:35.526 --> 00:42:38.590 an effective date of 20 days after filing 00:42:38.602 --> 00:42:41.238 as adopted with the Texas Register. 00:42:41.262 --> 00:42:43.262 Miss Bahorich? 00:42:45.419 --> 00:42:48.657 Yes, I have some amendments to offer that came in 00:42:48.669 --> 00:42:51.825 as a result of public comment, and they're all technical in nature. 00:42:51.850 --> 00:42:56.652 Chairman. That's okay. No, this is the right 00:42:56.664 --> 00:43:01.780 spot. I just wanted to add to that. So we're about to hand out, you 00:43:01.792 --> 00:43:06.751 may recall on Wednesday that Kelly mentioned that we had a public 00:43:06.763 --> 00:43:11.884 comment that had come in that we hadn't had a chance to take a look 00:43:11.896 --> 00:43:16.852 at prior to the Wednesday discussion. So she and her staff took a 00:43:16.864 --> 00:43:21.907 look at that public comment. You're getting a copy of that now. As 00:43:21.919 --> 00:43:26.881 Miss Bahorich mentioned, several of the comments were areas where 00:43:26.893 --> 00:43:31.867 we had said, during the discussion, that we were adding the Texas 00:43:31.879 --> 00:43:36.899 prekindergarten guidelines everywhere that we referenced the Texas 00:43:36.911 --> 00:43:41.793 Essential Knowledge and Skills. And the comment pointed out that 00:43:41.805 --> 00:43:46.831 we missed a few areas so that really is quite technical. There was 00:43:46.843 --> 00:43:51.731 one comment that is included that we, that was asking you to add 00:43:51.743 --> 00:43:57.142 some language to the rule. We think that that is best addressed through 00:43:57.154 --> 00:44:02.189 your individual proclamations. So we did not have a recommendation 00:44:02.201 --> 00:44:07.005 for you to take action on that particular comment, but we would 00:44:07.017 --> 00:44:11.757 ask you to consider the others as those technical adjustments. 00:44:11.782 --> 00:44:13.571 Which one was that one that 00:44:13.583 --> 00:44:15.269 has addressed to a proclamation? Which one? 00:44:15.269 --> 00:44:20.869 So it is. I think I may have given my copy of it away. 00:44:40.769 --> 00:44:43.528 Is that the elektronic samples are not acceptable 00:44:43.540 --> 00:44:45.829 format for pre K materials. Is it that one? Number eight? 00:45:00.569 --> 00:45:04.229 No, it's actually, I believe 00:45:04.241 --> 00:45:07.531 the the one about teacher facing materials 00:45:07.543 --> 00:45:11.056 versus student facing materials. I apologize. 00:45:11.068 --> 00:45:14.670 Kelly was not able to make it in this morning. 00:45:14.670 --> 00:45:21.933 And I am doing a very poor job of substituting. 00:45:21.958 --> 00:45:27.626 Yes, So it is the one on row number five. Where 00:45:27.638 --> 00:45:33.318 they're asking for definitions and we did feel like because all of 00:45:33.330 --> 00:45:39.089 your proclamations are just a little bit different that it would be 00:45:39.101 --> 00:45:44.617 better to do that in the proclamation as opposed to in the rule. 00:45:44.642 --> 00:45:47.688 Was this a comment that we should 00:45:47.700 --> 00:45:50.527 do something or can do anything about regarding? 00:45:50.552 --> 00:45:54.251 iSo you certainly can. Our suggestion would be 00:45:54.263 --> 00:45:57.918 for you to address that proclamation by proclamation, as opposed 00:45:57.930 --> 00:46:01.522 to addressing it in the rule. And that's one of the things that 00:46:01.534 --> 00:46:05.195 were always trying to balance is making sure you have all of the 00:46:05.207 --> 00:46:09.134 information and the rules that you would want to be consistent across 00:46:09.146 --> 00:46:12.804 all proclamations. But then there is part of the reason that you 00:46:12.816 --> 00:46:16.637 call for the proclamation. Is that you include all of the specifics 00:46:16.649 --> 00:46:20.200 for that subject area grade levels in the proclamation itself. 00:46:20.225 --> 00:46:23.375 Okay, um, well, I just wanna 00:46:23.387 --> 00:46:26.747 make sure we don't, you know, forget this comment. 00:46:26.772 --> 00:46:29.254 The team is very good at 00:46:29.266 --> 00:46:31.703 making sure that both the proclamation and 00:46:31.715 --> 00:46:34.203 your rules are inclusive of everything they 00:46:34.215 --> 00:46:36.829 need to. So we'll keep track of that for you. 00:46:36.829 --> 00:46:43.224 Okay, Great. Thank you. So, members, in response 00:46:43.236 --> 00:46:49.077 to the technical edit there. As you can see on this sheet, if 00:46:49.089 --> 00:46:55.301 you look behind the little chart, right? Is the sheet we're gonna 00:46:55.313 --> 00:47:01.349 be talking about. I'm recommending that we amend, 66.27, 66.28, 00:47:01.349 --> 00:47:10.732 Do I have to say the CD thing? I should probably say that. 00:47:10.757 --> 00:47:13.325 (inaudible from off-mic) you could 00:47:13.337 --> 00:47:15.588 also just say as shown on your hand out. 00:47:15.613 --> 00:47:17.380 Okay. All right, 00:47:17.392 --> 00:47:19.579 members, let me start over again. I would 00:47:19.579 --> 00:47:37.390 like to amend 66.27b, 66.28c, and on, if you flip to the back, 66.75c, and looks 00:47:37.390 --> 00:47:44.362 like L and one, so that we have the technical 00:47:44.374 --> 00:47:51.510 edit, Texas prekindergarten guidelines, listed 00:47:51.510 --> 00:47:56.476 correctly in all the appropriate places. 00:47:56.501 --> 00:48:02.289 Any objection? Hearin none, that will be adopted. 00:48:02.289 --> 00:48:07.445 All right, members, only one more. 00:48:07.457 --> 00:48:12.529 If you look on the front at 66.39g. Was A already in 00:48:12.529 --> 00:48:16.769 there or the Elektronic? Is that another one? That's a strike, right? 00:48:16.769 --> 00:48:19.245 We have two things here. Is that correct? 00:48:19.270 --> 00:48:23.683 Correct. You have two things there. 00:48:23.708 --> 00:48:28.954 Okay, so for 66.39a, amend to strike elektronic. 00:48:31.779 --> 00:48:34.894 Is there anything we need to know 00:48:34.906 --> 00:48:38.269 about that other than it's a response to public comment? 00:48:41.242 --> 00:48:45.964 it's that that same issue about 00:48:45.976 --> 00:48:50.060 the samples there, remember we talked about 00:48:50.059 --> 00:48:52.631 the pre kindergarten systems. Those won't 00:48:52.643 --> 00:48:54.980 actually be elektronic, but ESCs have 00:48:54.980 --> 00:48:57.345 to have those available 00:48:57.370 --> 00:49:00.633 Miss Bahorich, why don't you 00:49:00.645 --> 00:49:03.719 go ahead and G, so we can do 66.39 together. 00:49:03.719 --> 00:49:06.653 That would be perfect. Okay. And then G would 00:49:06.665 --> 00:49:09.299 be to add this last sentence, which is, samples of adopted 00:49:09.299 --> 00:49:12.034 pre kindergarten materials must match the format 00:49:12.046 --> 00:49:14.400 of the products to be provided to schools 00:49:14.400 --> 00:49:17.455 upon ordering. 00:49:17.480 --> 00:49:20.485 So would it need second? 00:49:20.509 --> 00:49:26.619 Any objections? I just had it at clarification. Is this one 01:03:00.289 --> 01:03:03.387 of the kind of situations where you can renew 01:03:03.399 --> 01:03:06.509 like one or two times? Is that how that works 01:03:06.509 --> 01:03:08.822 on these contracts? 01:03:08.847 --> 01:03:12.408 Yes, ma'am. Yes. So we did 01:03:12.420 --> 01:03:15.760 have the opportunity to renew the existing 01:03:15.759 --> 01:03:19.951 contract. So, you a, a year ago, you approved 01:03:19.963 --> 01:03:23.619 renewal for the year that we're in now. 01:03:23.619 --> 01:03:27.363 This would approve the last allowable 01:03:27.375 --> 01:03:31.740 renewal next fiscal year. And then, since 01:03:31.740 --> 01:03:35.114 we already had this on your agenda, we also 01:03:35.126 --> 01:03:38.589 asked for your approval to begin the process 01:03:38.589 --> 01:03:43.142 of generating a new R F P, which we will have to do after next fiscal year. 01:03:43.167 --> 01:03:47.318 That makes sense okay, that's all. Thank you. 01:03:47.343 --> 01:03:50.458 Those in favor, please 01:03:50.470 --> 01:03:53.299 respond by saying, Aye. Those opposed 01:03:53.299 --> 01:03:57.340 say no. There's majorities favor. The recommendation is adopted. 01:03:57.365 --> 01:03:59.054 And that's all we 01:03:59.066 --> 01:04:00.727 have from the Committee on Instructions. 01:04:00.752 --> 01:04:02.365 Thank you. Ms Melton 01:04:02.377 --> 01:04:04.169 Malone. We will now move to the Committee 01:04:04.169 --> 01:04:11.259 on School Finance, Permanent School Fund. Mr. Maynard, do you have a report? 01:04:11.259 --> 01:04:14.453 Mr. Chairman, we've got several 01:04:14.465 --> 01:04:17.608 motions and then just a few updates and just to, 01:04:17.620 --> 01:04:20.820 just to say that there's a few things here that I 01:04:20.832 --> 01:04:23.916 think that people need to know. And so when you 01:04:23.928 --> 01:04:27.254 go out and visit with your constituents that you'll 01:04:27.266 --> 01:04:30.219 have, you'll be able to explain some of this. 01:04:30.231 --> 01:04:33.370 First of all, if you'll take your minutes on the 01:04:33.382 --> 01:04:36.469 school finance items. And, of course, we always 01:04:36.481 --> 01:04:39.677 have split minutes. We have school finance and we 01:04:39.689 --> 01:04:42.833 have Permanent School fund. On page one of those 01:04:42.845 --> 01:04:46.111 minutes, this is a board agenda page roman numeral 01:04:46.123 --> 01:04:49.080 three dash two, and the motion is found right 01:04:49.092 --> 01:04:52.163 here on page one. Mr. Chairman, I move that the 01:04:52.175 --> 01:04:55.514 State Board of Education approve for second reading 01:04:55.526 --> 01:04:58.667 and final adoption proposed amendments to 19 TAC 01:04:58.679 --> 01:05:01.703 Chapter 129, Student Attendance, Subchapter B, 01:05:01.715 --> 01:05:05.034 student attendance accounting, 129.21, requirements 01:05:05.046 --> 01:05:07.865 for student attendance accounting for state 01:05:07.877 --> 01:05:11.074 funding purposes, and make an affirmative finding 01:05:11.086 --> 01:05:14.295 that immediate adoption of the proposed amendment 01:05:14.307 --> 01:05:17.694 to 19 TAC Chapter 19, student attendance, subchapter 01:05:17.706 --> 01:05:20.399 B, student attendance accounting, 129.21, 01:05:20.411 --> 01:05:23.675 requirements for student attendance accounting for 01:05:23.687 --> 01:05:26.964 state funding purposes is necessary and shall have 01:05:26.976 --> 01:05:29.912 an effective date of 20 days after filing has 01:05:29.924 --> 01:05:33.128 adopted with Texas Register. And members, just so 01:05:33.140 --> 01:05:36.403 everybody knows is that those of you who have been 01:05:36.415 --> 01:05:39.369 in the school business know that we've always 01:05:39.381 --> 01:05:42.448 been required to take attendance, second period 01:05:42.460 --> 01:05:45.603 of fifth period. This basically strikes that and 01:05:45.615 --> 01:05:48.689 give school districts a lot more flexibility in 01:05:48.701 --> 01:05:52.043 terms of when they take attendance is what that is. 01:05:52.068 --> 01:05:57.584 Thank you. Per Texas Education code 7.102f, a vote of 2\/3 01:05:57.596 --> 01:06:02.840 of the members of the board is necessary for an early, effective date. Is 01:06:02.852 --> 01:06:05.865 there a debate on the motion found on page 01:06:05.877 --> 01:06:08.621 one of the Committe of School Finance, 01:06:08.633 --> 01:06:13.849 Permanent School Fund minutes? Hearing no further debate, those in favor, 01:06:13.849 --> 01:06:19.811 please raise your hand. 01:06:27.736 --> 01:06:36.660 Okay, those opposed, please raise your hand. There are 2\/3 in 01:06:36.660 --> 01:06:40.029 favor. The recommendation is adopted. 01:06:40.054 --> 01:06:45.219 Mr. Chairman, I'd also just draw the board's attention 01:06:45.219 --> 01:06:50.839 that this was a consent item. But one of things, we also do is ratify the 01:06:50.839 --> 01:06:55.994 the expenditure of the, of administration of 01:06:56.006 --> 01:07:00.829 the STAAR test to private schools. And if 01:07:00.829 --> 01:07:03.073 you look on those minutes is that there's 01:07:03.085 --> 01:07:05.449 actually a list of private schools that use 01:07:05.449 --> 01:07:10.160 the STAAR and that was done on a cost recovery basis and that was on the 01:07:10.160 --> 01:07:12.977 consent, I just want to draw your attention 01:07:12.989 --> 01:07:15.689 to that, that there are actually a number 01:07:15.689 --> 01:07:18.733 of private schools and some home schoolers, 01:07:18.745 --> 01:07:22.009 that actually used the STAAR as an assessment. 01:07:22.009 --> 01:07:26.732 I can then go to the Permanent School Fund 01:07:26.744 --> 01:07:31.589 items, and if I can have you go to Page two 01:07:31.589 --> 01:07:37.079 and Mr Chair, we've got a few action items and then we just got a 01:07:37.079 --> 01:07:41.046 few updates in there just to explain some things 01:07:41.058 --> 01:07:44.549 again so members could be better informed. 01:07:44.549 --> 01:07:47.492 The motion is on Page two. It is, this is 01:07:47.504 --> 01:07:50.529 for first reading and filing authorization 01:07:50.529 --> 01:07:53.167 that the State Board of Education susspend 01:07:53.179 --> 01:07:55.829 the board operating rules in accordance to 01:07:55.829 --> 01:08:00.519 5.2A to allow the consideration at first reading and following authorization 01:08:00.519 --> 01:08:03.367 and approve for first reading and filing 01:08:03.379 --> 01:08:06.449 authorization proposed amendments to 19 TAC 01:08:06.449 --> 01:08:09.297 Chapter 33, Statement of investment objectives, 01:08:09.309 --> 01:08:12.109 policies and guidelines of the Texas Permanent 01:08:12.109 --> 01:08:18.239 School Fund, subchapter A, State Board of education rules. 01:08:18.264 --> 01:08:21.460 Is there debate on the motion found 01:08:21.460 --> 01:08:24.993 on page three of the Committee on School Finance Permanent School Fund minutes? 01:08:25.018 --> 01:08:30.166 Ms Chairman just as a way of explanation is that this 01:08:30.178 --> 01:08:35.123 is sort of this one of this big omnibus sort of policies. One of the 01:08:35.135 --> 01:08:40.361 things, the reason that we're asking to suspend the rules is embedded in 01:08:40.373 --> 01:08:45.683 this policy is also the delegation of the annual meeting that we're doing 01:08:45.695 --> 01:08:50.918 with School Land Board and to delegate that to the committee. And so, in 01:08:50.930 --> 01:08:56.093 order for us to be able to put that on the fast track, we had to bypass 01:08:56.105 --> 01:09:01.334 the discussion to go the first reading and so we can have second reading 01:09:01.346 --> 01:09:06.516 in January. I would also just make a notation that there was a proposed 01:09:06.528 --> 01:09:11.596 proposal that came from staff to include in the fixed income portfolio 01:09:11.608 --> 01:09:16.546 bonds that are less than investment grade. We, the Committee, didn't 01:09:16.558 --> 01:09:21.705 believe that was, that we're not necessarily opposed to that as part of 01:09:21.717 --> 01:09:26.732 the overall portfolio. But put in the policy before we go through the 01:09:26.744 --> 01:09:31.959 process to analyze whether or not the staff has the capacity to actually 01:09:31.971 --> 01:09:37.127 do that. That's a little bit different skill set in terms of evaluating 01:09:37.139 --> 01:09:42.289 that, and so we did. If you go and you find that in your backpack, that 01:09:42.301 --> 01:09:47.319 particular provision was actually stricken from the the policy draft. 01:09:47.344 --> 01:09:49.800 Thank you, Mr Maynard, for 01:09:49.812 --> 01:09:52.119 working hard on that that meeting, getting 01:09:52.119 --> 01:09:54.740 that set up, working with the School Land Board 01:09:54.752 --> 01:09:57.110 on that process. So all right, so those in 01:09:57.110 --> 01:10:01.157 favor, please say aye. Those opposed say no. There 01:10:01.169 --> 01:10:04.750 is a majority in favor and the recommendation 01:10:04.750 --> 01:10:08.030 is adopted. 01:10:08.055 --> 01:10:13.595 Mr. Chairman, on page four. The motion is number nine on 01:10:13.607 --> 01:10:19.233 your minutes. I move that the State Board of Education submit the following 01:10:19.245 --> 01:10:25.013 lists of six nominees, following two lists of six nominees, to the Governor's 01:10:25.025 --> 01:10:30.730 office for two positions for appointment to the School Land Board. List one. 01:10:30.742 --> 01:10:33.983 Rebecca Burger of Lavaca County. John Kelly 01:10:33.995 --> 01:10:36.804 of Fort Bend County. Douglas Linnaeus 01:10:36.816 --> 01:10:39.248 of Travis County. Michael Neil of 01:10:39.260 --> 01:10:42.445 Henderson County. Lee Partridge of Harris 01:10:42.457 --> 01:10:45.700 County. And Robert Scott of Aransas County. 01:10:45.712 --> 01:10:48.302 List two. Brad Curly of Williamson 01:10:48.314 --> 01:10:53.726 County. Manasseh Durkin of Dallas County, Derek Eugene of Travis County, 01:10:53.751 --> 01:10:56.933 Juana Teklaria of El Paso County, James Watt of 01:10:56.945 --> 01:11:00.339 Dallas County, and Todd Williams of Dallas County. 01:11:00.364 --> 01:11:03.264 And I would also know that we 01:11:03.276 --> 01:11:06.307 were very specific to, that part of the provisions 01:11:06.319 --> 01:11:09.195 included that we nominate or provide with a list 01:11:09.207 --> 01:11:11.918 that the nominees come from a county of under 01:11:11.943 --> 01:11:15.057 200,000 and there are a couple of members 01:11:15.069 --> 01:11:17.599 of meet that criteria. Also there 01:11:17.624 --> 01:11:21.831 Mr. Chair, just so everybody understands 01:11:21.843 --> 01:11:25.562 kind where this goes from here. We did, the statute 01:11:25.587 --> 01:11:28.237 does require us to collaborate with the governor's 01:11:28.249 --> 01:11:30.650 office in this regard, and we have done that. 01:11:30.662 --> 01:11:33.319 We spent some time a little bit yesterday. They've 01:11:33.331 --> 01:11:35.790 actually, they do have in their possession, at 01:11:35.802 --> 01:11:38.403 least, the applications that we received. There's 01:11:38.415 --> 01:11:40.976 a number of these nominees that actually already 01:11:40.988 --> 01:11:43.385 have applications on file with the Governor's 01:11:43.397 --> 01:11:45.964 office because they've been considered for other 01:11:45.976 --> 01:11:48.726 things before. Where we go from here now is, is that 01:11:48.738 --> 01:11:51.238 we will ask them to go ahead and submit, submit 01:11:51.250 --> 01:11:53.588 their applications and move forward. I would 01:11:53.600 --> 01:11:56.159 tell you that the Governor's appointments office 01:11:56.171 --> 01:11:58.767 had a chance to look at them, and I think they're 01:11:58.779 --> 01:12:01.282 very pleased with what we have. I think we have 01:12:01.294 --> 01:12:03.896 a really nice set of applicants, and I think it's 01:12:03.908 --> 01:12:06.418 gonna be a real asset to the School Land Board. 01:12:06.443 --> 01:12:09.613 I want thank all the members also. That 01:12:09.625 --> 01:12:12.860 was not an easy task. I think when this was presented to us 01:12:12.860 --> 01:12:15.268 to come up with this quality of the list. 01:12:15.280 --> 01:12:17.699 I do want to thank you all of the members 01:12:17.699 --> 01:12:19.895 who worked hard to go out to find these nominations 01:12:19.907 --> 01:12:21.860 that are gonna be presented to the governor's 01:12:21.860 --> 01:12:26.029 office. Okay, we will move to the vote. Those 01:12:26.041 --> 01:12:30.040 in favor, please say Aye. Those opposed say 01:12:30.040 --> 01:12:33.549 no. So there is a majority in favor of the recommendation is adopted. 01:12:33.574 --> 01:12:37.253 Mr. Chair, just as just a matter 01:12:37.265 --> 01:12:40.739 of update. And so the members of the board will 01:12:40.751 --> 01:12:44.653 understand kind of what's going on over there. If you 01:12:44.665 --> 01:12:48.217 look on page three, this was a consent item. The 01:12:48.229 --> 01:12:51.983 authorization to issue a request for qualifications 01:12:51.995 --> 01:12:55.110 for bond guarantee program counsel for the 01:12:55.122 --> 01:12:58.955 Permanent School Fund. What this has to do with this 01:12:58.967 --> 01:13:02.522 is that is to begin the process of expanding our 01:13:02.534 --> 01:13:06.069 bond guarantee capacity, which has been at about 01:13:06.081 --> 01:13:09.701 117 billion for a number of, for quite some time. 01:13:09.713 --> 01:13:13.400 And so there's actually a very long process for us 01:13:13.412 --> 01:13:17.038 to go through to actually do that. And so that is 01:13:17.050 --> 01:13:20.806 the beginning of that process. Also, item 8, review 01:13:20.818 --> 01:13:24.296 of the Permanent School Fund Liquid account. As 01:13:24.308 --> 01:13:28.143 you recall that the School Land Board sent to us for 01:13:28.155 --> 01:13:31.711 management just a little short of $4 billion and 01:13:31.723 --> 01:13:35.113 to deploy. To date, we have deployed about 641 01:13:35.125 --> 01:13:39.107 million, and that doesn't, out of nearly four billion. 01:13:39.119 --> 01:13:42.732 Understand that it takes a long time to deploy $4 01:13:42.744 --> 01:13:46.152 billion. And in fact, is is that if it is just 01:13:46.164 --> 01:13:50.064 widely known that if you move too quickly, sometimes, 01:13:50.076 --> 01:13:53.554 you get put in a very bad spot in terms of fees 01:13:53.566 --> 01:13:57.109 and things like that, and so it's gonna probably 01:13:57.121 --> 01:14:00.967 take until probably the mid part of next year to get 01:14:00.979 --> 01:14:04.733 all of that deployed. Yeah, so just want to let you 01:14:04.745 --> 01:14:08.221 know that that is in process. And the the staff 01:14:08.233 --> 01:14:11.920 is moving and trying to be very opportunistic with 01:14:11.932 --> 01:14:15.414 that. The last two things on page four, just so 01:14:15.426 --> 01:14:19.328 everyone understands what we're doing, is that we did 01:14:19.340 --> 01:14:22.891 direct the staff to continue work on na emerging 01:14:22.903 --> 01:14:26.594 manager program, that what that does is that makes 01:14:26.606 --> 01:14:29.872 an asset allocation to managers who are just 01:14:29.884 --> 01:14:33.561 beginning, who are emerging, many times that these 01:14:33.573 --> 01:14:36.828 are minority-owned business. Or female owned 01:14:36.840 --> 01:14:40.958 businesses. But not necessarily. We can't make decisions 01:14:40.970 --> 01:14:44.375 that are based on those considerations. We can 01:14:44.387 --> 01:14:48.357 only make decisions based on financial considerations. 01:14:48.369 --> 01:14:51.626 However, there's a lot of data that suggests 01:14:51.638 --> 01:14:55.252 that a lot of these emerging managers are perform 01:14:55.264 --> 01:14:59.035 very well and sometimes emerging managers turn into 01:14:59.047 --> 01:15:02.943 superstars. And there are certainly a lot of examples 01:15:02.955 --> 01:15:06.718 out there, and this enables us to engage them early 01:15:06.730 --> 01:15:10.270 in that process. Second thing is, is that on 11, 01:15:10.282 --> 01:15:13.906 the absolute return asset class. Just so everyone 01:15:13.918 --> 01:15:17.455 knows those are the hedge funds and there is, of 01:15:17.467 --> 01:15:21.160 course, a lot of discussion about the fees related 01:15:21.172 --> 01:15:24.860 to that. The hedge funds are really, the Permanent 01:15:24.872 --> 01:15:28.137 School Fund is about 29% defensive strategy. 01:15:28.149 --> 01:15:32.043 So, in other words, is that we have to have a certain 01:15:32.055 --> 01:15:35.456 amount of downside protection in the fund, and 01:15:35.468 --> 01:15:39.079 the hedge fund is really a part of that defensive 01:15:39.091 --> 01:15:42.715 strategy. Question is, is that as we move forward 01:15:42.727 --> 01:15:46.552 toward an overall, a large asset allocation analysis 01:15:46.564 --> 01:15:49.895 of the overall fund, you know, are we getting 01:15:49.907 --> 01:15:53.666 the most bang for our buck? Is that particular? Are 01:15:53.678 --> 01:15:57.232 the hedge funds really going to do what we think 01:15:57.244 --> 01:16:00.996 that they're gonna do? The problem is, in a 10 year 01:16:01.008 --> 01:16:04.772 bull market, there hasn't been a lot of opportunity 01:16:04.784 --> 01:16:08.107 for us to know that. But we also do know that 01:16:08.119 --> 01:16:11.744 hedge funds are very expensive. And as you recall 01:16:11.756 --> 01:16:15.438 that we've been received a little bit of criticism 01:16:15.450 --> 01:16:19.145 over that and so we want to do a thorough analysis 01:16:19.157 --> 01:16:22.628 of that particular asset class and see where we 01:16:22.640 --> 01:16:26.268 need to go with it. Chairman, that's all we have. 01:16:26.293 --> 01:16:28.661 Did you see your P S F staff 01:16:28.673 --> 01:16:31.103 just stepped in. Don't know if there's anything? 01:16:31.128 --> 01:16:35.099 Yes. Carlos. Anything to add to that? Good. 01:16:35.124 --> 01:16:39.943 (inaudible, mic off)committee asked NEPC 01:16:39.955 --> 01:16:44.322 to meet with us and go through the through the 01:16:44.334 --> 01:16:49.067 process and see if staff is capable of doing it or 01:16:49.079 --> 01:16:54.009 you have to do something different. That's about it. 01:16:54.034 --> 01:16:58.487 Thank you, Mr Maynard. Miss Bahorich? 01:16:58.512 --> 01:17:04.223 I just wanted to, you know, one of the reasons 01:17:04.235 --> 01:17:09.959 for getting the liquid account as the legislature was for us with 01:17:09.971 --> 01:17:15.645 the intent of earning more money on the $4 billion that has moved 01:17:15.657 --> 01:17:21.429 over, and so that we've only employed, how much? 641 million? 641. 01:17:21.429 --> 01:17:23.592 641 million. 01:17:23.617 --> 01:17:26.914 We've been able to gain 01:17:26.926 --> 01:17:30.080 50 basis points advantage. You know, and 01:17:30.080 --> 01:17:33.536 that's gonna vary overtime, but already gained money. 01:17:33.548 --> 01:17:36.952 That's what I'm trying to say. And that's, you know, 01:17:36.977 --> 01:17:38.340 Even in this short time 01:17:38.365 --> 01:17:39.989 Very short time frame since September. So we've 01:17:39.989 --> 01:17:42.758 already gained money for students of Texas, and that's important 01:17:42.783 --> 01:17:45.826 Interest rates have been falling. So we've 01:17:45.838 --> 01:17:48.780 been doing a little better than that. Making up for 01:17:48.780 --> 01:17:53.791 the difference between the Treasury and what we can get in the market right now. 01:17:53.791 --> 01:17:56.767 Thank you for bringing that up this 01:17:56.779 --> 01:17:59.929 morning. Thank you. Okay, Miss Cargill, The next business 01:17:59.929 --> 01:18:04.495 in order is the report of the Committee on School Initiatives. 01:18:04.520 --> 01:18:07.574 Okay, So if you will take 01:18:07.586 --> 01:18:10.582 out your last little packet of minutes for 01:18:10.594 --> 01:18:13.515 the Committee on School Initiatives. This 01:18:13.527 --> 01:18:16.599 item, the first 2 items were on the consent 01:18:16.611 --> 01:18:19.668 agenda. So I'm gonna skip on down to agenda 01:18:19.680 --> 01:18:22.540 item number four, which is on the bottom 01:18:22.552 --> 01:18:25.545 of page 2, the motion is on the next page. 01:18:25.557 --> 01:18:28.283 Review of proposed revisions to 19 TAC 01:18:28.295 --> 01:18:31.619 Chapter 234, military service members, military 01:18:31.631 --> 01:18:34.412 spouses and military veterans, and this 01:18:34.424 --> 01:18:37.407 is on page 4 dash 63 of the agenda. So the 01:18:37.419 --> 01:18:40.344 motion from the committee is to recommend 01:18:40.356 --> 01:18:43.266 that the State Board of Education take no 01:18:43.278 --> 01:18:45.991 action on the proposed revisions to 19 01:18:46.003 --> 01:18:48.919 TAC Chapter 234 military service members, 01:18:48.931 --> 01:18:51.650 military spouses and military veterans 01:18:51.675 --> 01:18:54.099 Members Is there any debate on 01:18:54.111 --> 01:18:56.450 the motion found on Page three of the Committee 01:18:56.450 --> 01:19:00.745 on School Initiative Minutes. Hearing none. 01:19:00.757 --> 01:19:04.869 Those in favor please vote by saying aye. 01:19:04.869 --> 01:19:07.358 Those opposed say no. There is a majority 01:19:07.370 --> 01:19:09.932 in favor of the recommendation is adopted. 01:19:09.957 --> 01:19:14.078 Okay, the next item is number 01:19:14.090 --> 01:19:17.793 five, which is found on Page three of your 01:19:17.805 --> 01:19:21.932 minutes, and it's on page 4-69 of your book. So 01:19:21.944 --> 01:19:25.911 the committee recommends that the State Board 01:19:25.923 --> 01:19:29.683 of Education take no action on the proposed 01:19:29.695 --> 01:19:33.894 amendments to 19 TAC Chapter 227, provisions for 01:19:33.906 --> 01:19:37.928 educator preparation candidates, Subchapter A, 01:19:37.940 --> 01:19:41.717 admission to educator preparation programs. 01:19:41.742 --> 01:19:45.845 Is there any debate on this motion found 01:19:45.857 --> 01:19:50.040 on Page three of the Committee of School Initiative minutes? 01:19:50.052 --> 01:19:54.229 Hearing none. Those in favor, say aye. Those opposed say no. 01:19:54.241 --> 01:19:58.499 There is a majority in favour. The recommendation is adopted. 01:19:58.524 --> 01:20:01.055 Then on the bottom of page 01:20:01.067 --> 01:20:03.780 three Agenda Item number six, which is found in 01:20:03.780 --> 01:20:07.608 your board book, four dash, Page 4-82. The committee 01:20:07.620 --> 01:20:10.880 recommends that the state Board of Education 01:20:10.880 --> 01:20:14.149 take no action on the proposed amendments 01:20:14.161 --> 01:20:17.130 to 19 TAC Chapter 229, Accountability 01:20:17.130 --> 01:20:20.707 system for educator preparation programs. 01:20:20.732 --> 01:20:24.369 Is there any debate members on the motion 01:20:24.369 --> 01:20:27.468 found on Page three of the Committe on School 01:20:27.480 --> 01:20:30.389 Initiative Minutes? All 01:20:33.344 --> 01:20:36.369 right, there is a majority in favor of the 01:20:36.369 --> 01:20:38.238 recommendation is adopted. 01:20:38.263 --> 01:20:41.581 Okay, and then finally, 01:20:41.593 --> 01:20:44.844 on page four of the minutes, Agenda Item 01:20:44.856 --> 01:20:48.339 seven, which is found on Page 4-100 of your 01:20:48.351 --> 01:20:51.846 Agenda. The Committee on School Initiatives 01:20:51.858 --> 01:20:55.398 recommends that the State Board of Education 01:20:55.410 --> 01:20:58.883 take no action on the proposed repeal of 19 01:20:58.895 --> 01:21:02.757 TAC Chapter 239, Students Services certificates, 01:21:02.769 --> 01:21:06.090 Subchapter E, Master Teacher certificate. 01:21:06.090 --> 01:21:07.694 Is there any debate on the motion found 01:21:07.706 --> 01:21:09.130 on Page three on the Committee of School Initiative 01:21:09.130 --> 01:21:13.952 minutes? Way too easy. 01:21:25.075 --> 01:21:26.021 Appreciate it. 01:21:26.046 --> 01:21:28.860 Let's, I need to throw in a little spice or something. But 01:21:28.860 --> 01:21:31.500 that is it for the Committee on School. 01:21:31.525 --> 01:21:34.750 Y'all have done such a great job, I'm considering giving 01:21:34.750 --> 01:21:39.027 you all the rest of the day off. All 01:21:39.039 --> 01:21:44.280 right, well, this concludes the reports of 01:21:44.280 --> 01:21:46.052 the Committees of the State Board of Education. 01:21:46.064 --> 01:21:47.699 Are there any reports from committee chairs 01:21:47.699 --> 01:21:51.342 about items considered and discussed in their 01:21:51.354 --> 01:21:54.770 meetings. I think we've done that already. 01:21:54.770 --> 01:21:58.158 So as my predecessor, Mr Bahorich always did. I 01:21:58.170 --> 01:22:01.429 want to make sure that we, before we dismiss, 01:22:01.429 --> 01:22:04.760 that we have time to share about any awards 01:22:04.772 --> 01:22:08.191 or special moments or things going on in our 01:22:08.191 --> 01:22:12.697 lives before we adjourn for the meeting. And I will start with Miss Cargill. 01:22:12.722 --> 01:22:16.560 Mr. Mercer, would you lead us in a happy 01:22:16.572 --> 01:22:20.030 birthday tune to Monica, whose birthday is tomorrow? 01:22:20.030 --> 01:22:23.283 Monica, It's English or Spanish or Czech? 01:22:23.783 --> 01:22:27.556 (audience chatter) 01:22:27.581 --> 01:22:32.510 Good. You've been 01:23:32.069 --> 01:23:36.280 blessed with a great first meeting, sir. 01:23:36.280 --> 01:23:40.227 You followed Donna's advice and Barbara's advice and congratulations. 01:23:40.252 --> 01:23:41.580 Member Scully is a 01:23:41.580 --> 01:23:47.759 honorary member. Member Skully. Yeah, I think 01:23:47.771 --> 01:23:53.019 he is the caucus chair. I believe Miss 01:23:53.019 --> 01:23:55.861 bahorich has received a couple of awards recently. 01:23:55.873 --> 01:23:58.280 Texas Charter School Association named her 01:23:58.280 --> 01:24:00.487 champion for public charter schools. Congratulations, 01:24:08.469 --> 01:24:12.177 Ms. Bahorich. And I do have one more note. I think 01:24:12.189 --> 01:24:15.690 the gentleman to my right has a new addition to 01:24:15.690 --> 01:24:17.736 the family. You want to share that? 01:24:17.761 --> 01:24:20.659 I know it's hard for you members to believe 01:24:20.659 --> 01:24:23.487 at my youthful age. But I am a grandfather. 01:24:23.499 --> 01:24:26.469 Now. For the first time. Salem Lee Rowley was 01:24:26.469 --> 01:24:32.518 born last Tuesday. Grandpa Marty. In fact, here, 01:24:32.530 --> 01:24:38.715 let's just look at him now, can you bring him up? 01:24:38.740 --> 01:24:40.964 Well, going off what Mr 01:24:40.976 --> 01:24:43.524 Mercer said, I want to thank each of you for the 01:24:43.536 --> 01:24:45.817 support you've given me in this role. And I 01:24:45.829 --> 01:24:48.071 am excited about what the future holds for 01:24:48.083 --> 01:24:50.518 this board, and I've said it before, but if we 01:24:50.530 --> 01:24:52.872 keep the goal of increasing student outcomes 01:24:52.884 --> 01:24:55.221 first, good things are gonna happen. I think 01:24:55.233 --> 01:24:57.634 the quality of the work product of this board 01:24:57.646 --> 01:25:00.125 is not going unnoticed. And I want to make sure 01:25:00.137 --> 01:25:02.420 that we continue that. Anything I can do to 01:25:02.432 --> 01:25:04.656 help you support your district and support 01:25:04.668 --> 01:25:07.061 your constituencies, I wanna be here for you. 01:25:07.073 --> 01:25:09.503 And you know that I've got an open door and an 01:25:09.515 --> 01:25:11.957 open phone line any time that's needed. Again, 01:25:11.969 --> 01:25:14.301 thank you very very much for each one of you 01:25:14.313 --> 01:25:16.500 for the support you've given. Mr Maynard? 01:25:16.500 --> 01:25:19.578 And that's that's the benefit of having that 01:25:19.590 --> 01:25:23.170 chiropractor as the board chair, right? He's always got your back, right? 01:25:23.170 --> 01:25:26.974 I think on that dad joke we 01:25:26.986 --> 01:25:30.559 will close the meeting. We stand adjourned.
